J.15 - Request for Information and Responses
January 27, 2023
Q1. Does AFMIS operate in real-time?
RESPONSE: No, not currently.
Q2. ESM – will the AMIS/ESM be real time?
RESPONSE: ESM (SIK) is coded the DoD Common Access Card (CAC) and can be accessed in real time on the point of sale via a CAC reader and their Personal Identification Number (PIN). The Automated Headcount Point of Sale (AHCPOS) also downloads the Meal entitlement Registry to the AHCPOS each time a meal is started on the device. The registry will allow the CAC to be scanned (PF417 code on front of CAC) to cross reference their EDIPI with their entitlement on the downloaded registry.
Q3. How does the Contractor know how much of the daily balance is available?
RESPONSE: There is currently no balance associated with the entitlement on the Common Access card. AFMIS tracks meals consumed and provides a report of duplicate meals consumed by a customer after a meal is closed and processed in the AFMIS WEB system.
Q4. How will the Contractor be able to identify ESM?
RESPONSE: Please reference response to Q2.
Q5. Does AFMIS require CAC authentication/use?
RESPONSE: Yes, AFMIS runs under a .mil network. All AFMIS users with specified food program roles use CAC access to log into the AFMIS application. Intersystem communication or interfaces are not CAC authenticated but are process by a reverse web proxy.
Q6. DSS was mentioned during AFMIS presentation. What does it stand for?
RESPONSE: Decision Support System and is a data warehouse application built on Microsoft SQL Server Reporting Services (SSRS) and Microsoft SQL Server Analysis Services (SSAS).
Q7. Can you provide an overview of AFMIS; provider POS integration initial/potential challenges and those being worked on down the line? (Overview to be provided for IT support not at today’s meeting)?
RESPONSE: All POS communication to the web based AFMIS are via SOAP messages on IIS 10.5 based web services over port 443. Future direction is to migration to APIs and microservices. Provider POS will need to read barcode on CAC to extract DoD EDIPI, process data, and then send data to AFMIS via web service.
Q8. A. How does the NAFI expect the Contractor to integrate to AFMIS that is Army based?
RESPONSE: The WRC will provide a public web site in an Army cloud environment accessible via https over port 443. The web site will provide access to web services that manage POS data.
B. What are the specifics about the integration includes?
RESPONSE: An AFMIS terminal will be set next to Point of Sale (POS) system, and it will enable that contractor to be informed whether the Soldier is ESM or not. Over time, we will work the API interface between the contractor’s POS and AFMIS and build into an integrated system.
Q9. Does AFMIS allow integration with Contractor’s POS system?
RESPONSE: That is the plan. For non-ESM customers, AFMIS does not apply.
Contractor can setup their own POS to track and verify transactions for reimbursement.
Q10. Has any other POS system even been integrated with AFMIS?
RESPONSE: No.
Q11. DSS: Is there a data warehouse?
RESPONSE: Yes, the Decision Support System (DSS).
Q12. ETL going to DSS?
RESPONSE: Yes. An ETL is ran nightly for all AFMIS WEB Transactions that populate the DSS warehouse for reporting/auditing/planning purpose at various levels in the hierarchy for example at Installation, ASC, AFSB, HQ DA levels.
Q13. How does S1 registration update in AFMIS?
RESPONSE: The Meal Entitlement Registry is imported into the AHCPOS via a webservice when starting a meal session on the AHCPOS.
Q14. Please provide a list the various "Meal Equivalency" types that the Government mentioned at the Pre-Proposal Conference (SIK, ESM, etc.) and briefly include definition, rules for utilization, and estimated percentage customers for each type.
RESPONSE:
Below are the Meal entitlement Codes that are available for coding to the Common Access Card. Subsistence in Kind (SIK) is the equivalent to the Essential Station Messing (ESM). However, these are not relevant to the Contractor-run operations for ESM reimbursement.
