The following items are applicable to this modification:
SUMMARY OF CHANGES (REVISED)
1) The purpose of the subject amendment is to answer the following questions. The closing date remains unchanged:
A. What oversight will be provided onsite during harvesting?
Reason – Numerous line items listed do not indicate what particular component they are associated with and/or location of the item. Numerous items listed show quantity as “ALL” with some of them providing no particular component they are associated with or location indicated.
- NAVSSES will provide oversight during harvesting and resolve any/all location/equipment discrepancies.
B. LM2500 Gas Turbines
1. Paragraphs 3.1.6, 3.2.6, etc. of solicitation states if special tooling is required, the Contractor shall provide and/or fabricate. Will this be the case for the GT’s or will they be provided by the government?
- NAVSSES will provide special tooling when a GT is removed.
2. Will NSWCCD be providing a technical representative for removal of gas turbines?
- Yes NAVSSES will provide technical reps for GT removal assistance.
C. Reefer Compressors What is the current status of the refrigeration system? Has the refrigerant been reclaimed from the systems?
- To the best of our knowledge the systems have been drained.
D. MRG Dehumidifiers Since the dehumidifiers are being removed, are there any special follow-up actions that have to be taken such as special preservation of MRG/layup or temporary DH installed.
- No special follow-up actions are necessary.
E. LO Service Pumps/Motors What is the current status of the main lube oil systems? Have they been drained?
- To the best of our knowledge the LO systems have been drained.
F. MK-75 Gun Mount Will NSWCCD be providing a technical representative for removal of gun mount?
- USCG will provide technical representatives for gun removal as they will take possession of the guns when removed.
G. Rudder Blades
There has been a note provided that historical records indicate that FFG 29 rudder blade could not be removed. Is there any indication that the same problem may exist on the FFG’s being harvested?
- To the best of our knowledge that problem does not exist on other FFGs.
H. Propeller Hub Will the Contractor be required to crate hubs, fill with oil and provide a head tank for extended storage or will these hubs be shipped back to the OEM to be refurbished to a RFI status?
- No, the hubs will be shipped to a refurbishing facility. The hubs may require crating or prepping for shipment to ease handling and prevent damage.
I. Fin Stabilizers
Line Item calls for removal of arm plus machinery associated to drive arm. Contractor is assuming arm is referring to the fin stabilizer blade and machinery associated to drive arm includes all hydraulics. Does it include electrical components that provide input to the stabilizers for movement?
- To the best of our knowledge it doesn’t include electrical components.
J. Sonar Dome It is the Contractors assumption that when it calls out the sonar dome in the line item, it is to include the array. Do the individual array cables have to remain intact (not cut)?
- To the best of our knowledge array cables can be cut. Cutting the stave cables is acceptable.
J.1 - Is it the government’s intent to actually harvest the sonar domes or will they be disposed of?
- To the best of our knowledge and depending on material condition, sonar domes that are removed will be refurbished.
J.2 - Is the government going to provide sonar dome cradles for removal and stowage?
- Yes, sonar domes to be refurbished will have cradles provided by government.
J.3 - Is the government going to provide a representative for accomplishing water to air exchange of sonar dome for drydocking?
- No, government will not provide a representative for this action.
K. Main Reduction Gear
If option is exercised for display ship preparations, paragraph 3.16.16 calls for the removal of the main reduction gear. It would be the Contractors intent to remove the reduction gears by disassembling the reduction gears in the space, unshipping the individual gears/components, preserving and crating the individual gears/components. Would this be an acceptable procedure?
- The Government does not intend to reuse the reduction gears. However, for the SSS clutch we will need that intact in case we need to cannibalize for piece parts for active USN ships or as a whole piece to FMS countries.
L. Does the time of performance mandated by the government include an allowance for tow preparations and towing from the PNBC to the shipyard and back to the PNBC?
- Yes government estimate allows for a reasonable amount of time for towing from PNBC to shipyard and back.
M. Will it be necessary to temporarily move other vessels out of the way in order to access any of the five (5) vessels for towing purposes?
- Yes, it might be necessary to temporarily move other vessels to access a FFG for towing purposes.
N. On pages 10 & 11/88 of the subject RFP, there is a long list of referenced drawings and technical manuals which were not posted with the specifications. How can we obtain the documents to support our estimating effort?
- For the drawing / tech manual / specification (not covered by the CD) we listed in SOW for estimating purposes, those items are identified and available to the public from web sites.
