STATEMENT OF WORK

STATEMENT OF WORK

(SOW)

(VIRGINIA PAYLOAD TUBE FACILITY (VPTF) MODIFICATION TO SUPPORT

PAYLOAD HANDLING SYSTEM STATIC AND DYNAMIC LOAD TESTING)

PR No. 1300796298

1.0 Background

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Platform and Payload Integration Department (Code 40) is the lead activity for submarine launcher system in-service engineering, systems development, and payload integration. As such, NUWCDIVNPT Code 40 is formally assigned with testing a new Payload Handling System (PHS) in the VPTF.

Prior to installation on a submarine, the PHS will be installed in the VPTF for the purpose of conducting static and dynamic load testing. In FY18, a Technical Instruction (TI) was issued for Beardsley Design Associates (Beardsley), the original VPTF Support Frame designer, to determine the impact of the PHS in the VPTF.

Beardsley conducted a structural assessment of the VPTF Support Frame and determined that due to the loads associated with the PHS, modifications to the existing Support Frame are necessary.

The project sponsor for the Platform and Payload Integration Department is PMS394. The type of funding to be used under this purchase order is Research, Development, Test & Evaluation

(RDT&E).

2.0 Scope

Based on the NUWCDIVNPT provided loading cases shown in Government Furnished Information (GFI) 6.1 and the recommendations in Section IV of GFI 6.2, the Contractor shall develop a detailed design modification to the VPTF Support Frame shown in GFI 6.3. The detailed design shall include calculations and construction drawings. The Contractor shall provide specific support as set forth in Section 4.0.

3.0 Applicable Documents

N/A

4.0 Technical Requirements

Based on the NUWCDIVNPT provided loading cases shown in GFI 6.1 and the recommendations in Section IV of GFI 6.2, the Contractor shall develop a detailed design modification to the VPTF Support Frame shown in GFI 6.3. The detailed design shall include calculations and construction drawings as specified below with the following general design requirements:

a) Drawings shall be D size.

b) All calculations and drawings shall be stamped by a registered Professional Engineer as arranged by the contractor.

c) All design modifications shall be in accordance with the 2015 International Building

Code (IBC) as modified by Unified Facilities Criteria (UFC) 1-200.

d) The design shall not affect any ingress or egress paths into the facility.

e) Any design changes that affect accessibility and operability of the tube and other facility components are not allowed.

f) The area from the bottom of the tube to the floor, specifically the opening between the main two vertical W-beams (12x65) on the west side of the facility from ground level to the bottom of the tube shall remain open and off limits for this modification due to future planned modification to the tube.

g) Construction drawings shall provide installers with instructions on what materials to remove and install and in a safe order.

Detailed requirements and deliverables for this effort are as follows:

4.1 The contractor shall coordinate and conduct bi-weekly telecom meetings for the contract period of performance. The contractor shall document the results and actions from each meeting in a Bi-Weekly Telecom Report for Government review and approval (IAW

CDRL A001: DI-ADMIN-81505).

4.2 The contractor shall determine the differences between the VPTF as-built condition and the VPTF Support Structure identified in GFI 6.3. For all differences, the contractor shall assess the impact to GFI 6.1 through 6.3. The contractor shall include all assumptions made during assessment. The contractor shall provide an As-Built Survey Report documenting these findings for Government review and approval (IAW CDRL A002:

DI-MISC-80508B).

4.3 Upon Government approval of the As-Built Survey Report, the contractor shall develop

Preliminary Design Modifications to the VPTF using the As-Built Survey Report, Section

4.0 General Requirements and GFI 6.1 through 6.3.

4.4 The contractor shall prepare and deliver a combined System Requirement Review (SRR) and Preliminary Design Review (PDR) presentation once the development has progressed to 50%. Presentation material shall include progress of design development, all engineering calculations and analyses performed to satisfy design requirements, and shall account for findings identified in the As-Built Survey Report (IAWCDRL A003: DI-

ADMN-81373).

4.5 The contractor shall attend, in person at NUWCDIVNPT, a combined SRR/PDR. The design review will be no longer than one workday. The contractor shall prepare and deliver SRR/PDR Meeting Minutes documenting the results and actions for Government review and approval following the meeting (IAW CDRL A004: DI-ADMIN-81505).

4.6 Upon Government approval of the SRR/PDR Meeting Minutes, the contractor shall develop final design modifications to the VPTF in support of an in-person Critical Design Review.

4.7 The contractor shall prepare and deliver a Critical Design Review (CDR) presentation once the development has progressed to 90%. Presentation material shall include final design details, all engineering calculations and analyses performed to satisfy design requirements, and shall account for findings and actions identified as SRR/PDR (IAW

CDRL A003: DI-ADMN-81373).

4.8 The contractor shall attend, in person at NUWCDIVNPT, a CDR. The design review will be no longer than one workday. The contractor shall prepare and deliver CDR Meeting Minutes documenting the results and actions for Government review and approval following the meeting (IAW CDRL A004: DI-ADMIN-81505).

4.9 Upon Government approval of the CDR Meeting Minutes, the contractor shall finalize the design modifications to the VPTF using the As-Built Survey Report, PDR and CDR findings, Section 4.0 General Requirements and GFI 6.1 through 6.3. The contractor shall deliver Production/Construction Technical Data Package for Government review and approval (IAW CDRL A005: DI-SESS-81001F).
