Evaluation Criteria

Award will be made to the schedule contractor that represents the “best value” as defined as “the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement” using the following evaluation criteria:

1) Company Experience: Company overview of company inclusive of how many years in business performing the same or similar services provided in the Performance Work Statement (PWS).

2) Contractor Facility Location: Contractor must have servicing facility within 50 miles of the borders of Camp Pendleton, CA. Offers not meeting this requirement will be determined to be non-responsive and will not be considered for award.

3) Past Performance: Will be evaluated as Acceptable or Unacceptable based on past performance information obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS). In the case of a scheduled contractor without a record of relevant past performance or for whom information on past performance is not available, the scheduled contractor will not be evaluated favorably or unfavorably on past performance.

4) Price: No additional information from the scheduled contractor will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the scheduled contractor to the extent required to determine the reasonableness of the offered prices. Though the expected annual usage is projected to be $60k not to exceed $80k, as the exact line items and quantities for each order is unknown until the date/time the order is placed, the lowest price will be determined using the aggregate pricing of 1 each for each line item.

Note: Highly encourage contractors whom have already submitted offers review the amendment changes inclusive of this evaluation criteria and resubmit their offer before the new solicitation close date.
