8 RFQ, Page 4 of 32, section A.
Price Proposal, Under Responsibility Determination, Item 3. Annual Letter from SBA which states " …your company's financials and your firm is still eligible in the
SBA."
Since this RFQ/Solicitation is a "Small Business Set-aside, we do not understand why or how we can get a letter from SBA concerning our financials and our involvement with SBA. This appears to be a carry over from an 8a solicitation template and not sure how it pertains to this solicitation.
Would the Government please review and clarify the requirement and whether it applies for this "Small Business Set-aside only" solicitation?
In lieu of submitting the SBA annual verification letter, contractors can submit a written statement confirming their Small Business status.

9 RFQ, Page 4 of 32, section A.
Price Proposal, Under Project Information, Item 3. which states" The period of performance for each CLIN is 120 days."
Is it the Government's intent that all 3 CLINS 0001, 0002, and 0003 be ordered by the Government and performed at the same time within a 120 day period? Or is the contractor allowed to perform each CLIN one at a time with the total performance period being 360 days to allow more efficient and economical allocation of equipment and staffing?
It is not the Government's intent that contractors shall perform work on multiple CLINs simultaneously. Each CLIN's period of performance is 120 days from Notice to Proceed.

10 Reference Attachment 5 Airfield Clearing PWS, page 1 of 15 and item 1.2 Contract Type and Term
Does the Government have a tentative projected award date and did the Government have an anticipated season or range of months they wanted this work to be performed within?
The Government anticipates award by 30 September 2019. N -
11 Reference Attachment 5 Airfield Clearing PWS, page 3 of 15 and item 1.13, Paragraph
1.13 Environmental
Specification and Item 6, Waste Disposal.
Within Area 2, we were cautioned there may be multiple different types of waste debris that were disposed of in this area from years of projects and other sources where the area was used as a "dumping ground". Would the Government please provide some level of an inventory of the items and amounts the contractor should expect to encounter and dispose of from Area 2?
Solid Waste Management Unit 26 contained buried concrete and steel. There may be groundwater issues in this area but surface work should not create groundwater that would need to be disposed.
If groundwater was generated it would need to be tested and properly disposed. The SWMU in the spoils is the remains of an old landfill. Someone should be HAZWOPER trained to identify and manage wastes should any be discovered. A line of accounting should be opened with the Hazardous Waste Storage Facility so that waste can be properly disposed of if any are identified.

12 Page 4 of 32, Item 3 of the
RFQ
It states that the Contractor is required to submit an Annual Letter from SBA stating your company's financials and that your firm is still eligible in the SBA. This submittal requirement is not an ordinary item that is required under Small Business Set-Aside. Under small business contracting, financial information is not required to be submitted to SBA annually. Is this an actaul submittal requirement for this RFQ?
In lieu of submitting the SBA annual verification letter, contractors can submit a written statement confirming their Small Business status.
N -
13 Page 4 of 32, III. Project Information, Item 3

QUESTION GOVERNMENT RESPONSE
RFP Change (Y/N)
Amend No.
19 Area 2 Please refer to the attached picture (PPI 19 Attachment).
There was an existing underground electrical utility line observed along the South side of Area 2 during the site visit.
The Contractor has a concern with the potential root growth from the adjacent vegetation surrounding the underground conduits. What provisions has the Government included, if any, for the relocation of this line prior to work commencing or will the Government allow for clearing only (no stump removal) in the vicinity of this existing utility?
Utilities will be marked by the Government along the area to be grubbed. See attachment 20190715_C_SeaSpriteUtilities for location. Contractor will trench 10 feet offset from the utility into the area to be grubbed a minimum of 4 feet deep or 6 inches below any root encountered to cut any roots so as not to disturb utilities from grubbing.

27 Is there a limit on how thick the mulched material may be allowed to accumulate in the areas where mulched/chipped material is to remain after clearing?
12 inches on uplands. In areas with severe slope into weland areas, mulching should remain minimal to prevent excess mulch from washing into wetland areas after the silt fence has been removed.
Mulch near wetlands and sloping to wetlands must be stabilized to prevent runoff/erosion into wetland areas.
N -
28 Is it permitted to move the grindings from the 7 acre site which is to be grubbed and place it on the other sites? (this question is similar to question 7)
Yes N -
29 Is there a limit to how much and how close to wetlands mulch may be placed?
There is no specific limit. Silt fence should be installed outside of wetland areas and no mulch sould be placed on the wetland side of that barrier or any other BMP required. Mulch should also not be placed in a way that will allow for runoff of mulch into wetland areas once the silt fence has been removed. There are no current wetland delineations defining the extent of the wetland areas.
N -

No mulch or other debris should be present in the wetlands N -

SOW
N -

All employees should be aware of hazards that can occur during any wildlife encounter and should avoid any wildlife encounter if possible. Environmental can provide information on what species are most likely to be encountered in the area and what protected species may be encountered.
N -
36 Is any consideration to be given to the impact of silt fence, if any, on wildlife movement?
Wildlife impacts are expected to be minimal and will be addressed on an as needed basis
