STATEMENT OF WORK
Statement of Work Propulsion Evaluation Branch Transport Trailer 14 May 2018
1.0 Scope
The Propulsion Evaluation Branch [47330MD] of the Naval Air Warfare Center Weapons Division (NAWCWD) requires the purchase of a transport trailer for the transportation of large rocket motors and test items.
2.0 Applicable Documents

3.0 Requirements
The contractor shall provide a transport trailer meeting the following specifications.
3.1 Trailer Type
3.1.1 The trailer shall be a Level Deck Design.
3.1.2 The trailer shall be a Fixed Gooseneck.
3.1.3 The trailer shall have Steerable Axles.
3.1.4 The trailer’s suspension system shall accommodate travel over irregular surfaces and railroad tracks.
3.1.5 The trailer’s dock bumpers shall extend no further than 3” from the end of the trailer.
3.1.6 Trailer shall be coated in a white paint.
3.2 Trailer Dimensions
3.2.1 Pallet rails shall each be at least 3.5” wide.
3.2.2 Pallet rails shall be 3.5” tall.
3.2.3 Pallet rails shall allow an 85” wide load to pass between them.
3.2.4 Pallet rails shall run the full length of the deck.
3.2.5 Pallet rails shall have a flared section at the rear of the deck in order to help guide the load onto the trailer
3.2.6 Working area outside of pallet rails shall be at least 24” per side.
3.2.7 Trailer deck height (unloaded) shall be 60”.
3.2.8 Trailer deck length shall be at least 45 feet.
3.3 Load Bearing
3.3.1 Trailer shall be capable of transporting 50 tons.
3.3.2 Kingpin size shall be standard.
3.3.3 Kingpin shall accommodate a fifth wheel height between 48” and 52”.
3.3.4 Gooseneck Radius shall be at least 100”.
3.3.5 Trailer must meet CALTRANS load requirements.
3.4 Tires/Wheels/Brakes
3.4.1 Tires shall be standard size. No specialty tires.
3.4.2 Air breaks shall be used on all wheels.
3.4.3 Tires/wheels/brakes shall be rated to posted highway speeds while trailer is unloaded.
3.4.4 Tires/wheels/brakes shall be rated to at least 20 mph while trailer is loaded.
3.5 Hydraulic Jacks
3.5.1 Trailer shall have independently actuated hydraulic system. (Need to be able to level front/back/side-to-side)
3.5.2 Actuator controls shall be in one location on the trailer.
3.5.3 Hydraulic Jacks must be capable of lifting and leveling fully loaded trailer without overloading.
3.5.4 Hydraulic Jacks shall employ a positive mechanical stop feature in case of hydraulic pressure loss.
3.5.5 Hydraulic Jacks shall be able to level the trailer at heights ranging from 60” to 67”.
3.5.6 Hydraulic Jacks shall use an extra-large landing pad for approximately 50 psi ground pressure.
3.5.7 Auxiliary engine responsible for powering hydraulics shall comply with current California air quality requirements.
3.6 Deck
3.6.1 Deck surface shall be seamless and smooth. (Allow for easy air bearing pallet movement.)
3.6.2 Deck slope shall be within 0.31 inch in 50 feet (non-cumulative) when measured in any direction.
3.7 Additional Parts
3.7.1 Trailer shall have removable ladders on driver and passenger sides in the front and rear of the trailer.
3.7.2 Trailer shall have a winch mounted at the forward most part of the deck.
3.7.3 Trailer shall have explosives hazard placards on 3 sides (sides and rear).
3.7.4 Trailer shall have 6 turnbuckle tie-down locations.
3.7.4.1 The rocket motor transport chocks must be secured using 1-1/2” Jaw & Eye turnbuckles (one for each corner of the rectangular chocks).
3.7.4.2 The two rocket motors share forward turnbuckle tie-downs (2) at the front of the trailer.
3.7.4.3 Rocket Motor “A” Transport chock is 215” in length. Turnbuckle attachment holes are 212” apart. Aft tie-down locations derived from these lengths and use of 1-1/2” Turnbuckles.
3.7.4.4 Rocket Motor “B” Transport chock is 64 ½” in length. Turnbuckle attachment holes are 61 ½” apart. Aft tie-down locations derived from these lengths and use of 1-1/2” Turnbuckles.
3.7.5 Trailer shall have 8 grounding locations.
3.7.5.1 A grounding lug shall be placed on both sides of the trailer in line with each turnbuckle tie-down location (6).
3.7.5.2 A grounding lug shall be placed on both sides of the trailer, approximately 18 inches from the rear of the trailer (2).
3.7.6 Each side of the trailer shall have room for three static jacks to support (un)loading of the payload.
3.7.7 Trailer shall have a method of ratchet strapping (2”- 4” straps) miscellaneous items in variable locations along the length of the trailer
3.8 Cover
3.8.1 Trailer shall have an adjustable canopy or Conestoga-style cover to protect the payload during transport.
3.8.1.1 Cover shall be tall enough to accommodate a 120” tall item.
3.8.1.2 Cover shall be able to be reduced in height to allow the trailer to be pulled through a building with a door height of 12 feet.
