STATEMENT OF WORK
N671000-20-XXXX
TITLE: LTE/5G Measurement System LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Public Safety Communications Research (PSCR)
I. BACKGROUND INFORMATION
PSCR laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. To conduct sponsored test and measurement tasks in public safety communications, PSCR requires an LTE radio layer measurement capability for mobile field measurements of real LTE carriers.
II. SPECIFICATIONS
The Contractor shall provide an LTE radio layer measurement capability which meets the following specifications:

(a) Timestamp includes hour, minute, second
(2) Latitude and Longitude from GPS Receiver
(3) Cell ID
(4) Received Signal Strength Indicator for each RF port
(5) Sync Signal Time Offset
(6) All Quantities in Section 2, 4G LTE (Orthogonal Frequency Division
Multiplexing <OFDM> Downlink) Specific Measurements
(7) All Quantities in Section 3, 5G NR Specific Measurements
III. PLACE OF PERFORMANCE
All work shall be completed at the contractor’s facility. Equipment to be shipped to PSCR/NIST, 325 Broadway, Boulder, CO 80305.
IV. PERFORMANCE REQUIREMENT SUMMARY
The contractor shall provide all tests/measurement data typically performed for this product.
V. DELIVERY
Procurement to be completed NLT 90 days ARO.

VII. Acceptance/Inspection Upon receipt and prior to acceptance, PSCR will test item for all functionality in measurement, logging, and analysis capabilities to ensure conformance to specifications listed above.
VIII. Warranty Five-year warranty on equipment. Contractor shall be responsible for packaging and shipping for warranty repairs.
IX. Maintenance None.
