Q&A Cable and Internet Services for Naval Hospital Guam
Apra Harbor Clinic and Outlying Buildings
1. Will Basecomm provide last mile fiber to Warehouse 4, Warehouse 6 and Apra Harbor Medical
Center BCO?
A: Not to warehouse 4 and 6. Contractor will have to determine alternative to provide WiFi services.
Yes, last mile fiber will be provided to Apra Harbor Medical Center.
2. Would provider be able to provide the newest platform for cable services vs the legacy basic cable
TV?
A: No, requirement is only for legacy basic cable TV,
3. Please confirm if USNH has existing CAT5/CAT6 inside wiring to all rooms, MDF & IDF’s
A: Yes – confirmed.
4. Reference to 4.4.3, SOW requires that the vendor provides content filtering. Please confirm if content filtering should be responsible of vendor or if USNH shall clock certain sites utilizing USNH’s firewall reference to 4.3.6.
A: Vendor is responsible for content filtering.
5. Reference to 4.4.3, please confirm if Static IP is APNIC or Arin.
A: Vendor supplied IP.
6. Reference to 4.4.3, please confirm if vendor can use existing CAT5/CAT6 wiring to all 103 locations for cable and internet
A: No, vendor will have to provide their CAT5/CAT6.
7. Referencing 4.4.3: In the event inside wiring is not available to the vendor, please confirm if the vendor can utilize existing conduit or if vendor has to provide new conduits.
A: Vendor can use available conduits.
8. Reference it 4.4.6: Power supply for the UPS requires a 30 minute backup, please provide the part numbers of the devices that will be connected to the UPS, and the total wattage consumption of all devices per location.
A: We require your equipment to have a 30 minute power backup. UPS is for vendor provided equipment. Devices and wattage consumption depends on their usage.
9. Reference to 4.4.6: Power supply for the UPS, please confirm which location requires an UPS.
A: It depends on your network design.
10. Reference 1.1: Please confirm requirement for Turn Key, please advise what date the services need to be active.
A: Services need to be active before the end of September.
11. Reference to Table 2: Please provide Lat/Longs.
A: Lat/Longs is available through the National Weather Service.
12. Reference to Table 2, wires installations: please confirm if USNH requires vendor to provide access points (Aps), or if vendor provides transport for existing AP’s, or both.
A: Per SOW, vendor will provide all equipment required.
13. Please confirm locations for Table 3 – Communication Closet Switch Listing Locations.
A: Table 3 is updated.
14. Please provide floor plan.
A: Floor plan is attached.
15. Please clarify if the internal walls concrete or dry wall? If there is a mixture of concrete & dry wall, please specify which walls are concrete/dry wall.
A: Multiple materials were used in the construction of the Hospital.
16. Please confirm if USNH manages their WIFI.
A: No.
17. On page 3 of 37, please confirm pricing dates reflecting 1 September 2023 through 31 August 2024.
A: The pricing period will be revised in the award.
18. Please clarify the requirement for Table 2 – Installation Site List for Wireless Locations: Please clarify if vendor can provide wireless internet connection via a Wireless BEC device.
A: It will depend on what is required for you to meet the SOW requirements.
19. May we request a site visit for all 10 locations?
A: Yes.
20. Referencing Technical Exhibit 1, Line Item #2: Please confirm requirement that the contractor shall ensure 100% network availability rate. If this is a requirement can USNH provide data showing that the current incumbent meets this requirement?
A: Will not discuss the performance of the incumbent with perspective offerors. The 100% network availability rate is what is required in this new solicitation.
