Statement of Work

Procurement, Installation, and Training of Universal Load Test Frames

N6588818RC00567

1.0 SCOPE

1.1 Fleet Readiness Center South West (FRCSW) operates a fully functioning industrial electro-plating facility for the purpose of restoring dimensional and protective coatings to high-strength steel aircraft components. Necessary as a Quality Control (QC) measure is to ensure these processes do not cause hydrogen embrittlement. One method is to process representative coupons on a recurring schedule then physically test these coupons to determine whether any part of the process induces residual hydrogen thus embrittling the steel.

1.2 The Materials Engineering Laboratory (4.3.4) and the industrial facility (6.0) does not have the capability to perform hydrogen embrittlement testing in accordance with the methods described in the ASTM-F519 standard.

This Statement of Work describes the equipment necessary to establish the capability for FRCSW to conform to industry & Commander Fleet Readiness Center (COMFRC) process QC standards supporting hydrogen embrittlement testing.

1.3 In addition to Hydrogen Embrittlement testing, properly configured equipment will be utilized for Creep, Creep-

Rupture, and Stress-Rupture tests for monolithic, metallic materials, composite materials, and adhesive structural bond joints.

1.4 The Government requires four Universal Load Test Frames, (Systems), installation services, all associated equipment for the installation, testing/validation of the Systems and training services for FRCSW personnel to support the requirements described above.

Location:

Fleet Readiness Center Southwest (FRCSW)

Building 469 North, Room 241

2.6.

Additional requirements for specific capabilities, facility requirements, physical size limitation, accessories, and peripheral equipment are provided in the following paragraphs.

3.1.1 Maximum load frame dimensions shall not exceed 42”W x 21”D x 92”H (floor standing) or 62”H (tabletop).

3.1.2 Load frames shall be capable of 50kN (12,000lbf) axial force.

3.1.3 Electrical power requirement shall be 115 -120 VAC, 40 Amp maximum.

3.1.4 Load Frames shall be capable of repeated, sustained (up to 400 hrs) test loads of 90% design capacity without compromising repeatability, dependability, and durability.

3.1.5 Noise emission shall be less than 75dB during operations of 30 minutes or less and less than 68dB during operations greater than 30 minutes.

3.1.6 Minimally one of the four load frames shall incorporate the following features;

a. Automated, incremental load application compliant with the Incremental Step Loading (ISL) described in the specification referenced in paragraph 2.6.

b. Mechanical, electrical, and electronic adapters for furnace installation, control, and monitoring to enable testing per specifications listed in paragraphs 2.7 and 2.8. Configuration shall also provide for monitoring of specimen temperature at 4 separate surface locations, minimum.

3.1.7 Accessories for load frame described in 3.1.6:

a. Controller to control, monitor, and record load application and environmental temperature.

b. Portable user interface for system operation.

c. Furnace w/ integral, frame-specific design, capable of sustaining temperatures exceeding 2000 degrees F to enable testing described in the specification listed in paragraph 2.8.

3.1.8 Adapters: One complete adapter set shall be provided with each load frame. Adapter design shall facilitate load frame interface with ASTM F519 Type 1a.1 specimens/coupons.

3.2 TESTING & PERFORMANCE VERIFICATION:

Upon delivery and installation the vendor must perform Field Service System Startup Assistance for each of the load frames. A Field Service Engineer (FSE) will schedule a visit to set up each of the four load frames, ancillary devices & controllers as necessary to:

(1) Fully enable operation of the test equipment in accordance with ASTM F519 by responsible personnel.

(2) Verify/establish system repeatability and accuracy as defined in specifications identified in section 2.0.

Verification and calibration shall be compliant with the requirements of specifications listed in section 2.0 and a calibration report provided.

(3) The certificate of calibration must be in effect for a minimum of one calendar year.

3.3 ON-SITE TRAINING OF GOVERNMENT PERSONNEL:

The Government requires the contractor to provide comprehensive, on-site, one time training of designated FRCSW personnel (one to three individuals) to operate the equipment described in para 3.1 in a proficient manner with emphasis on ASTM F519 test protocols.

3.4 TECHNICAL SUPPORT:

During the warranty period, the Government requires that the contractor’s FSE or factory technical support personnel provide telephone support to FRCSW operators with basic inquiries regarding System operation and assistance in remediating basic hardware/software malfunctions. Support shall be rendered within 24-hours of notification by the Government via telephone at (619)545-8655, Monday-Thursday, 0800-1400 PST.
