PAYLOAD INTEGRATION FACILITY

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), is tasked with providing design, development, test and evaluation, training, and in-service support for existing and future Weapon Stowage and Handling Systems (WSHS) for the US Navy Submarines. This project will provide a unique, prototype mechanism and methodology for the loading and unloading of prototype and baselined Undersea Warfare (USW) submarine, torpedo-tube-deployed vehicles, including Unmanned Underwater Vehicles (UUV’s), Unmanned Aerial Systems (UAS’s), future weapons, and other specialized USW payloads – both traditional and non-traditional.

2.0 SCOPE

The contractor shall provide engineering analysis, design, and design review services; integrated logistics support; configuration management services; and engineering and technical documentation services in support of the modification to the Payload Integration Facility that falls under the cognizance of the Internal Launcher Systems Branch. The Payload Integration Facility is located at the Naval Undersea Warfare Center, Newport, RI.

This project builds upon the existing Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Mk 71 VIRGINIA (VA) and COLUMBIA (CLB) Payload Integration Facility, and will be a sub-function of this overarching capability. The new capability will allow for quick and effective prototype loading designs and processes for novel submarine-deployed payloads, which is vital for expediting the delivery of critical ASW capabilities to the Fleet (i.e., Speed to Fleet, Fleet Design, etc.). This requirement supports the design, development, and validated integration readiness of a variety of current and future submarine Undersea Warfare (ASW) payloads and payload support equipment. This effort will result in the installation of the prototype VA and CLB payload loading sub-system, incorporating shipboard-design hardware as well as consortia developed prototype hardware and procedures. Upon integration with the current payload integration facility, the end result will be a unique, national-level resource for submarine torpedo tube payload prototyping and integration.

The Sponsor and funding for this effort is Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) under a Capital Improvement Project.

4.0 REQUIREMENTS

The contractor shall perform the tasks in Section 4.0 in accordance with (IAW) Section 3.0, Applicable Documents, and using Section 6.0, Government Furnished Information (GFI).

4.1 Payload Integration Facility (PIF) Evaluation

4.1.1 The contractor shall evaluate the current configuration of the VA and CLB Payload torpedo tube and the OHIO Class pivot tray. In accordance with Applicable Documents 3.1 to 3.12 and using GFI 6.1.1 to 6.1.7, the contractor shall make recommendations for the reconfiguration of the space aft of the tube, to allow for the integration of the components, listed in Table 1, into an operational payload loading facility.

The contractor shall include in its recommendation use of parts from the Virginia Class Payload Restraint Lab, using GFI 6.4, if applicable.

4.1.2 The contractor shall evaluate the impact of adding the VIRGINIA Class cradle on the existing mounts and foundations in the Payload Integration Facility, including an assessment of the floor and existing mounts load capacity. The contractor shall provide a report of the evaluation (A001: DI-SESS-81632).

4.1.3 The contractor shall make recommendations to the Government for the alteration of the Payload Integration Facility to include proposed fixtures and interface parts required to make the facility fully operational (A002: DI-MISC-80508B).

4.2 Payload Integration Technical Data Package

4.2.1 Using GFI, the contractor shall provide draft 3D SolidWorks® design drawings and calculations for the Government approved alteration to the Payload Integration Facility for the Government’s review and approval (A003: DI-SESS-80776), In accordance with Applicable Documents 3.1 to 3.12 and using GFI 6.1.1 to 6.1.7, the contractor shall.

Using GFI marked up/ redlined (A003: DI-SESS-80776), the contractor shall incorporate the Government’s review comments into the final Technical Data Package (TDP) and deliver it to the Government (A004: DI-SESS-80776).

4.3 Cost Estimate

4.3.1 Based on the approved TDP, the contractor shall develop cost estimates and an installation schedule for the Government approved alteration to the Payload Integration Facility (A005: DI-

FNCL-81565C).

5.0 PROGRESS REPORTS

For all assigned tasks, the contractor shall prepare a Contractor’s Status Report to include: the progress of work, status of the program(s), and existing or potential problem areas. The contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) module of Wide Area Work Flow (WAWF) (A006: DI-MGMT-81991).

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables.

Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness and cost. Responsiveness will be evaluated based upon the Government’s experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor’s ability to meet CDRLs schedules with minimal variance.

8.0 EXCEPTION FROM INFORMATION AND COMMUNICATION TECHNOLOGY

(a) Definitions. As used in this clause--

Contract financing payment means an authorized Government disbursement of monies to a contractor prior to acceptance of supplies or services by the Government.

(1) Contract financing payments include--

(i) Advance payments;

(ii) Performance-based payments;

Payment request means any request for contract financing payment or invoice payment submitted by the Contractor under this contract or task or delivery order.

Receiving report means the data prepared in the manner and to the extent required by Appendix F, Material Inspection and Receiving Report, of the Defense Federal Acquisition Regulation Supplement.

(b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area WorkFlow (WAWF). The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when-

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

CONTRACTOR REQUIREMENTS FOR PERFORMANCE ON A GOVERNMENT SITE (APR 2018)

(a) Control of Contractor Personnel The contractor shall comply with the requirements of NUWCDIVNPTINST 5500.4C regarding performance at Government facilities. All persons engaged in work while on Government property shall be subject to search of their persons and vehicles at any time by the Government, and shall report any known or suspected security violations to the Security Department of the contracting activity. Assignment, transfer, and reassignment of contractor personnel shall be at the discretion of the contractor. However, the contractor shall remove from contract performance any person who endangers life, property, or national security through improper conduct. Such removal shall not relieve the contractor from meeting its contractual obligations and shall not be considered an excusable delay as defined in

FAR 52.249-14.

(b) Contract Personnel Administration The contractor is responsible for managing its employees and guarding against any actions that are of the nature of personal services or give the perception that personal services are being provided. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it is the contractor's responsibility to notify the PCO immediately in accordance with the clause FAR 52.243-7. When on-site in Government office spaces, laboratories, test facilities, or ship assets, Contractor employees shall be clearly identified as a Contractor (e.g.

utilizing Common Access Cards (CACs) and sign identifications in office spaces). In addition, Contractor employees shall identify themselves as Contractor personnel when answering telephones and sending emails.

Contractor personnel cannot lead/manage/supervise Government personnel. Contractor program /project managers/Senior Technical Representative (STR) shall be clearly identified and known as such by Government employees. As circumstances permit, periodic meetings shall be conducted between the COR and the Contractor organization program manager/project manager.

(c) Early Dismissal and Closure of Government Facilities When a Government facility is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal and during periods of inclement weather, onsite contractors should monitor radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and company policy. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy.

(e) Training Requirements

(1) The contractor shall ensure that each contractor employee performing work at any NUWC Division Newport site take the following actions:
