SOLE SOURCE JUSTIFICATION

Commander Submarine Forces Project 1319 Systems

PR# 1300779318

BACKGROUND:

In support of the Commander Submarine Forces (COMSUBFOR) Project 1319 Systems deployment, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 40 is tasked with updating current Project 1319 certifications and Technical Data Packages (TDPs).

Once these actions are complete, this effort includes the installation of the Project 1319 System on a host submarine in late Calendar Year (CY) 2019. The services needed for the COMSUBFOR Project 1319 System deployment will consist of updating the Authority to Operate (ATO) cybersecurity certifications, updating SSGN Class Submarine Temporary Alteration (TEMPALT) 316.02, updating Rapid Fielding TEMPALT (RFTEMPALT) 17001, issuing Departures from Specifications (DFSs) for the TDPs as necessary, and providing equipment in preparation for system install and operations.

REQUIREMENT:

The Contractor shall provide engineering and technical services required to update the existing TEMPALT 316.02 and RFTEMPALT 17001 TDPs, and develop associated DFSs. The Contractor shall submit the updates of the TEMPALT 316.02, and the RFTEMPALT 17001, along with the developments of DFSs to NAVSEA for review and approval. The Contractor shall provide Project 1319 equipment to support installation and operation of the Project 1319 system on a host submarine. The contractor is required to be authorized to perform Deep Submergence Systems-Scope of Certification (DSS-SOC) work and be qualified to work on Dry Deck Shelter (DDS) modules, in accordance with NAVSEA NOTICE 5000.

SOLE SOURCE JUSTIFICATION:

American Systems has documented all Project 1319 TEMPALT and RFTEMPALT updates onto their AutoCAD software, as well as the associated DFS updates. With the updates to the TEMPALTS, American Systems have developed model sets that they use to design, as well as act as configuration manager for the Battle Management Centers (BMCs) on the SSGN class submarines in support of the COMSUBFOR Project 1319 Systems. American Systems has worked with the certification authorities starting in 2008 to develop a new approach to cybersecurity for operating an Unmanned Vehicle at the TS-SCI level from a host submarine.

This solution includes using complex data encryption schemes that are used to protect any data on the devices and computers. American Systems holds the technical knowledge and experience specific to the development, material procurement and installation of the TEMPALT 316.02 and RFTEMPALT 17001 onto the SSGN submarines.

American Systems is one of only two vendors with the qualification and approval from NAVSEA 07Q to perform DSS-SOC work onboard SSGN class submarines, as identified by NAVSEA NOTICE 5000. This includes the ability to procure and properly store DSS-SOC materials for the program associated with TEMPALT 316.02. The NAVSEA 07Q and NAVSEA v1.4_MAY 2019

NOTICE 5000 certifications are also required to perform shipboard installation of the TEMPALT 316.02. However, American Systems is the only vendor qualified to work on DDS modules, as identified on the NAVSEA NOTICE 5000. In addition, American Systems acts as the NAVINTELIA "Trusted Agent" that is responsible for periodically testing, maintaining, and certifying the system during its lifecycle. This role is formally established via formal letters and takes months to negotiate and finalize with the NAVINTELIA program office. To move this designation to another entity would approximately take at least six (6) months and cost the Government an additional $250K. Therefore, the recommended acquisition strategy to pursue is a Sole Source requirement to American Systems.

RESELLERS:

No other vendors were found that held NAVSEA 07Q to perform DSS-SOC and DDS work onboard SSGN and VA Class submarines as identified in NAVSEA NOTICE 5000, which the vendor is required to install the updates to the TEMPALT 316.02 and their respective developed DFS onboard SSGN host submarines, as part of the requested requirement.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.

Nicole Harvey, Branch Head Date Code 4022

APPROVAL:

Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available. I certify that this justification is accurate and complete to the best of my knowledge and belief.

Katie Hourihan, Contracting Officer Date Code 0222
