BRAND NAME SPECIFICATION

Keysight Network Analyzers

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), Code 34 USW

Electromagnetic Systems Department, Communications Antenna Systems office has been tasked from their sponsor, PMW770, to act as the In Service Engineering Agent (ISEA) for the OE-538

Multifunction Mast, the AN/BRA-6 HF Emergency Whip, the follow ISEA for the AN/BRR-6

Towed Communications Buoy, and the design agent for the COLUMBIA class variant of the

AN/BST-1 Emergency Buoy. Additionally, NUWCDIVNPT is the Designated Overhaul Point

(DOP) for the OE-538 and the BRA-6 antenna base.

In order to test these systems, calibrated test equipment is required to ensure all parts meet performance requirements. The Keysight E5071C ENA Series network analyzer is required for this procurement. Additionally, the Keysight 85093C ECal module must be procured together with the E5071C analyzer as a matched set in order to be calibrated. The Keysight E5071C ENA

Series Network Analyzer can perform needed measurements on site at the OE-538B and BRA-6

DOPs and is approved by the Navy METCAL program. Navy METCAL approval is required for all Navy calibration equipment.

Offsite testing, whether shipboard or at land-based test sites, requires portable Radio Frequency

(RF) measurement equipment to conduct testing at locations other than NUWCDIVNPT labs.

The Keysight FieldFox N9917A network analyzer required for this procurement is a Navy

METCAL approved portable, battery powered unit which can perform needed measurements.

The hardware has a required delivery date of 30 June 2023. Anticipated total value is $132,736.

BRAND NAME SPECIFICATION:

The Keysight N9917A and E5071C are approved in the Navy METCAL system for use as calibrated test equipment. Pivoting to a new and/or different test equipment for this procurement would not be approved for use expeditiously, as it take 2-3 years for the Calibration and

Measurements Requirements Summary (CMRS) process to vet another piece of test equipment that may be able to support the RF test requirements. Keysight is the only manufacturer that can provide the necessary calibration requirements that meet the Navy METCAL standards.

The Navy METCAL program only approves the exact items specified above with all specific configurations required, so no substitutions can be made. Additionally, Keysight is the only brand providing the required equipment that are METCAL compliant. If an analyzer from a different brand were to be qualified for METCAL approval, the following costs and schedule delays would be incurred.

Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit this requirement on a brand name only basis.

Market research via NASA SEWP reflects multiple authorized resellers of the required brand name part numbers.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
