STATEMENT OF WORK

SUPPORT FOR NIST MANUFACTURING EXTENSION PARTNERSHIP PILOT CENTER ORGANIZATIONAL ASSESSMENT

A. BACKGROUND INFORMATION

The Hollings Manufacturing Extension Partnership Program (MEP), a program of the US Department of Commerce’s National Institute of Standards and Technology (NIST), is a nationwide network that provides services to assist smaller manufacturers in becoming globally competitive. The network consists of 60 manufacturing extension centers serving all 50 states and Puerto Rico. Each MEP center is an independent, non-profit organization offering products and services that meet the specific needs of the region’s local manufacturers.

A critical need for centers is to have access to the most current and comprehensive analysis of different industries including to help centers in their work with manufacturing clients to grow their business and develop a stronger, agile, and robust manufacturing sector. These studies shall focus on detailed supply chain information, market trends, revenue data; operating strengths and weaknesses; analysis of external drivers including technologies and regulations; the competitive landscape and major players; and industry profit and costs benchmarks. These studies will allow centers to prepare for for projects and presentations quickly and provide them with questions and conversation starters that will help highlight how their clients within the industry have been dealing with the challenges they face, both from external economic factors and internal management issues.

B. PURPOSE AND OBJECTIVES OF THE PROCUREMENT

NIST MEP seeks to purchase, on behalf of the network of 60 MEP centers in all 50 states and Puerto Rico and the over 1200 field staff across these centers, access to a “library” of industry studies and other information on industry trends. The contract shall be in place for at least one year. The studies made shall focus on the manufacturing sector and should be as detailed as possible (provide 5-digit NAICS code). The Contractor shall also work with the centers to establish their own access (user name and password), provide training on how to use these studies can be accessed and used, and provide to NIST MEP quarterly reports on usage by center(s).

This contract will be executed via a single award.

C. CONTRACTOR REQUIREMENTS

The Contractor shall work in close concert with NIST MEP in providing access to these reports and support the centers with needed technical assistance and potentially conduct 2-3 webinars to introduce the tool to the centers. The Contractor shall maintain regular, frequent and responsive contact with the Contracting Officer’s Representative (COR) and Technical Point of Contact (Technical POC) at all times during the execution of tasks to ensure that MEP’s needs are effectively and efficiently met within the established time schedule and budget.

Tasks:

C1. Contractor shall provide a listing of the industry studies that are available down to at least the five digit NAICS code level (or more detailed if available). The proposer should also include a sample reports for the following two industries: Aircraft, Engine & Parts Manufacturing (NAICS 33641) and Medical Device Manufacturing (NAICS 33451) as samples of what information is in the reports. Highlight how often the studies are updated and notification of when studies are updated to users. The reports shall be available via the internet and the ability for centers to extract information including charts and tables with proper attribution of source.

C2. Provide a dedicated Client Relationship Manager that is available to manage day-to-day needs to ensure centers receive the support they need to use the resources effectively and efficiently including setting up accounts.

C3. Provide at least 2-3 training sessions for users across the network that can be conducted over the phone and/or via webinar.

C4. Provide users with web alerts or RSS data feeds on industry updates and other tools that may be useful.

C5 Provide NIST MEP with quarterly reports containing information on the usage of the reports across the users registered, which studies are being accessed, and other information to be determined.

The period of performance of this contract is 12 months.
