Paragraph 2.1, General instructs offerors to complete or submit Attachment L-1 Past Performance Information Form and Attachment L-2 Contractor Performance Assessment Questionnaire (CPAQ). Since the RFP does not include attachments L-1 and L-2, would the Government please amend the solicitation to include both attachments?
This amendment to the solicitation includes attachments L-1 and L-2.

Section F – Deliveries or Performance

In table “Delivery Information” for example CLIN 0001 delivery date is 180 days ADC and CLIN 0002 is 90 days AFATA for a quantity of 2 units. However, in Table 52.211-8, CLIN 0001 is 180 days ADC and CLIN 0002, unit 1 is 90 days AFATA and unit 2 is 180 days AFATA. Would the Government please clarify the delivery schedule of all CLINs with multiple quantities?
The Government believes that the delivery information is clear. Each First Article has a delivery date of 180 days ADC. After the First Article is accepted, there is a delivery date of 90 days for the following units.

Volume 4 is mislabeled on page 45 of 55. It should be Volume 3.

There is a typo on pg. 45 of 55 in the solicitation. It states “3.0 VOLUME 4: PRICE PROPOSAL”

It should state “3.0 VOLUME 3: PRICE PROPOSAL.

How detailed should our Technical Proposal be?
An offeror ought to thoroughly review the solicitation, particularly the Statement of Work (SOW) and Sections L&M, and provide a proposal accordingly. The Page Limits on Pg. 42 are the Maximum number of pages for each volume. An offeror’s proposal may have less than the Page Limits if they choose.

Section L - Instructions, Conditions and Notices to Bidders

For proposal delivery purposes, will you accept an electronic submittals in a .pdf format when due, and followed up with a CD-ROM package? Or are both required at the same time to be considered responsive?

An offeror can provide an electronic submittal in a pdf format if they so choose, however an offeror must still provide a proposal in accordance with Section L of the solicitation by the due date specified in the solicitation.

Section I – Progress Payment

Quoting as a small business, does the Navy allow for progress payments/deposits in order for us to fund the required first article cables? On this solicitation, we have 8 different cable assemblies that require custom toolings for custom overmoldings and custom components. This is a significant upfront expense that we typically require up front NRE or tooling deposits. I understand the gov’t has various clauses and abilities to pay in these manners of progress/upfront costs as long as it’s negotiated up front. Please confirm that we can note this in our proposal for the terms.

An offeror can – if they so choose – to place in their proposal a request for progress payments. This solicitation is being amended to remove the following clause:

Also, the following clauses are being added to this solicitation:
