Section C - Descriptions and Specifications

STATEMENT OF WORK

Statement of Work for VME Interface Circuit Boards 09 November 2015

1.0Scope
1.1The purpose of this contract is to procure the VME interface circuit boards listed herein, or the functional equivalent of each respective VME board, in support of the Advanced Weapons Laboratory (AWL). Each board shall have the exact physical form and fit of the respective VME board listed herein.
2.0Applicable Documents

3.0REQUIREMENTS
3.1The contractor shall deliver fourteen VMIVME-1111-010 boards or its functional equivalent and shall meet the following characteristics:

3.1.1 Compatibility: VMEbus specification compatible.

Input Connector Type: Dual 64-pin connectors – DIN 41612.

I/O Organization: Eight input ports; eight bits wide. Addressable to any address within short supervisory and/or short nonprivileged I/O map. Control and Status Register (CSR) address is independently selectable.

Addressing Scheme: Eight ports individually addressable on 8-, 16-, or 32-bit boundaries. One CSR addressable on an 8-bit boundary. Thirteen jumpers provide unlimited short data I/O address map selection.

Differential Signal Input Characteristics: Common-Mode Input Voltage Range: -30 to +66V. Input sensitivity of ± 100mV over common-mode range of -7 to +12V. High input impedance (33kΩ ).

Single-Ended Signal Input Characteristics: High input impedance (33kΩ ). Threshold accuracy of 1 percent over entire 66V range (typical).

64 bits of differential or high-voltage digital inputs.

Each group of 32 inputs are jumper-selectable to monitor: contact closure, voltage source, current sinking, or differential signals.

Open circuit provides logic zero or (jumper-selectable) logic one.

Onboard Built-in-Test logic for fault detection and isolation.

Front panel with fail LED.

User-selectable input voltage thresholds (1.25 to 66V).

RS422/RS485-compatible differential line receivers provide ± 7V noise immunity.

8-, 16-, or 32-bit data transfers.

Double Eurocard form factor.

High reliability DIN-type I/O connectors.

Software compatible with the VMIVME-1110.

The part must be functional equivalent to the VMIVME-1111-010 board from GE and have an exact physical form and fit.

3.1.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

3.2 The contractor shall deliver twenty-six VME-2232A-000000 boards or its functional equivalent and shall meet the following characteristics:

3.2.1 Output Connector Type: Dual 50-pin compatible connector (SCSI) Output Organization: Four ports 8 bits wide.

Compatibility: VMEbus specification-compatible double height form factor Addressing Scheme: Four ports addressable on 8-, 16-, or 32-bit boundaries in the short I/O addressing. These ports are accessed as 8-, 16-, or 32-bit words.

Address Modifiers Codes: Jumper-selectable for short supervisory and/or short nonprivileged I/O access. Factory configured for short supervisory I/O accesses.

Control and Status Register (CSR): A Control and Status Register (CSR) to control the front panel Fail LED, internal Built-in-Test features, and to enable/disable the relays.

Board Address: Address selection jumpers to select board addresses within the short I/O memory map.

Fail LED: Front panel with fail LED. The LED is illuminated at power up and extinguished under program control.

3.2.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

3.3 The contractor shall deliver fifteen VME-4514A-000000 boards or its functional equivalent and shall meet the following characteristics:

3.3.1 This VME board is a 16-Channel, 12-bit Analog Input/output board. The resolution of inputs and outputs is 12 bits. The analog outputs are designed with one Sample and Hold (S&H) output per channel. A 12-bit Analog-to-Digital Converter (ADC), controlled by a scanner, which scans and stores data in a dual-port memory, digitizes the 16 analog inputs.

The VME-4514A-000000 Analog I/O (AIO) Board provides 16 high-quality analog output channels which can be programmed with onboard jumpers to operate in a variety of voltage ranges. Each output can source or sink 10mA at ±10V. For offline testing, the analog outputs can be disconnected from the I/O connector.

