REQUIREMENTS DOCUMENT

Base Station Emulator

Solicitation NB670020-19-00035

25 October 2018

I. BACKGROUND

The National Institute of Standards and Technology (NIST), specifically the Communications Technology Laboratory (CTL), is supporting the development of test methods, best practice guidelines, and uncertainties for the cellular wireless community.

New over-the-air test methods for cellular wireless devices that utilize radio communications testers are under development. CTL requires hardware that will allow development and verification of the proposed methods.

II. OBJECTIVE

The objective is to procure instrumentation that will enable CTL to replicate proposed test methods and develop new or refined test methods for the cellular wireless industry.

To accomplish this objective, CTL requires the acquisition of a cellular wireless device test system consisting of a wideband radio communication tester, also known as a “base station emulator.”

III. SPECIFICATIONS

The Contractor shall deliver one (1) base station emulator that conforms to the following specifications.

A. The emulator shall support the following functions:

1. Testing of both single-input, single-output (SISO) and 2 x 2 multiple-input, multiple-output (MIMO) devices.

2. A minimum of two independent Long-Term Evolution (LTE) standard cells and one LTE device, aka user equipment (UE), per cell.

3. Transitioning of the UE between two cells, either via a handover or a handoff.

4. Remote control and acquisition of data from the unit via at least one of the following methods: Ethernet, USB, RS-232, GPIB.

5. The ability to perform base station emulation functions for LTE Releases 9 through 12, including functionality for LTE-U/LAA devices.

6. Emulating IEEE 802.11 (Wi-Fi/WLAN) access points/devices (emulation need not be done simultaneously with LTE emulation).

B. The emulator shall conform to the following performance parameters:

Parameter Conditions Min Typ Max Units Frequency range of operation 0.7-

5.4 -- -- GHz

Frequency resolution -- 1 1 Hz Minimum RF output power -- -140 -130 dBm

Parameter Conditions Min Typ Max Units Maximum RF output power -10 0 -- dBm RF output level resolution -- 0.05 0.1 dB Maximum RF input power +30 +35 -- dBm Minimum RF input power -- -40 -40 dBm

Number of RF channels Capable of supporting 4G LTE with 2x2 MIMO 2 2 -- channel s

Supported measurement formats

All conform to 3GPP standards: LTE FDD (data throughput), WCDMA

(BER, BLER), GSM

(BER)

3 -- -- formats

Remote control and data acquisition

Unit must be user controllable with all measurement parameters available through remote acquisition

Transmit I/O ports (RF) Type-N or SMA 2 -- -- ports Receive I/O ports (RF) Type-N or SMA 2 -- -- ports

IV. DELIVERY

Delivery of all components shall be no later than 12 weeks after receipt of order.

V. PERIOD OF PERFORMANCE

The period of performance shall be 12 weeks after the order is placed. All components must be delivered in this time frame.

VI. ACCEPTANCE/INSPECTION

Upon receipt and prior to acceptance, CTL will inspect and verify operation of the emulator to the above specifications.

VII. WARRANTY

The contractor shall provide a warranty for the unit that covers all parts, labor, and return (from the manufacturer to CTL) shipping expenses. The warranty shall commence upon acceptance of the system and last for a period of five years.

VIII. MAINTENANCE

The contractor shall provide a maintenance package which includes routine/annual calibrations services and technical support for a period of five years from the date of acceptance.

The calibration services shall include measurement performance verification (with uncertainty estimates), and necessary adjustments to the hardware. The calibration shall be performed by a laboratory that is accredited to ISO 17025.

Technical support shall include access to applications engineers when troubleshooting a problem along with firmware updates for purchased features.

IX. RISK ASSESSMENT

This acquisition is not for services or construction, so risk is not formally assessed. The vendor will not require access to CTL, nor will they be granted access to CTL computer accounts or networks.

X. GENERAL INFORMATION

Patent Rights: The Government retains a Government use license to all inventions arising from this work.

Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