•00 -Subsistence in Kind (SIK): Diner is on BAS Recoupment program. Removed from Separate Rations. These personnel would normally be issued a DD Form 714 (Meal Card).
•01 -Basic Allowance for Subsistence Discount (BASD): Diner is authorized the discount meal rate as defined by DoD Reimbursable Rates Tab G. Rate is at Food Cost only.
•02 -Basic Allowance for Subsistence (BAS): Diner is required to pay the full meal rate as defined by DoD Reimbursable Rates Tab G. Rates at Food Cost and Operating Expense (Standard).
•04 -Institutional Training Directed Lodging and Meals 5 (ITDLM5): Diner is involved in professional training and is authorized meals in the Warrior Restaurant for 5 of 7 days. Per Diem is withdrawn for the five days.
SIK/ESM for weekdays
•05 -Institutional Training Directed Lodging and Meals 7 (ITDLM7): Diner is involved in professional training and is authorized meal in the Warrior Restaurant for all 7 days. Per Diem is withdrawn for the seven days.
SIK/ESM for all days
•06 -Field SIK (FLD): Diner is involved in a Field Training Exercise and personnel action (DA 4187) has been processed to either recoup BAS or effect Payroll Deduction for the length of the exercise.
•07 -Essential Unit Messing (EUM): Diner is involved in a specific EUM program during which the individual is required by orders to eat at the warrior restaurant. SIK/ESM
•08 -SIK for BA Weekend (BA4): Diner is a SIK Reserve/NG component Soldier entitled to subsist at a Warrior Restaurant, Usually for one meal per day, on a Battle Assembly (BA) weekend. SIK/ESM designated for BA weekend (Thursday – Sunday)
Note: Codes as designated as SIK/ESM will be interpreted on the AHCPOS as such through the CAC chip read or the SCAN of the PF417 code.
Q15. How does the AFMIS system define a “meal?”
RESPONSE: A meal is designated as Breakfast, Lunch, Dinner, Night Breakfast, Night dinner, Brunch and Supper, Holiday.
Q16. Is there any verification of the AFMIS meal count?
(RFP states, “(i) Soldiers on ESM will utilize the Army’s established meal entitlement verification system as a means for recording transactions ….”)
RESPONSE: Yes, within its initial operating capability an AFMIS station will be located next to the Contractor’s POS system – as we work API integration. It will serve as a verification of the ESM. The awardee would record the transaction and bill the NAFI on a reimbursable basis. No less than monthly after reconciliation between the two systems. AFMIS technical experts will be available upon award.
Q17.
Q18.
Q19.
Q20. Were ESM counts included in the proposal inclusive of SIK or BAS?
RESPONSE: Essential Station Messing (ESM) were included and represent the major portion of the counts provided.
Q21. What is the current volume/covers by daypart (272 seats available on map)?
RESPONSE: Current dining facilities have three meal cycles during the week and a brunch/dinner cycle on the weekends. By-hour, table coverage is not a metric used by the Army.
Q22.
Q23.
Q24. What percentage of the present sales are from ESM program and what percentage come from cash customers?
RESPONSE: ESM = 94% / Cash = 4% / Credit/Debit = 2%. Currently, DFACs are designed to feed Soldiers only. But, under this construct as a WRC, it will be open to the entire garrison community per Section B.2. The key focus for the awardee will be it’s “conversion rate” on moving traffic into the facility. The vendor will be afforded the ability to market and draw in their customers with a quality product.
Q25. Can the Government share the payment mix – credit card sales, cash sales, ESM sales?
RESPONSE: Please reference response to Q24.
Q26. Are the BASs eligible to be used at all other food locations on the base or just the main ‘mess hall’?
RESPONSE: Soldiers on Basic Allowance for Subsistence (BAS) can choose to eat at any dining facility on post or other food establishment.
Q27. A. Will the existing base food facilities, e.g. Smoke Bomb Grille or a Burger King on base(s) remain in place and in operation?
RESPONSE: Yes.