The product accepts 16 differential or pseudo-differential (single-ended) analog inputs. The onboard 12-bit ADC may be configured using jumpers for several analog input ranges. The board supports the following ADC operating modes that are described below:

A 16-word dual-port memory provides storage for a continuous scan of all channels. The scanning modes are executed automatically at power up, system reset, or via program control. The dual-port registers allow VME access at any time to read the latest stored data.

Autoscanning Mode: The mode is executed by a power up system reset or program selection. All channels are continuously scanned and the digitized data is stored in sixteen 16-bit dual-port registers. No other programming is required other than a read from the dual-port register.

Random Polling Mode: This mode requires the controlling program to generate a single conversion. End-of-conversion is determined by polling an end-of-conversion status bit.

Scanning Poll Mode: This is a scanning mode that executes a single scan of all channels. An end-of-scan control bit is polled to determine when the scan is completed.

Board Address: Onboard jumpers may select the physical address for the board. VME address lines A06 through A15 are decoded for board selection.

VMEbus Access: Address modifier bits are jumper-selected and decoded to support nonprivileged short I/O, supervisory short I/O, or both. The board is factory configured for supervisory short I/O.

Output Data Transfer: Data for each analog output channel is written directly into an onboard RAM location dedicated to a specific channel. The data is then periodically retrieved from the RAM and converted to an analog voltage that is transferred to one of 16 output sample-and-hold buffers.

Analog Input Format: Analog inputs are first digitized, and then the 12-bit digital values (D11 to D00) are read at a single memory word location from a channel dedicated dual-port register. The upper four bits (D15, D14, D13, and D12) are read as the sign extension of the 12-bit digital value in two’s complement mode; otherwise, they are read as logical zeros.

Analog I/O Test Mode: Built-in-Test logic provides the user with the capability to test all of the active components on the board including the output switches. The test logic supports real-time and offline testing. This test scheme utilizes the onboard ADC multiplexers.

Memory Test: The VME-4514A-000000 is designed with dual-port onboard memory that may be tested by executing a memory diagnostic for additional operational verification.

System Reset: Application of the system reset signal through the VME initializes the board into a state with all analog outputs disconnected from the output connector (P2).

Front Panel Fail LED: The LED is illuminated by system reset at power up and is extinguished upon successful diagnostic execution.

The part must be functional equivalent to the VME-4514A-000000 board from GE and have an exact physical form and fit.

3.3.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

3.4 The contractor shall deliver four VMIVME-2532A-000 boards or its functional equivalent and shall meet the following characteristics:

3.4.1 Complies with the VMEbus specification Rev. C. 1 with the following mnemonics: A16:D16, D08 (EO): 29, 2D: Slave 6U form factor.

Built-in-Test Features: Designed with internal self-test logic. Special output test registers are required to generate comparator inputs that may be used as a health test during off-line operation.

Address Modifier Codes: Jumper-selectable for short supervisory or short nonprivileged I/O access. Factory configured for short supervisory I/O access.

Control and Status Register (CSR): One CSR to control the front panel LED and internal Built-in-Test features.

Board Address: DIP switches are to select the board’s base address within the short I/O memory map.

Fail LED: A front panel Fail LED, which can be turned ON and OFF under program control. This LED is illuminated at power on and after a system reset.

The part must be functional equivalent to the VMIVME-2532A-000 board from GE and have an exact physical form and fit.

3.4.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

3.5 The contractor shall deliver eight VMIVME-5531L-0002000 boards or its functional equivalent, and the link between the chassis. The boards shall meet the following characteristics:

3.5.1 The VMIVME-5531L is a two board set that allows non-interrupting VMEbus slave Input/Output (I/O) in one VMEbus chassis to be controlled by a VMEbus master residing in another chassis. The link between the chassis is software transparent (no registers requiring software initialization). Any VMEbus master in the primary chassis may access (read or write) to any slave board in the secondary chassis. The link between the VMEbus master (VMIVME-5531M) board and the board in the secondary chassis (VMIVME-5531S) is accomplished with two fiber optic cables. The front panel LED indicates the status of the link between the master chassis and the slave chassis.

