v1.4_MAY 2019

SOLE SOURCE JUSTIFICATION

Dr. Jesse Belden, Engineer, Code 8514, February 28, 2019

PR 1300775392

BACKGROUND:

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), Code 85 has a requirement for a high repetition rate laser that meets the Government’s minimum performance requirements set forth below. Based on Market Research, the La Vision Nd:YAG Dual Cavity

Diode Pumped SolidState, High Repetition Rate Laser (P/N 1103277) is the only known Laser that meets the Government’s minimum performance requirements. The LaVision Nd:YAG

Dual Cavity Diode Pumped SolidState, High Repetition Rate Laser provides a high repetition rate laser to do time-resolved particle image velocimetry (PIV) measurements. This is a capability currently not available in 8514.

REQUIREMENT:

The minimum requirements to achieve the required capabilities are:

Minimum Performance Requirements

The laser interfaces with the existing LaVision PIV timing, processing software, and existing

LaVision laser light sheet forming optics hardware.

Particle Image Velocimetry (PIV) measurements can be performed in time-resolved or frame-straddling PIV mode.

The range of repetition rate of each cavity shall be 1 kHz (minimum) to 30 kHz (maximum) in dual pulse mode.

The repetition rate in single pulse mode shall be 60 kHz.

The pulse energy shall be 6 mJ/pulse @ 10 kHz

The laser light wavelength shall be 532 nm.

SOLE SOURCE JUSTIFICATION:

The testing, data analysis and model verification required by projects in the Code 8514 water tunnel and vehicle development programs cannot be met without time-resolved particle image velocimetry (PIV) measurements. To gather said data, a laser with the minimum requirements stated above are needed. Without this laser, the high speed velocimetry data will not be captured and milestones and deliverables for the various programs cannot be met. Additionally, if the

Government were to purchase a laser that does not interface with existing timing, software, and light sheet forming hardware (all of which is already in house), then NUWCDIVNPT will have to purchase these separately. Additional timing/triggering hardware, an additional Labview license, a new light sheet forming optics that interface with the purchased laser, and additional labor time for programming a custom timing software would all be expected costs to incur as a result of purchasing a different laser. An additional two users would need to be trained to use the v1.4_MAY 2019 new software adding to the estimated $55,000.00 in expected costs. A laser that interfaces directly with existing software and hardware that we have in house will avoid these extra costs.

RESELLERS:

LaVision does not have any authorized resellers of this product.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source/Brand Name

Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available/only this brand can fulfill the requirements. I certify that this justification is accurate and complete to the best of my knowledge and belief.
