v1.1_MAY2016

SOLE SOURCE JUSTIFICATION

Precision Aerospace Corporation

Closure Protective Covers

Background:

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Platform and Payload

Integration Department, Missiles/Precision Strike Division, (Code 401) is responsible for the design, development and maintenance of all Tomahawk All-Up-Round (AUR) Support & Test

Equipment (S&TE). As the In-Service Engineering Agent (ISEA) for such S&TE, the Logistics

Branch (Code 4014) is charged with the acquisition, maintenance, repair, modification, upgrade, prototyping, and periodic certification of tactical S&TE. In its capacity as the Logistics

Engineering Branch, Code 4014 has been tasked by the Tomahawk Program Sponsor (NAVAIR

PMA-280) with the acquisition of Closure Protective Covers (CPCs). Precision Aerospace

Corporation has been the sole manufacturer of the CPCs, and has manufactured them for the government under contracts N66604-17-P-2552, N00174-15-C-0025, N66604-08-C-3438, N66604-04-C-2857, N66604-03-C-6365, N66604-00-C-5766, N66604-95-C-A025, N66604-94-

C-A253, and N66604-93-CA488.

Requirement:

The contractor shall provide the facilities, fabrication services and material required to manufacture, test and inspect fourteen (14) CPCs, in accordance with drawing package JCM-

14865, Rev M.

Sole Source Justification:

The CPC is a critical component of the Tomahawk Weapons System, as it is used to protect the

Tomahawk Composite Capsule Launching System (CCLS) Capsule Closure Assembly during handling, shipping and storage. Since the CPC interfaces directly with the CCLS AUR, a manufacturing defect could cause an interface incompatibility and, therefore, unavailability for the movement of the AUR to the warfighter when called on to be used.

Precision Aerospace Corporation was the original manufacturer of the CPC and has been manufacturing them throughout the Tomahawk program. The Tomahawk missile has been a key component of the Navy arsenal for the past 25 years, and we cannot put this program at risk. The process and cost of qualifying a new vendor would add unneeded risk to the success of the

Tomahawk program. Additionally, we cannot afford delays or additional expense associated with having to qualify a new vendor for the First Article process. Precision Aerospace Corporation is the only company capable of meeting these requirements with the time and financial constraints of the program.
