DEPARTMENT OF THE NAVY

LIMITED SOURCE JUSTIFICATION

1. The Navy requires SECURADYNE SYSTEMS to provide an Integrated Security System solution for meeting physical security and access control requirements for Naval Branch Health

Clinic, Gulfport compatible with current ongoing contract with an estimated value of

$139,859.42.

2. In accordance with FAR 8.405 (b) (3), this brand name is peculiar to one manufacturer. As specified in DoD Instruction 6430.2 and DoD Directives 6000.12, the Joint Readiness Clinical

Advisory Board (JRCAB) located at Fort Detrick, along with support of the Integrated Logistics

Support, standardized this equipment.

3. A determination will be made by the contracting officer that the order represents the best value consistent with FAR 8.404(d). The contractor’s ability to meet our delivery terms and provide standardized equipment in accordance with the Joint Readiness Clinical Advisory Board will represent best value to the Government.

4. NHC GULFPORT/Replacement, in the pre-occupancy planning for the new construction has identified the need to provide, install and integrate with the existing hospital security system components such as cameras, access controls and panic alarm points. The oversight of original design efforts to capture the true security requirements of the facility in Gulfport include but not limited to securing passageways between patients and staff, exterior to interior doorways, pharmacy monitoring system, and one unified security system to support the entire footprint.

5. Other facts support this justification: Naval Health Clinic Gulfport/Replacement currently has equipment contracted with SECURADYNE under N00183-14-P-1390 and N00183-15-F-

1094. To ensure that significant additional cost are not incurred by requiring replacement and conversion of system components to operate with a different software solution and to ensure a seamless integration of added system functionality it would be advantageous to the government to continue the product line currently under contract. SECURADYNE Systems meets the end users’ needs by providing additional security at doors and hallways. The additional security will limit access to certain points in the clinic, ensuring both staff and patient privacy and security.

Any variation in equipment inserts would result in system failure to successfully secure the facility.

6. The above two referenced contracts have already been issued to the brand name manufacturer

SECURADYNE and any other brand would require the agency to purchase a brand new security system which would cause undue financial hardship to the Government. The equipment recently purchased would have to be removed and new equipment would have to be installed. Therefore, the agency can compete this requirement amongst companies that can provide the same brand name equipment that will be compliant with SECURADYNE equipment.

7. I certify that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
