noted below for example purposes. CY23 will be provided upon publication by OSD, future year rates are the responsibility of the CONTRACTOR to obtain and implement in coordination with the COR:
Regular Days: Authorized Holiday Days (Thanksgiving, Christmas, Army’s Birthday (June 14th):
Breakfast $2.85 Breakfast $2.85
Lunch $4.70 Holiday Meal $7.45
Dinner $4.05 Dinner $4.05
Total Allowable Day Meal Discount Rate:
$11.60
Total Allowable Day Meal Discount Rate with Holiday Meal:
$14.35
(v) The following formula will be utilized to establish the full reimbursement amount to the
CONTRACTOR by the NAFI for ESM Solider meals:
The discount rate is considered 35% of the total meal “costs”. The Service Fee will equate to 65% of the total meal “costs”.
For example using the CY22 rates:
Breakfast: $2.85 (MDR) + $5.29 (Service Fee) = $8.14 (with $8.14 being the reimbursement rate for a breakfast served to a validated ESM Solider)
Lunch: $4.70 (MDR) + $8.73 (Service Fee) = $13.43 (with $13.43 being the reimbursement rate for a lunch served to an ESM Solider)
Dinner: $4.05 (MDR) + $7.52 (Service Fee) = $11.57 (with $11.57 being the reimbursement rate for a dinner served to an ESM Solider)
Daily Total: $11.60 (MDR) + $21.54 (Service Fee) = $33.14 (with $33.14 being the reimbursement rate if an ESM Solider was served all three meals by the CONTRACTOR.)
The three days authorized to include a Holiday Meal as noted above:
Breakfast: $2.85 (MDR) + $5.29 (Service Fee) = $8.14 (with $8.14 being the reimbursement rate for a breakfast served to a validated ESM Solider)
Lunch: $7.45 (MDR) + $13.84 (Service Fee) = $21.29 (with $21.29 being the reimbursement rate for a lunch served to an ESM Solider)
Dinner: $4.05 (MDR) + $7.52 (Service Fee) = $11.57 (with $11.57 being the reimbursement rate for a dinner served to an ESM Solider)

NAFBA1-23-R-0005 4 111
Daily Total (with Holiday Meal): $14.35 (MDR) + $26.65 (Service Fee) = $41.00 (with $41.00 being the reimbursement rate if an ESM Solider was served all three meals by the CONTRACTOR.)
(vi) ESM meal composition (lunch and dinner meal includes bread and salad):
Breakfast: 1 x Entrée
2 x Sides 1 x Drink
Lunch: 1 x Entrée 3 x Sides (customizable) vegetables/starch/salad
1 x Drink
Dinner: 1 x Entrée 2 x Sides (customizable) vegetables/starch/salad
1 x Drink
Holiday Meal: Shall be no less than those provided by the Army menuing selection.
Menus provided by the Army for these designated holidays are included as section J.1 – Sample Holiday Menus for examples.
(vii) The CONTRACTOR shall not include or consider an alcoholic beverage as part of the ESM meal composition. No alcohol can be included as part of the ESM sale.
(viii) Desserts are a la carte (except for the three designated Holiday Meals noted above) and shall be paid for separately via other payment type(s) by the ESM Solider. Reference Section C.6.5(f)(3) for CONTRACTOR accepted payment types.
(ix) If a verified ESM Solider only eats one meal at the WRC, the CONTRACTOR is only reimbursed for that meal served, not the daily total. The monies associated with the other two meals is retained by the Army.
(x) Based off that Point of Sale (POS) input, and reconciled with AFMIS recorded transactions, the
CONTRACTOR shall bill the Fund monthly the applicable authorized reimbursable amount for each ESM meal entitlement sold.
(xi) If an ESM Solider goes over the allowable individual meal rate and/or the total daily rate, then the remaining amount owed to the CONTRACTOR is the ESM Soldier’s responsibility as if they were a “cash” customer.
(2) “Cash” customers – All other patrons who are not verified ESM Soldiers. There is no reimbursement rate owed to the CONTRACTOR by the NAFI for this category of customer.
B.3 FEE SCHEDULE
