Delivery. See CLINS above for delivery and periods of performance

The provision at FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition.

Offeror shall clearly demonstrate their ability to meet the technical requirements and deliverable schedule as outlined in this solicitation.

The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.

1. EVALUATION FACTORS FOR AWARD

Award of this contract will be made on a competitive basis, using “tradeoff” among cost/price and non-cost/price factors. The Government may elect to award to other than the lowest priced contractor, or other than the contractor with the highest rated non-cost/price proposal. In either case, a tradeoff will be conducted. The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government.

Cost/price will be evaluated separately from past performance and other non-cost/price factors and will be evaluated for fairness and reasonableness. The total evaluated cost/price will be evaluated for reasonableness in terms of:

A. Technical:

i. Hardware meeting the specification requirements called out in paragraph III of the Statement of Work (SOW);

ii. Installation and site modifications meeting the specifications requirements called out in paragraph III of the SOW;

iii. Training plan meeting the specifications requirements called out in paragraph III of the SOW;

iv. Past performance; and

B. Price:

The technical factor is more important than the overall price. The importance of price in the evaluation will increase with the degree of equality among quotations of the non-price factor.

The Government reserves the right to consider information gathered from sources outside the contractor’s proposals.

2. Non-Cost/Price Evaluation Criteria

The non-cost/price evaluation criteria are listed below. Each is of equal importance.

http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P1612_228754

Factor 1., Technical

1.1 Hardware:

The Contractor shall recommend hardware to meet the specifications defined in paragraph III A. of the SOW.

Basis of Evaluation:

The Contractor recommended hardware will be subjectively evaluated to determine conformance to the specifications defined in paragraph III.A. of the SOW.

1.2 Installation and Site Modifications:

The Contractor shall submit an installation and site modifications plan that meets the specifications defined in paragraph III.B. of the SOW.

Basis of Evaluation:

The Contractor recommended installation and site modifications plan will be subjectively evaluated to determine conformance to the specifications defined in paragraph III.B. of the SOW.

1.3 Training

The Contractor shall submit a training plan that conforms with paragraph III.C. of the

SOW.

Basis of Evaluation:

The Contractor training plan will be subjectively evaluated to determine conformance to the specifications defined in paragraph III.C. of the SOW.

1.4 Past Performance

The Contractor shall provide performance information on jobs completed within the last three (3) years that are similarly described in the SOW in a format of its choice.

The Contractor shall address past performance issues relating to hardware delivered including operations start-up, installation and site modifications including issues and resolutions, and training classes conducted. If performance deficiencies were identified, include resolutions and plans to prevent a repeat of such deficiencies. If the Contractor has no relevant past performance, a statement to that effect should be included in the proposal.

Basis of Evaluation:

Contractor past performance will be subjectively evaluated to determine its capability to successfully perform the requirements of the SOW.

Factor 2, Price

Please provide supporting information and documentation such as calculations, price lists, product literature, or any other applicable supporting documentation.

Price will be considered when the technical requirement has been met. The price evaluation will determine whether the proposed prices are fair and reasonable in relation to the solicitation requirements and equipment proposed/quoted. Price quotations shall be entirely compatible with the proposed technical solution(s).

The degree of importance of the proposed prices will increase with the degree of equality of the quotations in relation to the technical factor on which the selection is to be based.

The Government may award to other than the lowest priced Offeror or the highest technically rated quotation utilizing price as a trade-off for the technical factor.

The Government reserves the right to make an award without discussions based solely upon initial quotations. Therefore, offerors should ensure that their initial quotation constitutes their best offer in terms of both price and the technical solution being proposed.

Price discounts are requested.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site access through http://www.sam.gov/portal.

If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.

The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
