SOLE SOURCE JUSTIFICATION
CAPSULE LOADING COVERS (CLCs)
BACKGROUND:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Platform and
Payload Integration Department, Missiles/Precision Strike Division, (Code 401) is the In-Service
Engineering Agent (ISEA) and Acquisition Engineering Agent (AEA) for Tomahawk Capsules and Peculiar Support Equipment (PSE). As part of this responsibility, the Logistics Branch
(Code 4014) is tasked with supplying the Intermediate Maintenance Activities (IMAs) with spare parts to replenish inventories. There is a present need for the purchase of Capsule Loading
Covers (CLCs). The CLC is used to protect the TOMAHAWK Capsule Launching System
(CLS) Capsule Closure Assembly during handling, shipping and storage of the CLS All-Up-
Round.
Date of Delivery: Within 6 months after contract award.
REQUIREMENT:
The contractor shall provide the facilities, fabrication services and material required to manufacture, test and inspect Twenty Six (26) CLCs, in accordance with the drawing package
JCM-17759, Rev K. One exception that shall be adhered to is that on the hemisphere drawing
(JCM-17756), Zone B5/6, the reference dimension of .100 inches shall be modified as a fixed dimension with a tolerance of +/- .02 inches.
SOLE SOURCE JUSTIFICATION:
This is a challenging project which requires advanced vacuum forming capabilities in order to form the lexan polycarbonate dome to specifications and requires the use of a number of hard to find items. Due to a limited amount of Government Furnished Material which can be supplied to the contractor, it is critical that the contractor does not make mistakes and require the purchase of these hard to acquire items such as the lexan polycarbonate. If mistakes are made in the manufacture of this material and new material is required to be purchased, due to minimum buys the added cost of the needed material is likely to be between $40,000 and $60,000 and the lead time to acquire these materials may be lengthy.
Considerable resources have been invested in the CLCs, including research and development over the past nine years when Mantec was first awarded a contract to develop and produce the
CLCs. As a result, Mantec has the precision tooling required to produce the CLCs minimizing the risk in manufacturing the material.
The process of evaluating a new company is extensive and the oversight including First Article
Testing, is costly and time consuming. The historical records indicate that going with a new vendor will require at least 1200 engineering man hours including technical support and evaluation, deviation requests and approvals, and correcting discrepancies. This would take at least a year to accomplish for production and disburse to the fleet.
