Contractor shall reimburse the government for any expenses incurred as a result of government assistance for cleanup of the spill/release event. At a minimum, train oil-handling personnel in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable control laws, rules, and regulations; general facility operations.
18.3. If Use of Temporary Fuel Tanks: For 55 gallon or greater oil or fuel tank(s), the contractor shall submit a Spill Prevention Control and Countermeasures (SPCC) plan.
The contractor must notify Public Works Environmental Division 48 hours prior to bringing tank on site. Use of tanks must comply with 40 CFR 112, NFPA 30 and 29
CFR 1910.106. Tanks must have all equipment required by regulation properly installed and functional while in use. Tanks must have secondary containment and adequate vehicle protection (i.e. jersey barriers). Identify fuel/oil storage areas on site plans. 40
CFR 112.8 (c) (6) requires periodic Monthly and Annual AST visual inspections to be performed and documented for all in-service stationary above ground tanks on the facility and portable container with 55 gallon capacity or greater. Submit monthly tank and/or container inspections and secondary container drainage log to the Public Works
Environmental Division SPCC Coordinator via the Contracting Officer and maintain compliance 40 CFR 112 training requirements. The Contractor shall ensure all containers are kept closed, except when adding or removing fuel/oil, that containers remain in good http://cnic.navy.mil/regions/cnrse/installations/nas_corpus_christi/om/environmental_support/spcc.html http://cnic.navy.mil/regions/cnrse/installations/nas_corpus_christi/om/environmental_support/spcc.html condition and are properly labeled, and the fill ports are locked when not in use. Spill kits must be on-hand and easily accessible for immediate spill response. During fueling operations, storm drains within 25 feet of fuel tank must be covered with drain blocker to prevent fuel from entering storm drain in the event of a spill. All tanks must be grounded.
This includes integral generator base tanks, but does not include oil-filled operational equipment.
18.4. Wastewater Compliance/Sewage Releases and Spills: All discharges to the installation wastewater collection system require prior written authorization to ensure that they do not violate NAS Corpus Christi's TPDES discharge permit. All sanitary sewer overflow events must be reported to the Government Representative immediately upon discovery.
18.5. Environmental Compliance Assessment Tracking and Training System: The
Contractor's on-site project superintendent shall complete ECATTS training prior to starting work. If personnel changes occur, ECATTS training must be completed within
14 days of assignment to the project.
ECATTS is available 24/7 on the Internet. Contractors who perform work on more than one contract for the same installation or within the same state will not have to take the training each time they start a new project. Contractors will carry forward all applicable credits received for taking ECATTS to future contracts. ECATTS is available for use by all contractor and subcontractor personnel associated with this project
ECATTS is available at:
https://environmentaltraining.ecatts.com
Registration Password = navfac (case sensitive)
Sample registration instructions that can be provided to users are available from
ECATTS Customer Support.
18.6. Regulated Waste Management: All hazardous wastes generated, as defined in 40
CFR 261, on Naval facilities, whether generated by contractor or federal personnel, remain under the responsibility of NASCC and must comply with the Environmental
Protection Agency, State of Texas, and Navy regulations. NASCC is a large quantity generator of hazardous waste. Regulated waste is defined as (1) hazardous waste as defined in EPA Regulations 40 CFR Part 261, (2) Universal Waste as defined in EPA
Regulations 40 CFR 273, and (3) Class 1 Industrial Waste as defined in Texas
Commission on Environmental Quality (TCEQ) Regulations/30 Texas Administrative
Code Part 335, and asbestos containing material. Contractor shall assign all waste management responsibilities to a designated Environmental representative. Prior to generating regulated waste, the contractor shall be assigned an area for waste management activity, i.e. Satellite Accumulation Area or a <90-day Hazardous Waste
Accumulation Area. The contractor shall be subject to inspection of assigned area.
Where liquid regulated waste is to be stored, the Contractor shall provide appropriate secondary containment and ensure containers are properly bonded and grounded when required. Contractor shall be responsible for maintaining an appropriate spill response kit at all times. All spills are reportable and shall be coordinated with the COR and the
Installation Environmental Program Director.
The contractor is required to use NAVFAC Environmental Services for regulated waste disposal while performing work at NASCC. Environmental Services provides on-site hazardous and industrial waste pickup, identification, storage and disposal service on a cost reimbursable basis. Disposal costs for regulated waste are as follows:
Bulk Container (> 55gal) = $1.80/lb
Non Bulk Container (<= 55 gal) = $1.09/lb
A minimum of 14 calendar days’ lead time is required for bulk container delivery.
18.7. Drinking Water – Utilization of the Installation’s water distribution system for contractor activities requires written Government authorization. The presence of a back-flow preventer or air gap (as defined in TCEQ RG-195) must be verified before written authorization will be provided.
18.8. Stormwater Pollution Prevention: Discharge to the stormwater system of hazardous substances or anything other than stormwater or dechlorinated potable water will not be permitted under any circumstances. Store hazardous materials in a centralized location indoors, undercover, or in lockers that prevent contact with stormwater. Locate storage areas away from drains. Collect and properly dispose non-hazardous construction wastes, trash, and debris throughout the site at least once a day and before storm events.
Disposal of concrete washout to the soil or stormwater system is prohibited. Wash out concrete chutes, hoppers, and other containers off of Government property or collect concrete washout liquids and solids in pre-fabricated or field erected washout facilities.
Washout facilities must be sited and constructed to resist damage and prevent spills and leaks. Excess concrete shall not be dumped on site.
Contain slurry and sediment from concrete saw cutting or boring operations to the immediate work area. Shovel or vacuum these materials and remove from the site. If residue remains after drying, sweep the area and remove residue to avoid contact with stormwater or entering a storm drain.
Prior to soil disturbance and during construction, implement and maintain all erosion and sediment control measures (best management practices) required to retain sediment on-site and to prevent violations of state water quality standards. Best management practices may include temporary seeding, construction of sediment basins, diversion channels, berms, inlet protection, and use of silt fences, and synthetic or straw bales to retard and divert runoff to protected drainage courses. All practices must be in accordance with the guidelines and specifications in the TxDOT Storm Water
Management Guidelines for Construction Activities latest version. If site specific conditions require additional measures during any phase of construction to prevent erosion or control sediment, implement additional best management practices as necessary.
All areas disturbed by demolition or construction activity shall be graded and stabilized prior to the completion of work. Disturbed areas shall be seeded and mulched or sodded. Reinforcement matting will be used where stormwater runoff may cause erosion of stabilized areas. Irrigation shall be provided until a viable root system is established. Dead sod shall be replaced at no cost to the government.
Locate stockpiles of construction materials a minimum of 50 feet from inlets, drainage ditches, or water bodies if feasible. Protect stockpiles with a perimeter sediment barrier to prevent off-site migration of materials. Keep stockpiles organized and surrounding areas clean.
19. PREVENTATIVE MAINTENANCE INSPECTION (PMI) INVENTORY CARD:
Contractor shall provide a completed PMI Equipment Inventory Card included as
Attachment C for each piece of dynamic equipment containing a serial number. This requirement is in addition to any other operation and maintenance information required in the Submittals paragraph.
