SOLICITATION NB671000-18-01463; Updated 9 Aug 2018
STATEMENT OF WORK
TITLE: Land Mobile Radio (LMR) System Deployment and Associated Services
LAB REQUESTING SERVICE: Communications Technology Laboratory, Public Safety Communications Research (671)
I. BACKGROUND INFORMATION
Public Safety Communications Research (PSCR) laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. To be able to accurately test, monitor, and measure Land Mobile Radio (LMR) and Long-Term Evolution (LTE) signals, a new LMR system must be deployed that can interface to LTE systems. This system will allow PSCR to conduct in-depth research, development, testing, and evaluation of these systems.
II. SCOPE OF WORK
A. PSCR requires procurement and installation of one (1) LMR system with one (1) repeater. The LMR system must operate in the upper 700 MHz band. PSCR has obtained authorization to transmit on 10 specific frequency channel pairs in the upper 700 MHz band.
Specific frequency pairs will be provided to the Contractor upon award of the contract. The LMR system repeater must operate on these specific frequency pairs.
B. The LMR system shall be installed at the Green Mountain tower and shelter located on the DOC/NIST property in Boulder, CO.
C. Support services shall be provided for the first year of service plus four (4) option years.
D. On-site training services shall be included for up to 10 attendees. Recommended courses shall be provided by the contractor.
III. SPECIFICATIONS
The Contractor shall provide the following:
A. One (1) 700 MHz LMR system consisting of:
1. One system core that supports both the trunked and conventional LMR systems.
2. One repeater with at least 6 pairs of radios – at least 4 pairs for the trunked system (1 control channel and 3 traffic channels) and at least 2 pairs for the conventional system.
3. Must support industry standard P25 Phases I & II.
4. The ability to reconfigure to add/subtract radios to the trunked and conventional systems.
5. Interface that provides the ability to connect to other P25 LMR systems and to LTE systems (via an ISSI and/or Bridging System Interface/LMR Gateway).
Must have an ISSI (Inter-RF Subsystem Interface) so it can be connected to other LMR systems and whatever interface is required to connect to an LTE system to conduct LMR to LTE interworking performance tests.
6. System-wide encryption and the ability to turn on/off the encryption.
7. Must support industry standard AES 256 end-to-end encryption practices.
8. GPS tracking services.
9. Drive testing of the system to verify proper operation and coverage within 95% of predicted coverage area.
B. Installation services to include:
1. Install LMR system and core at Green Mountain 80’ tower and shelter site.
2. Modify the tower and shelter site to meet the R56 grounding standard.
a. Install ground rings underground around the tower and the shelter.
1) Trench in for a ground ring around the tower base and shelter.
2) Pound in the necessary ground rods and cad weld the ground ring to the ground rods.
3) Bond ground rings together using exothermic bonding techniques.
b. Install grounding halo inside the shelter and tie all 19” and 23” racks to the grounding halo.
3. Install new ice bridges.
a. Replace existing ice bridge with standard ice bridge.
b. Install new ice bridge between the shelter and the tower.
c. The ice bridge shall go around the existing tree near the tower. The tree must not be cut down.
d. Ground the ice bridge posts to the ground ring.
4. Install antennas, RF cables, RF cable grounding kits, and cushion hangers between the shelter and the tower using the ice bridge.
5. Inspect tower.
a. Check and adjust guy wire tensions.
b. Add guy wire pull-offs on the tower.
c. Provide and install a replacement guy wire for the first level guy wire aimed towards the shelter.
d. Check and repair, if necessary, the guy wire anchors.
e. Install waterfall and fan plate grounding at each anchor location using (1) ground rod per anchor.
f. Provide and install 3/8” soft-serve wire rope as a safety loop for each anchor individually to prevent any cutting of the turnbuckles.
g. Provide and install turnbuckles and thimbles on the fan plate to protect the tower from existing turnbuckles popping off the fan plate.
h. Cut the existing 7/8”co-axial cables shorter and apply proper weatherproofing.
i. Check and adjust tower plumb.
j. Tie off guy wire turnbuckles once proper guy tension is applied and verified.
k. Install one (1) safety climb from the top of the steel cover to the top of the tower.
6. Install RF cables. (contractor provided antennas, feedlines and any associated hardware)
a. Install the contractor provided antennas, feedlines, and any associated hardware from the shelter to the top of the tower.
b. Install Z-Brackets running up the face of the tower to secure feedlines to the tower.
c. Move existing 7/8” feedlines from their current location to the face with the Z-
Brackets.
d. The new cables shall be attached to the tower and ice bridge with the proper cushion hangers. The existing cables shall be attached to the new ice bridge with proper cushion hangers.
e. Cables shall be grounded at all 90-degree bends in the cables using the proper cable grounding kits. Bends typically occur at the top and bottom of the tower and at the entrance to the shelter.
f. Install one (1) lightning suppression device (i.e. Polyphaser) on each RF cable and properly ground on the outside of the RF entrance to the shelter. This method precludes the high voltage from the lightning from entering the building via the RF cables.
g. Perform Return Loss and Distance-to-Fault measurements of RF cables to determine the quality of their installation.
C. Training services to include:
1. Training services for up to 10 NIST staff members (repeater configuration, handset provisioning, turning on/off encryption, changing repeater transmitting power).
2. The training shall be performed using the actual deployed LMR system approximately 90 days after system acceptance. NIST personnel will arrange the time and place with the Contractor.
D. Warranty:
1. Standard one (1) year manufacturer’s warranty to correct defects in materials and workmanship.
2. Warranty to begin at system acceptance.
E. Support and Maintenance: Support and maintenance services for four (4) one (1) year options. Support and maintenance to begin upon expiration of warranty.
IV. PERIOD OF PERFORMANCE
Base Year: Assembly of LMR, installation at site, and site modifications: Receipt of award from Aug 10, 2018.
Warranty: At System Acceptance, a standard one (1) year manufacturer’s warranty to correct defects in materials and workmanship.
Support and Maintenance:
Option 1: 1 Yr. period; TBD once the base year system is accepted by NIST.
Option 2: 1 Yr. period; TDB, no-cost modification will be issued with the firm 1-year period Option 3: 1 Yr. period; TDB, no-cost modification will be issued with the firm 1-year period Option 4: 1 Yr. period; TDB, no-cost modification will be issued with the firm 1-year period
V. PLACE OF PERFORMANCE
The LMR system shall be assembled for delivery at the Contractor’s facility. Installation of the LMR system, consequent cabling and site alterations, and training shall be accomplished at the Green Mountain tower and shelter site located at NIST, Boulder, CO. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. except Federal holidays.
VI. PERFORMANCE REQUIREMENT SUMMARY
The Contractor shall perform an Acceptance Test Procedure (ATP) on the system to verify proper operation and predicted coverage area for LMR operation in the Boulder area. NIST personnel will validate the test results prior to final acceptance.
