SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 05-Jul-2016 12:00 AM to 05-Jul-2016 01:00 PM.
The following have been modified:
QUESTIONS/ANSWERS
Question 1: Is this an unrestricted open competition?
Answer 1: Yes. 100% Small Business set-aside was inadvertently selected in the SF1149 and has been corrected.
Question 2: Will there be site visits?
Answer 2: No, a detailed description has been given for each of the installation requirements.
Question 3: Can we email our proposal to you or does it have to (be) mailed?
Answer 3: Email is preferred Question 4: Do you need Section K filled out & returned with the quotation?
Answer 4: Yes Question 5: Is the proposal due July 5th before 12:00AM (midnight), or is it due on the 4th just at midnight? The solicitation says 7/5/16 @ 12:00AM, which could be either.
Answer 5: What is shown on FBO.gov is correct, 5 July 2016 @ 1:00PM PST (1300 PST); Box 8 on the RFQ is incorrect and is fixed by amendment 2.
Question 6: Will work be performed during normal business hours? Or is it expected that there might be afterhours work?
Answer 6: We expect normal business hours.
Question 7: Relative to SOW item 3.32 and to clarify is the government also installing the DMP 736P and we then wire from the 736P to the panel for phase one? Or are we installing the 736P from the existing Bosch POPEX?
Answer 7: The Government will supply DMP736P for the contractor to install and wire between the DMP panel and the existing Bosch POPEX module as a temporary method to maintain the function of the systems until under phase 2 the devices can be converted to conventional non-POPIT devices.
Question 8: For 3.31 and relative to the Phase two. Is this the expected sequence? Complete all conversions under phase one. Then immediately cycle back through each area to complete device re-wire, BMS Tamper place work, Expander install? I mean to imply can the phase two work be allowed to be completed while still on site such that phase one and phase two can be worked as a single start to finish project?
Answer 8: All but four spaces are operation secure room spaces that require functional alarm systems after hours. Of those four, three are new connections and the fourth is a conversion. These can be worked at any time during the contract. All of the other new connections are to separate panels that are currently multiple areas on a single panel to individual panels for each area. To state it a different way we have a panel with four areas or partitions, this will become four individual panels with three new connections and one network conversion. We do not anticipate that the majority of conversions can take place in a day; this is why there is a phase one and then a phase two that can be completed sometime later. The intention is to have the network portion for a system converted in the morning and then the new DMP panel installed and functional by COB. To properly utilize the network technician’s time he can then move to an area requiring a new connection and install that equipment and program the DSLAM and modem for communications while the first one is having the panel converted. When a new connection is ready with a panel and network connection then that space can have the device wiring removed from the existing multiple area panel and transferred to the new panel, and finally remove those devices from the multi-area panel, leaving it functional.
Question 9: For the conversion areas there are in most cases new devices listed. Are those to be considered additional devices or are we to consider them replacement devices?
Answer 9: The majority of new devices are replacement devices for existing POPITed devices converted to conventional devices. There are a couple of places listed where we needed an additional motion sensor or two in a space and we need a total of 18 new BMS contacts installed on roof hatches.