B. Do the ESM Soldiers have the capability to use some or all of their BAS in these types or other base food locations?
RESPONSE: ESM Soldiers do not receive Basic Allowance for Subsistence (BAS).
All Soldiers have the choice to use their entitlement at Army dining facilities or, for ESM Soldiers, pay out of pocket elsewhere.
Q28. What are the current dining offerings / concepts at each location? Please provide details at each location.
A. Cafeteria type services
RESPONSE: The dining facilities are very similar in construct and design, and for the most part, the layout is as seen at Fort Bragg. Some vary by size, but awardee can expect facilities to be very similar in facility and size. We do not intend to draw this out with extensive projects, but to converted it to a style that is modernized.
B. Food trucks
RESPONSE: The Army has a few of these trucks on certain installations but not all. It is our intent to turn these trucks over to the awardee as a signed piece of equipment so that the awardee can exercise the ‘operational reach’ of its product. The awardee will be able to add additional trucks within this concept under their own expense.
AAFES and FMWR also operate food trucks on some garrisons.
C. Automated Micro Markets
RESPONSE: The Army doesn’t have ‘micro markets’ in the modern sense.
The Army has established ‘kiosks’ which is a grab n go capability with previously prepared meals (sandwiches, egg muffins, juices and yogurts – for example.”)
AAFES does offer a capability – but limited in use and in quality of food. It is more representative of what you’d find in their ‘shoppettes’ or at convenience store. (Chips, candy, Monsters).
The awardee will be enabled to establish additional capability in coordination with A-FIT and the Installation Commander for access and placement.
D. What restaurant brands are available?
RESPONSE: There are restaurant brands on post but primarily in the Named Brand Fast Food Space. There are very limited offerings of what we’d call “healthy brand fast casual”. Key distinctions are in the preparation, quality of food, and the environment in which it is served. The awardee will compete overall with the likes of several AAFES franchises that can be found on their website that include, but not limited to: Burger King, Popeyes, Dominoes, Dunkin Donuts, Starbucks, Charley’s Steak, Quiznos to name a few. FMWR does operate casual restaurants including Texas Roadhouse and Sam Adams, as well as other eateries dependent on the garrison.
Reference the garrison information in Section J under garrison specific information provided as part of issued Amendment 0001.
Q29. Are all soldiers on ESM at Fort Bragg authorized to use WRC at no cost?
RESPONSE: ESM entitled Soldiers receive their entitlement monthly as payroll deductions for the meals during that month. ESM Soldiers can use the WRC as a portion of their entitlement at no cost (Meal Equivalent) as they would at other dining facilities.
Q30. Are all soldiers on ESM across the Army authorized to use the new WRC at no cost?
RESPONSE: Please reference response to Q29.
Q31. [Are there completed and available] Soldier survey[s] on menus?
RESPONSE: No
Q32. Please provide current zero-based staffing model based on hours of service.
RESPONSE: The Army allocates culinary Soldiers based on the number needed for the field feeding mission. The installation mission is not their primary mission and no "zero-based staffing model" exists. Current staffing is based on mission support requirements.
Q33. Could an ESM provide their card to an unauthorized person/dependent for their use?
RESPONSE: The ESM entitlement is an individual one and not transferable. If an ESM Solider has a guest, then the Solider (or guest) can pay for the guest’s meal with cash or charge. The awardee will not have the responsibility for enforcing this policy other than to deny the guest’s meal via ESM and to ring up as cash or charge. The awardee shall report the incident to the COR.
Q34. Can soldiers use different DFACs on the garrison to eat the same meal twice (for example two breakfasts at two separate locations)?
RESPONSE: Individual meal entitlement is for that meal, and it will be broken down by meal periods extended through the day. Certainly a Soldier can attempt to eat a second meal, but this would be a violation of the Uniform Code of Justice and conduct – enforceable by that Soldier’s chain of the command. If the awardee registers an authorized meal with AFMIS – they may issue it. If the Soldier doesn’t register or the awardee receives an indicator that a charged meal has occurred during that meal period, the awardee may continue to ring up the sale and ask for cash or credit.
