Q. We are interested in the subject notice provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform escort services for contractors performing work at TRF Bangor except for those items specified as Government furnished items and support, if any. Do you have more information available on the notice?
A. The final Performance Work Statement (PWS) will be submitted at time of solicitation. All other questions about the draft PWS should be submitted in writing accordance with the sources sought.
Q. In review of your Performance Work Statement (PWS) issued on 2/7, Section 1.6.5 Security Requirements makes reference to section 1.6.6.1, however, section 1.6.6.1 does not exist. Please advise as to which sections offerors should reference for the security clearance requirements.
A. Offerors should reference section 1.6.5.1.
Q. [Vendor] maintains a Top Secret facility clearance. Would there be any additional requirements specific to Strategic Weapons Facility Pacific (SWFPAC); would we be required to possess any additional clearance at the time of proposal submission in order to qualify?
No additional clearance is required as long as all personnel assigned to be an escort have a favorably adjudicated Personal Security Investigation (PSI) completed within the last 10 years from the date the investigation was completed, and at least a completed Tier 1 National Agency Check with Inquiries. Vendors will need to submit an application to become an approved escort to SWFPAC.
Q. What is the average processing time for companies to obtain a Strategic Weapons Facility Pacific (SWFPAC) clearance?
A. The vendor and personnel assigned to be an escort must maintain U.S. Citizenship, have a favorably adjudicated Personal Security Investigation (PSI) completed within the last 10 years (from the date the date the investigation closed) and at least a completed Tier 1 National Agency Check with Inquiries. Processing for the approved SWFPAC escort contractor list takes 3-5 business days.
If the vendor and personnel assigned to be an escort do not have a PSI completed within the last 10 years, then the investigation and Tier 1 National Agency Check with Inquiries can take an undetermined amount of time.
Q. I am looking to clarify to best way to obtain the SWFPAC? And do we need it before submitting the RFI?
A. To obtain a SWFPAC escort approval, submit the BAVAR application and request Waterfront Restricted Area (WRA) Access Authority/Escort Approval. Vendors do not need escort approval when submitting the RFI but will need to be an approved SWFPAC escort prior to contract proposal.
