About this file

This statement of work outlines calibration services required for three rotary stepper motors located at the Naval Undersea Warfare Center Division Newport's Underwater Sound Reference Division Acoustic Pressure Tank Facility and Open Tank Facility. The contractor shall perform ISO/IEC 17025:2017 accredited positional measurements of the motors through 360 degrees of rotation in both clockwise and counterclockwise directions using laser interferometry. The contractor must submit a calibration report and ISO/IEC 17025:2017 certificate within ten business days of completion. The Naval Undersea Warfare Center Division Newport is both the place of performance and authorized user, sponsoring the work using service cost center funds.

STATEMENT OF WORK (SOW)

Underwater Sound Reference Division Acoustic Pressure Tank Facility and Open Tank Facility Rotary Calibration

1.0 Background

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Underwater Sound Reference Division (USRD) Acoustic Pressure Tank Facility (APTF) has a pressure tank in which acoustic sensors are tested at varying simulated depths. Two fixtures with stepper motors allow the acoustic sensors under test to be rotated to various angles of incidence to determine sensitivity, etc. One fixture is configured for the large port of the tank and the other for the smaller port.

The NUWCDIVNPT USRD Open Tank Facility (OTF) is an open pool in which acoustic sensors are tested for sensitivity. OTF has two stepper motors that are used to rotate sensors under test to various angles of incident to determine sensitivity. One motor is on the North test carriage and the second is on the South test carriage.

As the National Institute of Standards and Technology (NIST) Designated Institute (DI) for Acoustic Measurement in Water, USRD complies with the ISO/IEC 17025:2017 standard for the calibration of its test equipment.

1.1 Places of Performance: NUWCDIVNPT

1.2 Authorized Users: NUWCDIVNPT Code 70 is the sole authorized user.

1.3 Sponsors: NUWCDIVNPT USRD

1.4 Types of Funding: Service Cost Center (SCC)

2.0 Scope

The contractor shall provide ISO/IEC 17025:2017 accredited rotary calibrations for the following stepper motors, on-site, at the NUWCDIVNPT USRD APTF and OTF:

· APTF Large Port Rotator – Actran Systems Model 30-1199 (S/N 1)

· OTF North test carriage - Yaskawa SGMCS-25D3C11 (S/N D0162L398210002)

· OTF South test carriage - Yaskawa SGMCS-25D3C11 (S/N D012YN972310005)

3.0 Applicable Documents

Not applicable.

4.0 Technical Requirements

In accordance with International Organization for Standardization (ISO)/International Electrotechnical Commission (ISO/IEC) 17025:2017, General Requirements for the Competence of Testing and Calibration Laboratories and using GFI in Section 6.0, contractor shall perform rotary calibration of the rotational stepper motors identified in Section 2.0 as follows:

4.1 Positional measurements of rotators shall be through 360 degrees of rotation in clockwise and counterclockwise directions.

4.2 Angular accuracy shall be measured using laser interferometry.

5.0 Progress Reports

The Contractor shall submit the following reports no later than ten (10) working days after completion of services.

5.1 Calibration Report of positional measurements of rotators through 360 degrees of rotation (CDRL A001 – DI-MISC-80508B)

5.2 ISO/IEC 17025:2017 Certificate for Rotary Calibration performed (CDRL A002 – DI- MISC-80508B)

SECURITY:

Operations Security (OPSEC)

For informational purposes only: OPSEC is a process that identifies critical information to determine if friendly actions can be observed by adversary intelligence systems, determines if information obtained by adversaries could be interpreted to be useful to them, and then executes selected measures that eliminate or reduce adversary exploitation of friendly critical information.

OPERATIONS SECURITY (OPSEC): The Contractor shall develop and implement, and update and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract. The Contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The Contractor developed OPSEC program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include:

1) Assignment of responsibility for OPSEC direction and implementation.

2) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.

3) Establishment of OPSEC education and awareness training.

4) Provisions for management, annual review, and evaluation of OPSEC programs.

5) Flow down of OPSEC requirements to subcontractors when applicable.

While performing aboard NUWC or NUWC sites, the contractor shall: comply with all OPSEC instructions and policies detailed in the NUWCDIVNPT Security Manual; Include OPSEC as part of its ongoing security awareness program and take all required Agency training;
