PERFORMANCE WORK STATEMENT (PWS)
Contractor Escorts for Trident Refit Facility (TRF) Bangor
Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide escort services for contractors performing work at Trident Refit Facility (TRF) Bangor. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the
Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform escort services for contractors performing work at TRF Bangor as defined in this PWS except for those items specified as Government furnished items and support, if any. The contractor shall perform to the standards in this contract.
1.2. Background: TRF Bangor requires escorts for contractors providing depot level preservation;
hull and structural repair on a submarine home ported at Naval Base Kitsap Delta Pier, Silverdale, WA Waterfront Restricted Area (WRA) that do not have the necessary security clearance.
1.3. Scope: The contractor shall provide up to 15 personnel to serve as escorts on day shift and up to 7 personnel to serve as escorts on swing shift.
1.4. Objectives: Services include providing continuous escort services with cleared escorts to required personnel. The contractor shall accomplish continuous escort coverage for personnel throughout the life of the contract.
1.5. Period of Performance: The period of performance is: May 20, 2020 - December 1, 2020.
1.6. General Information
1.6.1. Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.2. Hours of Operation: The contractor is responsible for conducting business that complements the need for cleared escorts. Services may be required between the hours of
0630 and 2300. The contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS at all times. When hiring personnel, the
Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.2.1. The contractor shall not enter the work area after normal scheduled work hours. In the event of unusual circumstances that may require access to the work site after normal hours, the Contractor shall notify the Contract Officer’s Representative (COR), who must make the appropriate arrangements for access.
1.6.3. Place of Performance: The work to be performed under this contract will be performed at
TRF Bangor, Waterfront Restricted Area.
1.6.4. Type of Contract: The Government will award a Firm-Fixed Price contract.
1.6.5. Security Requirements: Contractor personnel performing work under this contract must have proper SWFPAC clearance at time of the proposal submission and must maintain the level of security required for the life of the contract in accordance with section 1.6.6.1.
1.6.5.1. Access Requirements: The following security requirement shall be met prior to being granted escort access,
1.6.5.1.1. Escort shall be a U.S. citizen.
1.6.5.1.2. Escort shall have a current, favorably adjudicated Personal Security
Investigation (PSI) completed within the last 10 years from the date of the investigation. Authorized PSIs include:
1.6.5.1.2.1.1. Tier 1 National Agency Check with Inquiries (NACI)
1.6.5.1.2.1.2. Tier 3 and Tier 3 Reinvestigation National Agency Check with
Local Agency and Credit Checks and Access NACI
1.6.5.1.2.1.3. Tier 5 Single Scope Background Investigation (SSBI)
1.6.5.1.2.1.4. Tier 5 Reinvestigation SSBI-Periodic Reinvestigation or Phased
Periodic Reinvestigation
1.6.5.2. Physical Security: The contractor shall be responsible for safeguarding all
Government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.5.3. In addition to other provisions of this contract, the following security requirements apply to all work performed under this contract.
1.6.5.4. The Contractor shall, after award of the contract, submit the following information for all employees (on letterhead signed by the Contractor): Contract number, completion date, type of work being performed, area(s) of access, names of employees working on contract including their social security number, date and place of birth, citizenship
(alien registration number must be included for registered aliens), any vehicle
(including license plate number) to be used. The Contractor shall also have the employees fill out any questionnaires and other forms required by Security.
1.6.5.5. Non-Disclosure. Neither the contractor nor any of his employees shall disclose or cause to be disseminated any information concerning the operations of the activity which could result in or increase the likelihood of the possibility of a breach of the activity’s security or interrupt the continuity of its operations.
1.6.5.6. All inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information will be directed to the activity Commander. Deviations from or violations of any of the provisions of this paragraph will, in addition to all other criminal and civil remedies provided by law, subject the Contractor to immediate termination for default and/or the individuals involved to a withdrawal of the Government’s acceptance and approval of employment.
