1. Background.
NOTE: The information in Section 2 is provided as background information only regarding Catholic Ministry in the U.S. Navy, and, unless otherwise indicated, is not intended to bestow particular rights or obligations upon the Contractor.
a. Religious Military Services: In accordance with Reference (a), “SECNAV INSTRUCTION 1730.7E,” the Professional Naval Chaplaincy provides for the religious needs and obligations of their people at the very moments and in the very places where the nation demands the most of its service members and is least able to serve them. Ref (a) stipulates that the Commanders will support the free exercise of religion, and have a Command Religious Program (CRP) which accommodates the religious needs, preferences, and rights of the command members, eligible family members, and other authorized users. The CRP is supported with appropriated funding consistent with other personnel programs within the Department of the Navy.
b. Catholic Military Services: On November 24, 1917 the Apostolic See appointed a Bishop for the Military in the United States. On November 25, 1939, the Archbishop of New York was designated as Military Vicar for U.S. military personnel. On July 13, 1946, the jurisdiction of the Military Vicar was extended to Catholic civilians serving the U.S. Government overseas and further amplified on November 4, 1954. In 1946 the Veterans Administration was placed under the same jurisdiction. Subsequent to the Instruction Sollemne Semper of April 25, 1951, the Apostolic See, by the Decree Mysticam Petri Naviculam of September 8, 1957, formally erected the Military Vicariate, to be united to the office of the Archbishop of New York. On December 15, 1975, a Coadjutor to the Military Vicar was appointed. Finally, by Decree Apostolica Sedes of January 14, 1985, the Military Vicariate was established as an independent vicariate and the new Military Vicar was installed on March 25, 1985. The canonical or official name of the previously entitled Military Vicariate is Military Ordinariate. For suitable usage in the United States the Military Ordinariate shall be known as The Archdiocese for the Military Services, U.S.A. (AMS). The Military Ordinariate is governed by the norms of (1) the Apostolic Constitution Spirituali Militum Curae of April 21, 1986, (2) these particular statutes sanctioned by the Holy See, and (3) the universal laws of the Church, even though not specified in the preceding document.
c. Catholic Religious Education Program: As supported by and in accordance with the direction from the Archdiocese for the Military Services, U.S.A. (AMS), the religious education program is one of the most important Catholic activities on any installation. Per Reference (b), “Minimum Requirements for the Pastoral Care of Catholic Personnel,” the work of the Catholic Coordinator of Religious Education (CCRE) supports the AMS priest as the Director of Religious Education (DRE) in the effective implementation of a comprehensive Religious Education and Sacramental preparation program.
2. SCOPE. The Contractor, Catholic Coordinator of Religious Education (CCRE), manages the day-to-day operation of the religious education program. The Government will conduct a criminal background check on the Contractor CCRE, using procedures set forth in Reference (c), “DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services”.
c. With written recommendation from the Command Chaplain and approval of the
Contracting Officer, the Contractor with a background investigation pending completion may be permitted to perform work under this contract prior to the completion of the background check, provided that the Contractor is within sight and under supervision of the Command Chaplain or his/her authorized representative (whose background check has been successfully completed).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical, Past Performance, and Price are of equal importance, as award will be made to the offeror who submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote.
1. Technical: Technical acceptability will be determined on an Acceptable/Unacceptable basis and will be evaluated based on the offeror’s submission of documents and technical requirements specified in the ADDENDUM to FAR 52.212-1 “Instruction to Offerors.” Only quotes receiving a rating of “Acceptable” will be further evaluated for the award.
2. Past Performance: Past performance submitted by the offeror will be evaluated using the rating scheme below. In the case of an offeror who does not submit past performance data with the quote, the past performance will be evaluated by considering data available in the statistical reporting module of the Past Performance Information Retrieval System (PPIRS-SR) regarding the supplier’s past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies/services being contracted. Only quotes receiving a rating of “Acceptable” will be further evaluated for the award.
Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings in the table below.
Rating Description
Acceptable Based on the Quoter’s performance record, the Government has a reasonable Expectation that the Quoter will successfully perform the required effort, or the Quoter’s performance record is unknown (see note below).
Unacceptable
Based on the Quoter’s performance record, the Government has no reasonable expectation that the Quoter will be able to successfully perform the required effort.
* In the case of a supplier without a record of relevant past performance history in PPIRS-SR for the FSC or PSC of the supplies/services being purchased, the vendor will not be evaluated favorably or unfavorably for its past performance history.
3. Total Evaluated Price (TEP): The Government will evaluate quoted prices by adding the total price for all options to the total price for the base year, to arrive at a total evaluated price (TEP). In determining whether a

price is fair and reasonable, the government may use historical data, independent Government estimates in its price analysis, or any other technique permissible by FAR 12 and FAR 13.
ill be calculated as follows:
a) The sum of the extended prices (unit quantity multiplied by unit price) for CLIN 0001 for the base performance period and option periods I; and
b) To account for the maximum six-month extension possible under the clause at FAR 52.217-8, Option to Extend Services, the Government will take the quoted price of the final option period (CLIN 1001), prorate it to a six-month value, and add that amount to the sum of all CLINS (base performance period and option periods I through IV). The resulting amount will be the TEP.
Evaluation of options shall not obligate the Government to exercise the option(s).
The spreadsheet below illustrates calculation of a quote’s TEP using the methodology described above. The spreadsheet is provided for illustration purposes only. Prices reflected in the spreadsheet are notional and in no way reflect the actual value of the requirement or an actual evaluation of quoted prices submitted in response to this solicitation or any other solicitation for the same or similar requirements.
