v1.2_JUNE2016

BRAND NAME SPECIFICATION

Red Hat Enterprise Linux and Intel

PR 1300700691

BACKGROUND:

Naval Undersea Warfare Center, Division Newport, Code 15, Sensors and Sonar Systems Department develops, evaluates, and tests multi-target multi-sensor data fusion algorithms for submarines and surface ships. The Virginia Alternate Compensatory Control Measure (ACCM) closed computer network enclaved where these multi-target multi-sensor data fusion are developed, evaluated, and tested implements the ACCM security control protocol to protect data collected at sea for submarine programs. Data for different submarine classes (e.g., Ohio Replacement, Virginia) are maintained separately; ACCM provides the safeguards to ensure that this data is maintained and compartmentalized accurately and consistently. The multi-target multi-sensor data fusion algorithms rely on a throughput compute cluster which is entirely based on Red Hat Enterprise Linux and Intel central processing unit (CPU) chips.

It is anticipated that the total value of this contract will be approximately for five (5) Network Attached Storage (NAS) servers with an option of five (5) additional NAS servers of which an estimated dollar value of must be solicited on a brand name basis to maintain consistency and compatibility with in service submarine and surface ship sonar systems.

BRAND NAME SPECIFICATION:

Operating System and Processor: The NAS servers require the Red Hat Enterprise Linux (RHEL) operating system and Intel processors to maintain consistency and compatibility with in service submarine and surface ship sonar systems (e.g. ARCI and SQQ-89). These in service systems run on Intel processors under the Red Hat Enterprise Linux operating system. To issue consistent results and performance are observed and to insure data and data formats are compatible and not corrupted, it is necessary to use hardware based on Intel processors running the Red Hat Enterprise Linux operating system. Use of other processors or another operating system could jeopardize results and corrupt data leading to significant cost to the Government due to trouble shooting and programmatic delays. Any problem caused by hardware or operating system differences to resolve will cost more than the potential savings from competition. Since these problems are often subtle, they typically require significantly to understand let alone resolve. Because of this it is in the best interest of the Government to award these components on a brand name basis.