1.6.6. Special Qualifications: Escort training will be administered by Strategic Weapons
Facility Pacific (SWFPAC) Pass and ID prior to Pacific Defense Biometric Identification
System badge issuance. The contractor must be a SWFPAC approved escort.
1.6.7. Post-Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post-award conference convened by the contracting office in accordance with Federal
Acquisition Regulation Subpart 42.5. The Contracting Officer, COR, and other
Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be attended at no additional cost to the Government.
1.6.8. Contracting Officer Representative (COR): The COR will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the
Contracting Officer and contractor of any deficiencies; coordinate availability of
Government furnished property, if any; and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.
1.6.9. Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the
Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0630-1500 for day shift and
1430-2300 for swing shift, Monday thru Friday except Federal holidays or when the
Government facility is closed for administrative reasons.
1.6.10. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel shall be cleared and issued Pacific Defense Biometric
Identification System badges.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.7. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.8. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.9. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The
Government does not have privity of contract with the subcontractor.
2.1.10. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.11. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED ITEMS AND SUPPORT
3. GOVERNMENT FURNISHED SERVICES:
3.1. Services: The Government will provide training of escort duties and responsibilities prior to the contractor being issued a Pacific Defense Biometric Identification System (DBIS) badge with
WRA escort privileges. Escort training will be administered by Strategic Weapons Facility
Pacific (SWFPAC) Pass and ID prior to Badge Issuance.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all supplies, facilities and services required to perform work under this contract that are not listed under Part 3 of this PWS.
4.2. Equipment: The Contractor shall supply all PPE (personal protective equipment) to meet the requirements under this PWS. PPE may include items such as: hard hats, safety glasses, steel toe boots, ear plugs, and respirators.
4.2.1. Escorts will provide service to personnel completing preservation work that will include blasting, preservation, and surface preparation for complete or touch-up preservation for two main ballast tanks, and exterior free floods and recesses, exterior hull (underwater hull and freeboard), and other spaces/surfaces.
4.2.2. Escorts will provide escorting service for personnel completing hull and structural work to include base metal build-up and structural member removal and replacement in spaces/surfaces.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide cleared escort services in restricted areas for required personnel to support repair efforts. Escort Requirements prior to being granted escort access, the following security requirement shall be met:
5.1.1. Escort shall be a U.S. citizen.
5.1.2. Have a current, favorably adjudicated Personal Security Investigation (PSI) completed within the last 10 years from the date of the investigation. Authorized PSIs include
5.1.2.1. Tier 1 National Agency Check with Inquiries (NACI)

5.2. Escorts shall provided for an estimated 44,440 working hours over the stated period of performance. Number of escorts will vary according to the completion of work. Escorting shall be done in accordance with the Strategic Weapons Facilities (SWFs) escorting SWF rules and regulations.
5.3. The contractor shall provide a complete roster of personnel to the COR 15 days before contract start date. Any change to the accepted personnel roster shall be approved by the COR.
5.4. The contractor shall maintain copies of the daily activity log of the escorts for the duration of the performance period and provide copies to the COR upon request. The activity log shall consist of employee name, Navy Region Northwest issued badge number, and escorted name.
5.5. The contractor's escort manager shall work with the Contracting Officer’s Representative (COR) to ensure escort coverage.
5.6. The contractor's escort manager shall meet with the COR and repair contractor a minimum of biweekly to project escort requirements one month out.
5.7. The contractor's escorts do not have the authorization to direct the escorted contractors in the execution of their work; this responsibility is reserved exclusively to NAVSEA personnel.
Escorts must only direct the escorted repair contractor within the area of their responsibility to include the enforcement of security rules and the protection of information from un-cleared personnel.
5.8. The contracted escort is directly accountable to the SWFPAC Commanding Officer (CO). Failure to adhere to this accountability will result in the loss of WRA access.
5.9. “CONTRACTOR MANPOWE REPORTING “ (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of Navy via a secure data collection site.
Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom-
Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.
Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