The link is software transparent. Any VME master in the primary chassis may access (read or write) to any slave board in the secondary chassis. Only noninterrupter slave boards are allowed in the secondary chassis.

The link between the primary chassis and secondary chassis is automatically established when a VME master (typically a CPU board) addresses any board in the secondary chassis.

Any time a master in the primary chassis issues a VME read/write cycle, it will be repeated to the secondary chassis. If a slave board in any secondary chassis responds to that address, the data transfer (read or write) will occur between the chassis and a Data Transfer Acknowledge (DTACK) will be generated to the master (in primary chassis) to complete the cycle.

A link consists of two boards (VMIVME-5531M and VMIVME-5531S) and two cables which enable a VME system to be expanded beyond a single chassis.

3.5.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

3.6 The contractor shall deliver five VMIVME-4900-224 boards or its functional equivalent and shall meet the following characteristics:

14-bit converter with an overall accuracy of ±4 arc minutes Compliance: This product complies with the VMEbus specification Rev. C.1 with the following mnemonics: A16: D32, D16, D08 (EO): 29, 2D: Slave 6U form factor Output Connector Type: AMP no. 2065841 (front panel) Output Organization: Two ports, 16 bits wide. Addressable to any address within short supervisory or short nonprivileged I/O map.

Address Modifier Codes: Jumper-selectable for short supervisory or short nonprivileged I/O access. Factory configured for short supervisory I/O access.

Addressing Scheme: Two ports individually addressable. Address DIP switches provide unlimited short data I/O address map selection.

Fail LED: A front panel fail LED The LED is illuminated upon powerup clear (system reset) and is extinguished under program control.

26 Vrms reference excitation voltage The part must be functional equivalent to the VMIVME-4900-224 board from GE and have an exact physical form and fit.

3.6.2 The contractor shall deliver a certificate of conformance concurrent with delivery of the required board to the Government.

4.0Special Considerations
4.1All hardware provided by the contractor shall be new and not refurbished.

252.232-7006WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions, as used in this clause--
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(b)(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause--

52.219-4NOTICE OF PRICE EVALUATION FOR HUBZONE SMALL BUSINESS CONCERNS (OCT 2014)
(a) Definition. See 13 CFR 125.6(e) for definitions of terms used in paragraph (d).
(b) Evaluation preference.
(1) Offers will be evaluated by adding a factor of 10 percent to the price of all offers, except-
(i) Offers from HUBZone small business concerns that have not waived the evaluation preference; and
(ii) Otherwise successful offers from small business concerns.
(2) The factor of 10 percent shall be applied on a line item basis or to any group of items on which award may be made. Other evaluation factors described in the solicitation shall be applied before application of the factor.
(3) When the two highest rated offerors are a HUBZone small business concern and a large business, and the evaluated offer of the HUBZone small business concern is equal to the evaluated offer of the large business after considering the price evaluation preference, award will be made to the HUBZone small business concern.
(c) Waiver of evaluation preference. A HUBZone small business concern may elect to waive the evaluation preference, in which case the factor will be added to its offer for evaluation purposes. The agreements in paragraph (d) of this clause do not apply if the offeror has waived the evaluation preference.

