The purpose of this amendment is to extend the offer due date from 08/10/2020 at 2:00 PM EST, to 08/17/2020 at 2:00 PM EST.

QUOTE SUBMISSION

NOTE 1: Offerors shall submit quotes by electronic means. All electronic submissions shall be sent to Hannah.murphy@navy.mil. Submissions must be received by the closing date and time located on the cover page of the SF 1449. Quotes received after this date are considered late and may not be considered for award. Furthermore, a single electronic submission shall not exceed five megabytes (5 mb). If this requires submission through multiple e-mails to send the complete quote, the first e-mail shall include an accounting of each e-mail to follow so the Government can determine it has a complete quote. Quote attachments must be in formats readable by Microsoft Office or Adobe PDF. For questions regarding this acquisition, please contact Hannah Murphy at Hannah.murphy@navy.mil.

NOTE 2: Offerors may request a waiver of the First Article in accordance with Section B, CLIN Structure, of this solicitation. Offerors requesting a waiver of First Article shall submit two (2) quotes – one (1) not including First Article and one (1) including First Article. The request of a waiver does not guarantee that the offeror will be granted one. Offerors requesting a waiver of the First Article requirement shall submit with their offer the previously awarded contract number (awarded within the last three (3) years of the date of this solicitation) along with the contact information of the Government POC in order for the Government to make a determination. See Clause C- 209-H003 for more details.

NOTE 3: All quote submissions will be evaluated by the Government on a Lowest Price Technically Acceptable (LPTA) basis. Offerors who are requesting a waiver and submitting two (2) proposals will first be evaluated on whether or not they are eligible to be granted a waiver. If a waiver is granted, the offeror will be evaluated on the total sum of CLINs 0001-0002 in their proposal without First Article. If a waiver is not granted, the offeror will be evaluated on the total sum of CLINs 0001-0003 in their proposal including First Article.

NOTE 4: All offerors submitting a quote shall fill in the Quote Including First Article table incorporated in Section B and include it as part of the proposal. Any Offeror requesting a waiver to the First Article Process shall additionally fill in the Quote Including Waiver of First Article table and include it as part of the proposal.

NOTE 5: The drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DoD Contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the drawings. Upon RFQ issuance, please visit http://www.dlis.mil/jcp for further details on the program and registration. To obtain a copy of the drawings your account in BetaSAM needs to reflect your JCP certification. The drawings are uploaded to the site as an attachment with limited access by JCP certified companies only.

NOTE 6: In respect to Note 11 on Drawing 06793015, final delivered part shall be able to withstand hydrostatic testing as detailed, however preforming the hydrostatic test is not a requirement to be perfomed by the contractor.
