Section C - Descriptions and Specifications
STATEMENT OF WORK
STATEMENT OF WORK
FOR
INTRUSION DETECTION SYSTEM
1.0 SCOPE
1.1 SCOPE:
This Statement of Work (SOW) is to provide Intrusion Detection System (IDS) and installations at the Naval Air Weapons Division (NAWCWD) China Lake to be in compliance with DoD 5200.01 Volume 3, DoD Information Security Program, Protection of Classified Information and SECNAV M5510.36, Department of the Navy Information Security Program.
1.2 BACKGROUND:
The NAWCWD Security Department’s mission statement is to provide guidance to the work force on the proper handling, safeguarding, destruction and transmission of classified and controlled unclassified information.
2.0 APPLICABLE DOCUMENTS
Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement of superseding instruction or document will be updated and applicable in this SOW.
In the event of a conflict between the text of this SOW and the applicable documents cited herein, the text of this SOW shall take precedence. Nothing in this SOW, however, shall supersede applicable laws and regulations unless an exemption has been obtained. The contractor must obtain and be familiar with all the documents listed below to ensure compliance with the appropriate requirements, they will not be provided by the government.

3.0 REQUIREMENTS
3.1 The Contractor shall utilize Digital Monitoring Products (DMP) products for the IDS alarm control, keypads and expanders for all installations.
3.2 The Contractor shall provide the IDS that include a new DMP XR-550E encrypted alarm panel with attack resistant enclosure, DMP expansion modules as needed to support individual zones for each detection device and associated tamper, keypad, and transformer. The Transformer must have a cover box with tamper protection. Wire between the transformer and the panel will be at least 18 AWG. The Contractor shall provide balanced magnetic switches (BMS) and motion detectors as indicated ref UL2050.
3.3 The Contractor shall provide all Emergency Response Network (ERN) equipment consisting of: Life Safety ERN power supply, Patton Diamond Link network router & multi-port switch.
3.4 The Contractor shall wire all motion detectors and tampers on separate zones. The Contractor shall provide at least 6 conductor wires for each motion sensor. All motion sensors will be passive infrared only.
3.5 The Contractor shall use BMS switches that have the pry and magnetic supervision. The BMS and supervision circuit shall be wired on separate zones. The contractor shall provide at least 4 conductor wires for each BMS switch. All BMS switches shall be installed per manufacturer’s instructions with the appropriate brackets to align the contacts in a parallel orientation.
3.6 The Contractor may wire together the tamper switches associated with or next to a device with the zone tamper on one zone. For example, the j-box cover tamper for the BMS tamper switch or the BMS tampers for a pair of double doors. Any subsequent tampers shall be wired to a new zone.
3.7 The Contractor shall wire all devices from the detection device to the panel in order to ensure the system is being monitored even in a disarm state. All detection circuits shall be wired to the open loop switch with the resister installed in parallel at the device. The panel will be programmed to report a trouble in the disarmed open state under the action tab. All tampers and detectors that are only available in a closed loop configuration will be wired with the resistor in series at the device. All tampers will report an alarm condition at all times.
3.8 The Contractor shall ensure that the ERN power supply, Zone Expander panel and IDS panel all have tamper switches. The IDS panel tamper shall be wired to the on board tamper circuit.
3.9 The Contractor shall ensure that all removable j-box covers or any other type of box with wire splices have tamper protection. Any j-boxes with tampers not at a device shall be wired to a separate zone.
3.10 The Contractor shall ensure that all tamper zones shall be programed as a 24 hour Night Zone. For any other zone beside an entry/exit zone shall be Night (NT) Zone.
3.11 The Contractor shall provide network programming and troubleshooting to ensure all alarm systems are communicating on the ERN network.
3.12 The Contractor shall make sure all light emitting diodes (LED) lights are turned on all motion sensors.
3.13 The Contractor shall provide all basic IDS panel programming including initial startup of programming, zone type, basic names and zone actions; and other work as required to complete the system installation and perform local system test. The Government TPOC will provide a written programming template for the basic programming. Final programming will be performed by government personnel only, this includes encryption key, and under no circumstances is the contractor to know or possess the encryption key. Once the encryption key is entered into the system the contractor will not program the system using a computer connection.
3.14. The Contractor shall provide a daily installation schedule by assembly and building number. The government TPOC will prioritize the order of installation. (CDRL A001)
3.15 The Contractor shall participate in a walk through for each system installed with the Government TPOC. If any discrepancies are found a punch list will be created. If a punch list is created the Contractor shall re-walk each system with the Government TPOC and ensure all items listed in the punch list are completed before acceptance of that system will take place.
