Solicitation NB670020-19-03087

Specifications

1. The non-standalone 5G gNB system shall have the following technical characteristics:

1.1. Operation is in non-standalone mode but upgradable to standalone mode via firmware and software update at a later date.

1.2. mm-Wave Band Capability

1.2.1. Outdoor Macro Cell

1.2.2. Frequency of operation: in the 27.5 to 28.35 GHz frequencies (known as the n261

Band) or a greater frequency span of 26.5 to 29.5 GHz (known as the n257 Band).

1.2.3. Channel width: 100 MHz, or configurable

1.2.4. Number of sectors: 1 sector be supported/enabled

1.2.5. Beamforming enabled

1.2.6. Power output variable

1.2.7. Network connection via: 10Gigabit Ethernet/ or fiber as required by baseband

1.2.8. Minimum number of active users supported by the gNB: 400 active users

1.3. Band Class 66 Capability

1.3.1. Outdoor Macro Cell

1.3.2. Frequency of operation: Band Class 66 (defined as having an uplink frequency of

1710 MHz - 1780 MHz and a downlink frequency of 2110 MHz – 2200 MHz).

Access to the full frequency band is required. This is commonly known as the AWS-3 frequency band or n66 Band.

1.3.3. Operational mode: frequency division duplex

1.3.4. Channel width: configurable

1.3.5. Number of sectors: 1 simultaneous sector shall be supported/enabled

1.3.6. Power output: variable

1.3.7. Network connection via: 10Gigabit Ethernet/ or fiber as required by baseband

1.3.8. Minimum number of active users supported by the eNB: 400 active users

1.4. Software provided with the non-standalone gNB system shall be the most current stable release available from the non-standalone gNB system manufacturer.

1.4.1. This software must have a perpetual license. That is, an annual license fee for the software itself is not required. This perpetual license does not apply to software updates/upgrades.

2. The timing source for the non-standalone gNB system will be a global position system (GPS) signal. NIST will provide this GPS signal from an antenna mounted outside with a clear view of the sky.

3. All hardware will be installed indoors. The hardware provided by the contractor need not be designed for outdoor installation/use.

3.1. The hardware will be installed in a conventional 19” rack, and antenna integrated units will be pole mounted. The Contractor is responsible for providing rack mount hardware, or suitable mounting hardware for non-antenna integrated components and hardware to suitably mount the antenna integrated components.

4. The gNB system (and associated hardware) shall be capable of running on conventional AC power (110/120 VAC) and, as a whole, the gNB system shall not draw more than 20 amps. In the event the hardware is designed to operate from DC power, the Contractor is responsible for supplying a power supply capable of converting the AC power to DC power. The Contractor shall include a suitable power cord which can be used to connect the system to conventional AC 120V power.

5. In the event that the gNB system consists of more than one piece of hardware, the Contractor is responsible for providing any cables required to connect system components.

6. On-site installation, and services shall be provided by the Contractor. The Contractor is responsible for physically installing the hardware and ensuring that all components are able to power up. NIST will commission the non-standalone gNB based on a “golden” configuration provided by the gNB system manufacturer.

7. Software and hardware technical support shall be provided as part of the gNB system. This support shall be available during normal business hours. No after-hours support is required.

The period for performance shall be 1 year and renewable on a year by year basis.

8. The Contractor shall use only new equipment. The use of refurbished or used equipment is not permissible.

9. The Contractor shall include the cost of shipping the hardware to the NIST site in Boulder, CO.
