JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Undersea Warfare Center Division, Code 02, Newport, RI
2. Description of the Action Being Approved
Award of Purchase Order on brand name specification, no substitutions allowed for Windows 10 upgradable Hewlett Packard (HP) workstations.
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code requires this IT hardware to upgrade the Division’s Research Development Test and Evaluation (RDT&E) Classified and Unclassified Network Infrastructure to maintain compliance with Department of Defense (DoD) and Department of the Navy (DoN) directives.
3. Description of Supplies/Services
Estimated Dollar Value
The RDT&E Network Infrastructure is designed to meet the research and development needs at NUWCDIVNPT to support bot the Division's mission and its associated functions. Code manages and administers the Division’s networks using HP rdware. All NUWCDIVNPT computers must be Windows 10 upgradable to comply with DoD and DoN directives, and in order to support mission requirements.
DoD’s mandate to use the Windows 10 Secure Host Baseline (SHB) is documented in Deputy Secretary of Defense Memorandum, "Implementation of Windows 10 Secure Ho eline," February 26, 2016 and U.S. Cyber Command Task Order , "Microsoft Windows
J&A Number: 17016.0
10 Secure Host Baseline (SHB)." To maintain compliance must replace all RDT&E assets with new hardware components existing components are either unable to support upgrades to Windows 10 SHB, or are otherwise unable to support mission requirements. To replace the outdated hardware within NUWCDIVNPT’s RDT&E Unclassified and Classified Network Infrastructure, the following HP brand name hardware equipment, with no substitutions allowed, is required:
Part # Description Manufacturer QTY Unit Price Total Cost
3AX07AV
15 Inch Hewlett Packard(HP) 90
UB0E9E HW Support (D) Service Hewlett Packard(HP)
M1T03AA 23.8 Inch Hewlett Packard(HP) 40

4. Statutory Authority Permitting Other Than Full and Open
Competition
The proposed action may specify brand name components using the procedures in FAR Subpart 13.5 and in accordance with 41 U.S.C.
1901 and 10 U.S.C. 2304 (c)(1), Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(c).
5. Rationale Justifying Use of Cited Statutory Authority
DoD mandated use of the Windows 10 is documented in Deputy Secretary of Defense Memorandum, "Implementation of Windows 10 Secure Host Baseline," February 26, 2016 and U.S. Cyber Command Task Order 16- 0043, "Microsoft Windows 10 Secure Host Baseline (SHB)". There are two rationales that support the use of brand name justification: 1) mission/compatibility; 2) cost impacts.
1) Mission/compatibility: In order to maintain compliance, must replace all Research, Development, Test, and Evaluation assets with new hardware components if the existing components are either unable to support upgrades to Windows 10 SHB or unable to support mission requirements. Procurement of workstations listed in Section 3, above, ensures NUWCDIVNPT maintains a homogenous environment that integrates with t ting network infrastructure. Homogenous environment refers to systems that use only one kind of processor or cores. These systems lose performance or energy efficiency just by adding a different type of processor.
It is vital that new assets are compatible with the infrastructure already in place to ensure seamless integration and interoperability between all components within the existing environment where standardization, centralized administration, and centralized management are required. The implementation of the homogeneous environment is ongoing. Old centrally-managed assets are being retired in favor of bulk-purchased assets.
2) Cost impacts: Creating different images to support different types of hardware would be an enormous task requiring additional manpower.
The homogeneous environment allows NUWC to maintain a smaller spare parts inventory, reduces the need for training of support staff, and simplifies maintenance of operating system images. NUWC’s software builds are designed for HP systems. NUWC would incur significant expenses and effort to support a variety of different manufacturer’s equipment. As an example, it took 1/2(FTE) to maintain two operating system images in a heterogeneous environment (1/4 FTE per image), whereas NUWC now use 1/10 FTE to maintain four images (1/40 FTE per image) in a nearly-homogeneous environment. Maintenance of these images is just one aspect of managing the environment, and a homogeneous environment provides comparable benefits in the other areas. In a homogeneous environment, NUWC and the Navy incur a lower cost of ownership and a higher return on investment.
Introducing other manufacturers’ products into this environment would require different versions of softwar rent operating systems and third party images. NUWCDIVNPT creates third party images using a DISA base line images. es are built to work with these HP models. The associated hardware drivers, patches, and updates are for these HP systems only. Using a different hardware manufacturer would require creation of new images and increased staffing to maintain familiarity with multiple manufacturer systems.
In addition, NUWCDIVNPT already employs internally developed and customized tools and Standard Operating Procedures (SOPs) that are specifically designed to support HP systems in performing required security patching, scanning, imaging, conducting system upgrades, and making fixes. Therefore, introducing other manufacturers’ products into the existing network infrastructure would also require development of processes specific to those products which are not compatible with existing SOPs employed by the Government.
In order to maintain compatible operation an ardization with the current RDT&E Network Infrastructure, requires that Windows 10 upgradable HP workstations be pro
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
A combined synopsis and solicitation will be posted as a 100% Small Business Set-Aside on the Government Point of Entry (FedBizOpps) notifying industry of the intent to solicit as a brand name acquisition. Any challenges to this brand name action will be brought to the attention of the Competition Advocate prior to contract award.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will conduct a price analysis in accordance with FAR Part 15.404 to ensure a fair and reasonable price is obtained.
8. Actions to Remove Barriers to Competition
The compatibility requirements of this IT hardware procurement do not allow for substitution of another manufacturer’s products for the items listed in Paragraph 3 above. Any future acquisitions of these brand name supplies will be competed to the maximum extent practical amongst the manufacturer’s resellers.