3.16 The Contractor shall remove all unused, old wiring, and/or outdated IDS components. All BMS sensors and passive infrared motion sensors removed and or replaced will remain government property and be delivered to the TPOC. All other materials removed as a part of this contract including the Bosch alarm control panels and keypads will be disposed of by the contractor.
3.17 The Contractor shall fill all holes in the walls where equipment was mounted by filling in with spackle or caulking on gypsum walls. The Contractor shall provide wall plates for open holes with recessed boxes.
3.18 The Contractor shall install all wiring from each device to the panel in existing conduit or by running the wire by concealing it through the walls or above ceilings to the new alarm control panel.
3.19 The Contractor shall be or utilize a Patton Network equipment contractor or dealer/installer. The network contractor shall be approved by the Navy Region South West Regional Dispatch Center or NRSW RDC and must be familiar with the ERN network settings and programming to program the network connection to the existing (NRSW RDC) owned alarm receiver equipment in accordance with Section 2.0. They shall verify all systems have connectivity on the Government ERN network, including the ability to troubleshoot any phone pair connection problems that may arise. This will include providing new network programming and reprogramming of existing network equipment from the Bosch ERN to the DMP ERN communications systems. Phone pair network connection will be provided by the Government.
3.20 The Contractor shall provide electrical power for all new components of the IDS. The Contractor shall tap available outlet or other power source to provide the required power. All electrical work must comply with NFPA 70 National Electric Code.
3.21 The Contractor shall ensure that there is no exposed wiring around or near the systems. All wiring inside rooms shall be in Government installed conduits. Wiring above drop ceilings or inside walls does not need to be in conduits. Wire installed above drop ceilings will be supported above the ceiling in accordance with NFPA 70 National Electric Code.
3.22 The Contractor shall provide all conductors and wire for installation.
3.23 The Contractor shall perform a system test for each IDS panel and all detection devices including all tampers. The Contractor shall verify each system functions as required per regulations and standards addressed in 2.0.
3.24 The Contractor shall not program any codes other than the factory supplied codes into the panel. The contractor shall not place any lockout codes, operating codes in the panel or alter the user profiles.
3.25 The Contractor shall provide documentation for wiring and device locations with a basic sketch or drawing of the space with the devices and general wire locations marked on the drawing to the government. The Contractor shall also provide written documentation of zone information prior to converting any existing systems. (CDRL A002)
3.26 The Contractor shall ensure all panels are installed within 6 feet of the floor in a location designated by the TPOC. In all cases the panel must be safely accessible from a 6 foot step ladder after all furniture is in the space.
3.27 The Contractor shall ensure all detection devices are installed in a location designated by the TPOC. In all cases the detection devices must be safely accessible from a 10 foot step ladder.
3.28 The Contractor shall ensure all equipment installed on concrete masonry walls will be installed with anchors designed for masonry, all equipment installed on drywall will be installed with toggle type anchors, and all equipment installed on wood and metal will be installed with the appropriate fasteners.
3.29 The Contractor shall ensure that all device zones be odd numbers and the even number above it to be the tamper zone. Expansion zones shall be wired to the LX bus starting with zone 501. The contractor shall also label all devices with appropriate alarm and tamper zone number. E.g. A-501, T-502.
3.30 The Contractor shall ensure that all ERN power supplies and any other auxiliary power supply used shall be wired for AC and DC power supervision on separate zones on the IDS.
3.31 The Contractor shall ensure all areas will have a functioning alarm system by COB each day. To facilitate this, convert the network or install the new network and install the new DMP panels first, by rewiring the existing zone wires to the new DMP panel as phase one. Phase two, once the DMP panel is functional then the field devices, wire change out and expander installation can occur at a later date/time again maintaining a functional alarm system by the COB each day.
3.32 The majority of the systems currently have Bosch Popit loop devices. The government will supply DMP 736P popit converters for the DMP panels during phase one where necessary to maintain the alarm zones/points until conventional alarm devices can be installed during phase two.
3.33 The Contractor shall provide two new 12V 8 amp/hour batteries for each DMP panel with the battery harness additionally two new 12 volt 8 amp/hour batteries for each new and reprogrammed existing ERN power supplies.
3.34 Any equipment listed but not install as a part of this contract will be provided to the TPOC at the conclusion of this contract.
3.35 Under no circumstances is the contractor allowed to install any wireless or radio type equipment or devices as a part of this contract.
4.0 Warranty Period
4.1 The Contractor shall provide the standard warranty on all materials installed as a part of the system for each IDS.
4.2 The contractor shall respond to all warranty issues by the next business day.
5.0 Security
5.1 The contractor will not require access to any Classified Material Information (CMI) in support of this contract and a Department of Defense (DoD) Contract Security Classification Specification (DD Form 254) will not be required. The security requirements specified herein shall apply to the contractor and all subcontractors. The contractor shall comply with all applicable Government security regulations.
5.2 The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of Controlled Unclassified Information (CUI) and to control distribution of CUI. CUI such as For Official Use Only (FOUO) information generated and/or provided under the contract shall be marked and safeguarded as specified in DoDM 5200.01, Information Security Program Manual (Volume 4) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program, Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf. Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail.
5.3 As a condition of employment, contractor personnel shall be required to qualify for and obtain a Rapidgate credential and appropriate badge for physical installation access to federally controlled facilities, other than on an occasional or intermittent basis. The Navy Commercial Access Control System (NCACS) Rapidgate credential will be the primary credential when contractor personnel are only required to access Navy installations and do not require a Common Access Card. Contractor service support personnel who do not require access to any CMI in performance of this contract but are assigned to sensitive national security duties shall require the appropriate tiered investigation in accordance with Federal Investigative Standards. Contractor personnel performing duties under this contract shall be processed through the Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake Personnel Security Office for a Non National Industrial Security Program (Non-NISP) investigation. NAWCWD Command Security Manager (CSM) shall be made aware of any contractor personnel who have an investigation with an action pending, eligibility has been administratively withdrawn or pending, withdrawal of interim clearance eligibility, eligibility of no determination made, or final denial or revocation of security clearance eligibility. Contractor personnel who lose their eligibility for CUI access will not have access to any federal government restricted areas or facilities.
5.4 Contractor personnel working on a federal installation in support of this contract shall report to the NAWCWD CSM any adverse information or circumstances of which they are aware pose a threat to the security of DoD Personnel, contractor personnel, resources, and unclassified defense information.
5.5 For all work performed aboard NAWCWD the contractor shall comply with the provisions of the local command regulations. Contractor employees shall comply with local base procedures for entry into any federal installation controlled or restricted areas and shall cooperate with any preliminary inquiries conducted by NAWCWD CSM regarding inquiry into significant command security weaknesses.
5.6 All work shall be performed in accordance with Department of Defense (DoD) and Department of Navy (DoN) OPSEC requirements per the National Security Decision Directive 298, DoDD 5205.02E, DoD OPSEC Program, DoD 5205.02-M, DoD OPSEC Program Manual, OPNAVINST 3432.1A DoN Operations Security, and any specific Command Security Program Regulations.
5.7 Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through Commander, Code 744000D/E, Naval Air Warfare Center, Weapons Division, 1 Administration Circle, STOP 1301, China Lake, CA 93555-6100.
5.8 Prior to any involvement in the execution of this contract by a foreign owned or controlled entity, international organization, or foreign government, the contractor must be in compliance with the ITAR 22 C.F.R 120-130. The United States Government reserves the right to deny official and unofficial visit requests by foreign persons to United States military facilities.

| Delivery of Excess Quantities |

| 52.247-34 | F.O.B. DESTINATION (NOV 1991) | ||
| (a) The term "f.o.b. destination," as used in this clause, means- | |||
| (1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and | |||
| (2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee. | |||
| (b) The Contractor shall- | |||
| (1)(i) Pack and mark the shipment to comply with contract specifications; or | |||
| (ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements; | |||
| (2) Prepare and distribute commercial bills of lading; | |||
| (3) Deliver the shipment in good order and condition to the point of delivery specified in the contract; | |||
| (4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; | |||
| (5) Furnish a delivery schedule and designate the mode of delivering carrier; and | |||
| (6) Pay and bear all charges to the specified point of delivery. |

| 252.232-7006 | WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013) | |
| (a) Definitions, as used in this clause-- | ||
| "Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization. | ||
| "Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). | ||
| "Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system. | ||
| (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. | ||
| (c) WAWF access. To access WAWF, the Contractor shall-- | ||
| (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and | ||
| (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. | ||
| (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/. | ||
| (e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol. |
