TITLE: 5G Base Station gNodeB Requesting Lab/Division/Group: Communications Technology Laboratory, NASCTN, 670.02 Requisition Number: NB670020-19-03087
Statement of Need The NIST - Communications Technology Laboratory is expanding its research efforts related to spectrum sharing, and interference mitigation. This work is multifaceted and touches upon several areas of research including: spectrum sensing, signal propagation, spectrum cohabitation between devices and networks. As carriers roll out their 5G implementation spectrum cohabitation is being researched, it is within NISTs portfolio and research interest to incorporate this new communications format in a laboratory setting through a commercial off the shelf solution. The 5G Base Station gNodeB (gNB) will leverage the evolved packet core (EPC) already owned by NIST and be installed in a NIST Communications Technology Laboratory space. We envision this gNB for research in radiated testing, and if possible for conducted-manner testing.
Radiated testing will take place inside a shielded test chamber.
As this is a research effort (and not a commercial deployment), having the ability to control the functions of the gNB is critical. The research use of this gNB also means that the typical “network-grade” reliability and redundancy is not necessary or required.
NIST is looking to procure a commercial, 5G Base Station gNB (FR2) that will operate in a non-standalone mode and is upgradable to standalone at a later date. The gNB in conjunction with its components will be installed in a NIST laboratory and connected to a CISCO ASR 5000 series virtual EPC. The Contractor will be given access to the EPC for the purposes of installing and deploying the gNB. The required installation, deployment, and on-going services required are described below.
Where appropriate, NIST will supply the antennas necessary to operate those components of the non-standalone 5G architecture that do not have antennas fully integrated into the system.
Given our research, we are interested in a gNB that operates in the mm-Wave Band which includes the 27.5 to 28.35 GHz frequencies. The non-standalone implementation requires a pairing with a sub 6GHz base station and here we specify an operation in the AWS-3 Band 66 or 5G NR Band n66. The non-standalone gNB system shall include a baseband unit.

Shipping & Delivery ☐ N/A
Delivery information by item ☐ Phased delivery is acceptable ☐ Software on USB / disk required ☐ Software electronic delivery acceptable dam8@nist.gov
Software deployment via electronic delivery is acceptable, if applicable. Shipping & Delivery cost for the hardware to the NIST site in Boulder CO is to be included in the submission.
Installation ☐ N/A
On-site installation, and services shall be provided by the Contractor. The Contractor is responsible for physically installing the hardware and ensuring that all components are able to power up. NIST will commission the non-standalone gNB based on a “golden” configuration provided by the gNB system manufacturer.
The Contractor shall install, deploy, and configure the nonstandalone gNB system inside a laboratory at the NIST facility in Boulder, CO. Installation shall include, at a minimum, uncrating/unpacking of all materials, installation and configuration of the nonstandalone gNB system, demonstration of specifications, and removal of all trash. The non-standalone gNB system will operate to manufacturer’s specifications upon installation.
The base stations shall be delivered, installed, and operational within 120 days of award.
☐ Site visit recommended
Installation will take place between 8:30 am and 5:00 pm mountain time, Monday through Friday (except Federal Holidays). NIST Boulder Site is located at:
325 Broadway, Boulder CO 80305
