STATEMENT OF WORK
FY-15 AUTOMATED ENTRY CONTROL SYSTEM & INTRUSION DETECTION SYSTEM SECURITY PROJECT AT CHINA LAKE & POINT MUGU 7/10/15
1.0 SCOPE:
This Statement of Work (SOW) is to provide Automated Entry Control Systems (AECS) Intrusion Detection Systems (IDS) and installations for various secure facilities at Point Mugu to be in compliance with DoD 5200.01 Volume 3, DoD Information Security Program, Protection of Classified Information; SECNAV M5510.36, Department of the Navy Information Security Program and OPNAV INST 5530.14E, Navy Physical Security and Law Enforcement Program.
1.1 BACKGROUND:
Mission Statement: The Naval Air Warfare Center Weapons Division NAWCWD Security Departments mission statement is to provide guidance to the work force on the proper handling, safeguarding, destruction and transmission of classified and controlled unclassified information.
2.0 APPLICABLE DOCUMENTS
Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement of superseding instruction or document will be updated and applicable in this SOW.
In the event of a conflict between the text of this SOW and the applicable documents cited herein, the text of this SOW shall take precedence.

3.0 REQUIREMENTS
3.1 The Contractor shall utilize Hirsch products for the installation of the AECS systems.
3.2 The Contractor shall utilize Digital Monitoring Products (DMP) for the installation of IDS systems.
3.3 The Contractor shall coordinate an installation work schedule with the Government TPOC prior to beginning the work to ensure that the Government has adequate time schedule the installation. Contractor shall complete the installation and programming of each system.
3.4 The Contractor shall participate in a walk through for each system installed with the Government TPOC and ensure all punch list items are completed. If there are any punch list items the contractor shall re-walk each system with the Government.
3.5 The Contractor shall provide all electrical conduits from the AECS & IDS panels to above the ceilings, conduits between AECS & IDS panels and their power supply & conduit between power supplies to an existing electrical power source.
3.6 The Contractor shall provide all electrical and control wiring.
3.7 The Contractor shall install all wiring from each AECS & IDS panels in existing conduits or new conduits and by running the wires by concealing through the walls or above ceilings to each new AECS or IDS device or hardware.
3.8 The Contractor shall verify with the Government that all systems have connectivity on the Government NMCI or ERN network. The network connectivity will be provided by the Government.
3.9 The Contractor shall provide electrical power for all new components of the AECS & IDS systems. The Contractor shall tap available outlet or other power source to provide the required power. All electrical work must comply with NFPA 70 National Electric Code.
3.10 The Contractor shall ensure that there is no exposed wiring around or near the systems. Any wiring above ceilings or inside walls does not need to be in conduits.
3.11 The Contractor shall provide all conductors, wire and cable for this project.
3.12 The Contractor shall remove all existing AECS & IDS systems.
3.13 The Contractor shall mount new AECS & IDS control panels and power supplies to a wall near existing power sources.
3.14 The Contractor shall provide new electrified doors hardware with the new combination CAC reader and scramble pad & all other associated parts as necessary to complete a new AECS system.
3.15 The Contractor shall set up the AECS control panel IP address and provide testing of the door control panels to ensure they are communicating with the NMCI network.
3.16 The Contractor shall provide the Hirsch door panels with a tamper switches. The tamper switch shall trigger an alarm on the network if the panel is opened. Tamper switches shall be programmed as a 24 hour point/instant alarm.
3.17 The Contractor shall install a Government provided CAT-5 cable from the NMCI presence in the building to the new AECS door control panel location. The Government shall tie the cable in at both ends.
3.18 Unless noted as Government Furnished Contractor Installed (GFCI), all equipment and material shall be provided by the contractor as Contractor Furnished Contractor Installed (CFCI). Contractor will not begin work until all CFCI equipment and materials are on site.
3.19 The Contractor shall perform a system test for each AECS and IDS system. The Contractor TPOC shall verify each system functions as required per regulations and standards addressed in 2.0.
3.20 The Contractor shall provide the IDSs system that includes a new DMP XR-550E alarm panel, keypad and transformer. Provide a transformer cover box. Provide balanced magnetic switches (BMS) and motion sensors as indicated.
3.21 The Contractor shall provide all Emergency Response Network (ERN) equipment including: Life Safety ERN power supply, Patton network device & port switch.
3.22 The Contractor shall wire all motion sensors with separated tampers wired to separate zones. Provide 6 conductor wires for each motion sensor.
3.23 The Contractor shall use BMS switches that have the pry tampers and magnetic tampers wired to separate zones.
3.24 The Contractor may wire together the tamper switches associated with or next to a devise with the zone tamper on one zone. For example, the j-box cover tamper for the BMS tamper switch or the BMS tampers for a pair of double doors. Any subsequent tampers shall be wired to a new zone.
3.25 The Contractor shall ensure that the ERN power supply, Zone Expander panel and IDS panel all have tamper switches.
3.26 The Contractor shall ensure that all removable j-box covers or any other type of box with wire splices have tamper switches. Any j-boxes with tampers not at a device shall be wired to a separate zone.
3.27 The Contractor shall ensure that all tamper zones not associated with a BMS or motion sensors shall be programed as a 24 hour zone.
3.28 The Contractor shall provide network programming and troubleshooting to ensure all alarm systems are communicating on the ERN network.
3.29 The Contractor shall make sure all LED lights are turned on all motion sensors.
3.30 The Contractor shall provide all IDS panel programming and other work as required.
3.31 The Contractor shall verify all IDS systems have connectivity on the Government ERN network. Network connectivity will be provided by the Government.
4.0 Warranty Period
4.1 The Contractor shall provide the standard warranty system for the AECS systems.
5.0 Miscellaneous
5.1 The performance of the contractor and the quality of work delivered shall be subject to in-process review and inspection during performance. Inspections shall be accomplished by the TPOC who shall be permitted to observe work or conduct inspections at all reasonable hours. Inspection by the TPOC of services rendered does not relieve the contractor of any responsibility of failure to meet contract requirements, which may be disclosed prior to final acceptance.

5.3 The contractor shall immediately notify the Contracts Office and NTR of any problems causing increased scope or cost, delay, or work stoppage. Work shall not proceed without authorization from the Contracting Officer. Final inspection and acceptance of the deliverables shall be performed by the NTR.

China Lake Building 00005 S100 Corridor to Room 1000Q AECS The Contractor shall relocate the existing AECS CAC reader & scramble pad form its current door control panel location in Building 00006 to the new door control panel located in Building 00005 Room 1000Q. The door is located at the entry into Building 00005 into the S100 corridor. Wiring shall run down the corridors to Room 1000Q above the drop ceiling. The AECS door control panel has available open ports. Assembly shall include the following parts:

China Lake Building 12530 Magazine IDS The Contractor shall relocate an existing IDS system and network equipment from Building 12540 to Building 12530 (magazine). Contractor shall provide NEMA 3 steel enclosures on the exterior wall of the magazine to mount the equipment. Contractor shall reuse the existing motion sensor and BMS switch in the magazine. Assembly shall include the following parts:

China Lake Building 70080 AECS & IDS The Contractor shall install a new 8 Door AECS Control Panel. Door control panel shall control 2 doors with room for future growth. The contractor shall also install a IDS system with new BMS switches & motion sensors. Assembly shall include the following parts:
