SOLE SOURCE JUSTIFICATION
CAPSULE LOADING COVERS (CLCs)
PR# 1300777581/1300795835
BACKGROUND:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Platform and Payload
Integration Department, Missiles/Precision Strike Division, (Code 401) is the In-Service Engineering
Agent (ISEA) and Acquisition Engineering Agent (AEA) for Tomahawk Capsules and Peculiar
Support Equipment (PSE). As part of this responsibility, the Logistics Branch (Code 4014) is tasked with supplying the Intermediate Maintenance Activities (IMAs) with spare parts to replenish inventories. There is a present need for the purchase of Capsule Loading Covers (CLCs). The CLC is used to protect the TOMAHAWK Capsule Launching System (CLS) Capsule Closure Assembly during handling, shipping, and storage of the CLS All-Up-Round. Mantec Services previously provided this requirement under contract N66604-18-P-1332.
Date of Delivery: Within 20 weeks after contract award.
REQUIREMENT:
The contractor shall provide the facilities, fabrication services and material required to manufacture, test and inspect forty (40) CLCs, in accordance with drawing package JCM-17759, Rev L.
SOLE SOURCE JUSTIFICATION:
The manufacturing of the CLCs is a challenging project that requires advanced vacuum forming capabilities to form the lexan polycarbonate dome to specifications and requires the use of a number of hard to find items, such as lexan polycarbonate. Due to a limited amount of Government
Furnished Material, which will be supplied to the contractor, it is critical that the contractor does not make mistakes that would require the purchase of these hard to acquire items. . If mistakes are made in the manufacture of this material the cost to purchase new material couldcost between $40,000 and
$60,000 delivery would be significatntly delayed due to the lead time to acquire these materials.
Additionally, considerable resources have been invested in the CLCs, including research and development over the past nine years when Mantec was first awarded a contract to develop and produce the CLCs. As a result, Mantec has the precision tooling required to produce the CLCs minimizing the risk in manufacturing the material.
The process of evaluating a new company is extensive and the oversight including First Article
Testing is costly and time consuming. The historical records indicate that going with a new vendor will require at least 1200 engineering man hours including technical support and evaluation, deviation requests and approvals, and correcting discrepancies. This would take at least a year to accomplish for production and to disburse to the fleet.