Q35. A. Will the verified ESM meal reimbursements be paid to the contractor for the full value of the allowance per meal period, regardless of items purchased by the soldier?
RESPONSE: Yes
B. Or will the contractor be required to submit an itemized receipt for reimbursement of actual spend per verified ESM meal per meal period?
RESPONSE: No. Items that exceed the meal can be purchased by the Soldier and are not part of the reimbursement.
Q36. If a soldier wants to have two (2) sides in exchange to an entrée, is that allowable or it is strictly as written?
RESPONSE: It would be allowed. We’d like for Soldiers to be able to customize their meals as desired. We have defined what a meal is for planning purposes and appropriate pricing.
Q37. What should happen if soldier does not take their allotted items? For example, if they do not take a bread, can they use it for another side?
RESPONSE: The meal plan is the meal plan – as is the charge – whether the ESM takes all the items or not. If the awardee determines that another side is commensurate with ‘bread’ – then that determination can be made by the awardee. We expect to provide the needed flexibility for our partners.
Q38. Are meals strict by items or may a side item be skipped for an extra entrée?
RESPONSE: We see categorization of entrées and sides as different. The entitlement would be one entrée. If the Soldier chooses a second entrée, then they’d pay for that added entrée as cash or charge.
Q39. Does ESM sales need to be verified by name?
RESPONSE: Yes. It is an individual entitlement.
Q40. What are the current menu offerings for the ESM program at each facility?
RESPONSE: It varies. The menu offerings for each day per facility are determined by the local food manager. A sample menu of items has been provided as a part of this amendment and is incorporated as attachment J-16.
Q41. How do you currently charge for dessert?
RESPONSE: Dining facilities do not have a la carte pricing.
Q42.
Q43.
Q44.
Q45. What should the provider do when the soldier is a SIK but he comes up BAS?
RESPONSE: The provider will record the Soldier's DoD ID Number, Name, and
Rank. Serve the Solder and submit for reimbursement.
Q46. Are all services included in S1 authorization or just Army?
RESPONSE: Yes, all services operate under a similar program; SIK and ESM programs are DoD wide. If the question is whether or not a member of another service can use the ESM charge for the Army. The answer is no. They have separate funding lines and authorities and we do not have an agreement with the other services at this time.
Q47. What happens if soldier’s card does not properly scan?
RESPONSE: Please issue the meal to the Solider and record the transaction to the greatest accuracy where the COR will be able to verify and authorize reimbursement as served.
Q48.
Q49. Do we need to enter the ESM sale into AFMIS and our POS system?
RESPONSE: See the response to Q2 above.
Q50. Are Reservists with BAS H status paid to the Contractor as ESM/SIK?
RESPONSE: All BAS Soldiers pay standard meal rates. ESM discount rates are for E1-E4 Soldiers.
Q51. For reimbursements – What information is needed to verify ESM sale for reimbursements?
RESPONSE: Verification of each subsisting Soldier's eligibility and proof of the delivery of a meal.
Q52. ESM – Is reimbursement contingent upon any funding, government shutdown, congress, etc.?
RESPONSE: No it is not. Government shutdowns will not effect military pay or food provisions.
Q53.
Q54.
Q55.
Q56.
Q57.
Q58.
Q59. [Regarding] A la carte items: if extra items outside of the ESM allowance, Soldier pays with cash?
Q60. ESM – split tender capability; if an ESM needed to pay above the authorized amount, would the Contractor pay a percentage on the charges not covered by the ESM?
Q61. Are Market / alternative service offerings that create “cash sales” subject to the DFAC Commission request that is paid to NAFI?
Q62. Is the 65% service fee negotiable?
Q63. [Referencing] Section B.2 Eligible Patrons, b2 Cash Customers, would these be inclusive of family members of ESM?
Q64.
Q65. Target soldiers wanted to time for breakfast, lunch, dinner?
RESPONSE: The operational hours are the awardee’s determination based on meeting each local Soldier and garrison needs, keeping in mind that not all units and Soldiers have the same duty day hours.
Q66.
Q67. Will construction services (reimbursed by NAF) and GFE (by Government) be the only assistance provided in bringing the DFAC up to campus style, fast casual approach?
Q68. Does 2M allowance include equipment, or will additional funds be made available to awardee?
RESPONSE: If the equipment is permanently attached in standard commercial configuration and utilization, then yes. If it is not permanently attached, then no.
No additional funds by the NAFI for equipment will be made available to the awardee.
Please reference issued Amendment 0003 noting the change from $2M to $4M.
Q69. Two (2) million reimbursement: does it include equipment costs?
RESPONSE: Please reference response for Q68.
Q70. If NAFI will reimburse the Contractor no more than the 2M per building for complete and usable building improvements; are micro market equipment investments included in this?
Q71. Section B.3.c states “The NAFI will reimburse the CONTRACTOR no more than
$2M per building for complete and usable building improvements. Are Micro Market equipment investments included in this?
RESPONSE: Please reference response on Q70.
Q72. Can items that improve the facility be considered reimbursable construction services, i.e., lights, paint, decals, soffits and headers, hoods, walk-ins, half walls, flooring?
Q73. Is the $2M government commitment to capital set as a fixed number, or will the specific DFACs determine an amount unique to each particular location?
RESPONSE: The NAFI funding is a set at no more than $4M per facility (per issued Amendment 0003). Potential offerors shall determine within their proposal the amount they propose each facility will need to modernize to meet the AFIT and WRC intent and vision in accordance with the RFP.
Q74. A. Is the intent for the Fund to repay the capital costs at the time of construction, or billed back over the term of the agreement?
RESPONSE: The NAFI will pay the awardee as the construction occurs in accordance with the applicable construction terms and clauses.
B. If over the term, is there a specific interest rate we should use?
RESPONSE: Not applicable, please see response to part A.
Q75.
Q76.
Q77.
Q78. A. Are the dish machines broken/out of service [B1732]?
RESPONSE: The dishwasher was broken.
B. Will they be repaired? [B1732]
RESPONSE: It is in the process of being repaired.
Q79. How many drains lead into the food pulper? [B1732]
RESPONSE: One
Q80.
Q81.
Q82.
Q83.
Q84.
Q85. If GFE is not repairable, will the Government reimburse the cost of equipment replacement to the Contractor? (RFP states, (1) If the CONTRACTOR determines that an item is beyond repair the Item will be returned to the Fund and it shall be the responsibility of the CONTRACTOR to obtain new equipment….”
RESPONSE: No, the NAFI will not reimburse the cost of the equipment replacement to the Contractor.
Q86. Does the Army intend to require any conveyance of contractor capital/equipment investment upon contract term or termination?
Q87.
Q88.
Q89.
Q90.
Q91. Who is the current cable & internet provider?
RESPONSE: The current provider at Devil Den [B1732] for commercial cable and internet is Spectrum. However, these services are not available to the awardee through the installation’s established contracts. Contractors must secure their own services.
Q92. Who are the current utility and services providers (electric, gas, water, telephone, internet, cable, etc.) for each of the DFACs?
RESPONSE: The provider for utilities on Army installations are the garrisons, and the contractor will be billed by the garrison for actual utilization per the resultant contract and Real Property Outgrant (Section C.7.5).
Q93. Are we able to receive and electronic CAD file of the Ft Bragg DFAC?
RESPONSE: Please email: erin.m.taylor26.naf@army.mil with your request, and the electronic CAD files will be sent to you via the DoD Safe site. These types of files are not accepted on sam.gov and therefore can only be provided via this separate method.
Q94. Will complete as-built drawings, in CAD files, be made available to the contractor upon award?
RESPONSE: Please reference Q93 response.
Q95. Are CAD/Revit files available for the project building(s)?