(d) Agreement. A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for
(1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns;
(2) Supplies (other than procurement from a nonmanufacturer of such supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other HUBZone small business concerns;
(3) General construction. (i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the prime contractor's employees;
(ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the prime contractor's employees or on a combination of the prime contractor's employees and employees of HUBZone small business concern subcontractors;
(iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns; or
(4) Construction by special trade contractors. (i) At least 25 percent of the cost of contract performance to be incurred for personnel will be spent on the prime contractor's employees;
(ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the prime contractor's employees or on a combination of the prime contractor's employees and employees of HUBZone small business concern subcontractors;
(iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns.
(e) A HUBZone joint venture agrees that the aggregate of the HUBZone small business concerns to the joint venture, not each concern separately, will perform the applicable percentage of work requirements.
(f)(1) When the total value of the contract exceeds $25,000, a HUBZone small business concern nonmanufacturer agrees to furnish in performing this contract only end items manufactured or produced by HUBZone small business concern manufacturers.
(2) When the total value of the contract is equal to or less than $25,000, a HUBZone small business concern nonmanufacturer may provide end items manufactured by other than a HUBZone small business concern manufacturer provided the end items are produced or manufactured in the United States.
(3) Paragraphs (f)(1) and (f)(2) of this section do not apply in connection with construction or service contracts.
(g) Notice. The HUBZone small business offeror acknowledges that a prospective HUBZone awardee must be a HUBZone small business concern at the time of award of this contract. The HUBZone offeror shall provide the Contracting Officer a copy of the notice required by 13 CFR 126.501 if material changes occur before contract award that could affect its HUBZone eligibility. If the apparently successful HUBZone offeror is not a HUBZone small business concern at the time of award of this contract, the Contracting Officer will proceed to award to the next otherwise successful HUBZone small business concern or other offeror.
52.219-28POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JUL 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is “not dominant in its field of operation” when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. (d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the rerepresentation required by paragraph (b) of this clause by validating or updating all its representations and Certification section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

252.204-7011ALTERNATIVE LINE ITEM STRUCTURE (SEP 2011)
(a) Line items are the basic structural elements in a solicitation or contract that provide for the organization of contract requirements to facilitate pricing, delivery, inspection, acceptance and payment. Line items are organized into contract line items, subline items, and exhibit line items. Separate line items should be established to account for separate pricing, identification (see section 211.274) of the Defense Federal Acquisition Regulation Supplement), deliveries, or funding. The Government recognizes that the line item structure in this solicitation may not conform to every offeror's practices. Failure to correct these issues can result in difficulties in accounting for deliveries and processing payments. Therefore, offerors are invited to propose an alternative line item structure for items on which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract structure is economically and administratively advantageous to the Government and the Contractor.

