SUMMARY OF CHANGES (REVISED)
1) The purpose of the subject amendment is to extend the closing date, to attach the latest spec (dated
Jan. 5th 2016) and to provide Q&A as follows:
‐ The closing date has now been extended to COB on January 21, 2016 ‐ The latest specification (dated Jan. 5th 2016) have been added as an attachment. This spec supersedes previous versions The Q&A is as follows:
Questions:
No one has quoted the contactors or the inductors to date. The issue is load break at the 0‐60HZ applied frequency.
Do you have a source for the resistive load switching contactors and main "Input Contactor" per sections 7.2.N, P & Q?
Also have questions on specification:
1. Section 7.2.F The load bank shall be fully tested. Avtron does not have the power requirements to load test.
2. Section 7.2.I. Metering will read fundamental 20‐65HZ (not down to 0HZ) using NEXUS 1250 digital meter with Ethernet and P40N display.
3. Section 7.4.3.L Isolation: The load bank control power transformer secondary and PT transformers are grounded as well as the load bank frame must be grounded by others once on site.
4. Section 9.1.G.b.a) These tests shall include 8 hours of continuous operation of each. Avtron does not have the power requirements to test.
Answers:
1. With respect to the question on testing, for clarification the specification only calls for testing of a single load module per Load Bank be tested during the specified continuous 8 hour test, not an entire Load Bank. Please verify that this is within vendor capabilities, or provide alternative tests or data that validates the individual load module design per Load Bank as specified.
2. With respect to questions concerning the "Input Contactor", the specification was changed to reflect the following:
Section 7.2
O. The Load Banks shall integrate an no‐load Input Isolation Device to isolate the Government supplied input source from the Load Banks.
Q. The ratings of the Input Isolation Device shall be compatible with the individual Load Bank power/voltage/current steady state and transient ratings.
R. The Input Isolation Device shall be designed to ensure personnel safety in accordance with NEMA ICS 7.1, IEEE 1566, and NFPA 70E.
Section 7.4
N65540-15-R-5177
K. The Load Bank shall provide a Hardwired Emergency Stop push button that would safely open the control power to the individual load segment interposing relays. The Emergency Stop push button shall be designed in accordance with IEEE 1566.
P. Auxiliary dry contacts shall be provided for each load segment contactor and auxiliary fan(s), for monitoring operating status by the Government supplied PLC.
3. With respect to metering the specification was changed to reflect the following:
Section 7.4
I. The AC Load Banks shall have a digital power meter with an Ethernet output to transmit the analog values defined below. The communication protocol used by the Ethernet output should be an industry standard protocol capable of communicating with a wide range of PLC manufacturers, including Allen Bradley Controllogix PLC product line. If an Ethernet output is not possible, a 4‐20 mA analog outputs would also be acceptable. If the analog output option is chosen, then terminal blocks/termination points shall be provided for wiring access to the Government supplied PLC. The digital power meter shall provide a minimum of the following signals:
1. Input voltage (RMS or Average as applicable)
2. Input current (RMS or Average as applicable)
3. Frequency (Hz) as applicable
4. Real Power (kW)
5. Reactive Power (kVAR) as applicable
6. Apparent Power (kVA) as applicable
7. Power Factor (lagging/leading) as applicable
J. The DC Load Banks shall have a digital power meter with an Ethernet output to transmit the analog values defined below.
4. Real Power (kW)
4. With respect to galvanic isolation the specification was changed to reflect the following:
Section 7.2 B. The Load Banks shall have a single Customer supplied separate 480‐volt auxiliary power for all fans, control equipment, and instrumentation.
Section 7.4.3 L. All controls shall be galvanically isolated from the main Load Bank input power which is ungrounded.
2) All other terms and conditions remain unchanged.