Q96. Section C.7.1: Please provide electronic CAD drawings for the DFAC. This will provide need information to accurately design and estimate the cost of renovation.
Q97. Will the Government please provide a more complete set of as-builts or drawings (e.g.,structural, electrical, architecture, etc.) for the Ft Bragg Devil Den facility? To date the SOW only includes HVAC drawings and an incomplete floor plan. The apparant hyperlinks in Section J may not be active allowing contractor access.
The additional items ensure accurate knowledge and therefore solution/pricing of level of effort for renovation/build out needs.
RESPONSE: Please reference Amendment 0001 released on sam.gov December 20, 2022, for additional PDF drawings of Fort Bragg. Please also reference Q93 response here in this amendment.
mailto:erin.m.taylor26.naf@army.mil
Q98.
Q99. Please provide the location of data closet on a floor plan.
RESPONSE: Please reference Q93 response and if that does not provide the information requested, please let us know.
Q100. Please provide the CAD file of the emergency evacuation plan posted in the vestibule of each DFAC.
RESPONSE: Please reference Q93 response and if that does not provide the information requested, please let us know.
Q101.
Q102.
Q103 A. Are there UTA/drill weekends that effect the DFAC?
RESPONSE: The focus of this effort is on active-duty posts with sizeable ESM populations. Guard and Reserve units train on all Army posts and usually operate in the training areas. Tactical feeding is performed by these units culinary teams and Soldiers. These rotations are usually planned a year in advance and the impact on the WRC is not expected to be significant.
B. If so, how many per year?
RESPONSE: See the response to Q 103A above
C. How much notice is given? How many expected ESM?
RESPONSE: See the response to Q 103A above
D. Who is/are your current provider/s at each facility?
RESPONSE: The current operations are not reflective of how the Contractor operates this facility and thus the current processes are not relevant in this instance. Please reference Section D.1 for appropriate food product origination.
Q104. Are consumers allowed to carry their phones at these facilities?
Q105. System payment processor for cash credit card payments, i.e., FreedomPay or other payment processor?
RESPONSE: Contractor is responsible for providing their own merchant processing capabilities that accepts all industry common payment methods to include cards, tap, and cash. Reference C.6.5(f)(4) of solicitation.
Q106. What is the process for distributing rations from dry storage? Do cooks go back and request items, i.e., (1) can of tomatoes? Or do they help themselves? Are they taking real-time inventory?
RESPONSE: The current operations are not reflective of how the Contractor may operate this facility and thus the current processes are not relevant in this instance.
Q107. Today, prime vendors submit the usages, by the case to OneZone. How will that be tracked? Manufacturers and brokers need that data.
RESPONSE: Please reference response to Q106.
Q108. What is Mermite?
RESPONSE: This term refers to the M1941 Mermite tactical military coolers or insulated containers that are used for storing and moving prepared food to Soldiers in field conditions. However, this is not relevant to the Warrior Restaurant Centers as the WRC is not a means to provide tactical feed feeding.
Q109. Please provide contracted/approved food and supplies vendors by location.
RESPONSE: The resultant contractor is responsible for their own contracts and supply chains. The current operations are not reflective of how the Contractor operates this facility and thus the current processes are not relevant in this instance. Please reference Section D.1 for appropriate food product origination.
Q110. A. DFAC Personnel – are current DFAC staff, military, or Contractor personnel?
RESPONSE: It is a combination of both, dependent on the facility. The awardee is responsible for providing the staffing required for a complete operation. Per Section C.2(d), the Fund will not provide military or civilian cooks or personnel as a part of this resultant contract.
B. If current personnel is Contractor, are they eligible to continue with awardee Contractor?
RESPONSE: Please reference the response above to part A.
Q111.
Q112. While it gives a monthly timeframe, what is the latest timeframe the Contractor could expect reimbursement?
RESPONSE: Reimbursement will be made per month based on meals served following successful reconciliation of meals served by the assigned COR.