252.204-7012SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (DEVIATION 2016-O0001)(OCT 2015)
(a) Definitions. As used in this clause --
"Adequate security" means protective measures that are commensurate with the consequences and probability of loss, misuse, or unauthorized access to, or modification of information.
"Compromise" means disclosure of information to unauthorized persons, or a violation of the security policy of a system, in which unauthorized intentional or unintentional disclosure, modification, destruction, or loss of an object, or the copying of information to unauthorized media may have occurred.
"Contractor attributional/proprietary information" means information that identifies the contractor(s), whether directly or indirectly, by the grouping of information that can be traced back to the contractor(s) (e.g., program description, facility locations), personally identifiable information, as well as trade secrets, commercial or financial information, or other commercially sensitive information that is not customarily shared outside of the company.
"Contractor information system" means an information system belonging to, or operated by or for, the Contractor.
"Controlled technical information" means technical information with military or space application that is subject to controls on the access, use, reproduction, modification, performance, display, release, disclosure, or dissemination. Controlled technical information would meet the criteria, if disseminated, for distribution statements B through F using the criteria set forth in DoD Instruction 5230.24, Distribution Statements on Technical Documents. The term does not include information that is lawfully publicly available without restrictions.
"Covered contractor information system" means an information system that is owned, operated by or for, a contractor and that processes, stores, or transmits covered defense information.
"Covered defense information" means unclassified information that --
(i) Is --
(A) Provided to the contractor by or on behalf of DoD in connection with the performance of the contract; or
(B) Collected, developed, received, transmitted, used, or stored by or on behalf of the contractor in support of the performance of the contract; and
(ii) Falls in any of the following categories:
(A) Controlled technical information.
(B) Critical information (operations security). Specific facts identified through the Operations Security process about friendly intentions, capabilities, and activities vitally needed by adversaries for them to plan and act effectively so as to guarantee failure or unacceptable consequences for friendly mission accomplishment (part of Operations Security process).
(C) Export control. Unclassified information concerning certain items, commodities, technology, software, or other information whose export could reasonably be expected to adversely affect the United States national security and nonproliferation objectives. To include dual use items; items identified in export administration regulations, international traffic in arms regulations and munitions list; license applications; and sensitive nuclear technology information.
(D) Any other information, marked or otherwise identified in the contract, that requires safeguarding or dissemination controls pursuant to and consistent with law, regulations, and Governmentwide policies (e.g., privacy, proprietary business information).
"Cyber incident" means actions taken through the use of computer networks that result in an actual or potentially adverse effect on an information system and/or the information residing therein.
"Forensic analysis" means the practice of gathering, retaining, and analyzing computer-related data for investigative purposes in a manner that maintains the integrity of the data.
"Malicious software" means computer software or firmware intended to perform an unauthorized process that will have adverse impact on the confidentiality, integrity, or availability of an information system. This definition includes a virus, worm, Trojan horse, or other code-based entity that infects a host, as well as spyware and some forms of adware.
"Media" means physical devices or writing surfaces including, but not limited to, magnetic tapes, optical disks, magnetic disks, large-scale integration memory chips, and printouts onto which information is recorded, stored, or printed within an information system.
"Operationally critical support" means supplies or services designated by the Government as critical for airlift, sealift, intermodal transportation services, or logistical support that is essential to the mobilization, deployment, or sustainment of the Armed Forces in a contingency operation.
"Rapid(ly) report(ing)" means within 72 hours of discovery of any cyber incident.
"Technical information" means technical data or computer software, as those terms are defined in the clause at DFARS 252.227-7013, Rights in Technical Data - Non Commercial Items, regardless of whether or not the clause is incorporated in this solicitation or contract. Examples of technical information include research and engineering date, engineering drawings, and associated lists, specifications, standards, process sheets, manuals, technical reports, technical orders, catalog-item identifications, data sets, studies and analyses and related information, and computer software executable code and source code.
(b) Adequate security. The Contractor shall provide adequate security for all covered defense information on all covered contractor information systems that support the performance of work under this contract. To provide adequate security, the Contractor shall -
(1) Implement information systems security protections on all covered contractor information systems including, as a minimum --
(i) For covered contractor information systems that are part of an Information Technology (IT) service or system operated on behalf of the Government -
(A) Cloud computing services shall be subject to the security requirements specified in the clause 252.239-7010, Cloud Computing Services, of this contract; and
(B) Any other such IT service or system (i.e., other than cloud computing) shall be subject to the security requirements specified elsewhere in this contract; or
(ii) For covered contractor information systems that are not part of an IT service or system operated on behalf of the Government and therefore are not subject to the security requirement specified at paragraph (b)(1)(i) of this clause --
(A) The security requirements in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations," (see http://dx.doi.org/10.6028/NIST.SP.800-171) that is in effect at the time of the solicitation is issued or as authorized by the Contracting Officer with the exception of the derived security requirement 3.5.3 "Use of multifactor authentication for local and network access to privileged accounts and for network access to non-privileged accounts", which will be required not later than 9 months after award of the contract, if provision 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls (Deviation 2016-O0001)(OCT 2015); or
(B) Alternative but equally effective security measures used to compensate for the inability to satisfy a particular requirement and achieve equivalent protection approved in writing by an authorized representative of the DoD Chief Information Officer (CIO) prior to contract award; and
(2) Apply other information systems security measures when the Contractor reasonably determines that information system security measures, in addition to those identified in paragraph (b)(1) of this clause, may be required to provide adequate security in a dynamic environment based on an assessed risk or vulnerability.
(c) Cyber incident reporting requirement.
(1) When the Contractor discovers a cyber incident that affects a covered contractor information system or the covered defense information residing therein, or that affects the contractor's ability to perform the requirements of the contract that are designated as operationally critical support, the Contractor shall --
