HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)

(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.

(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

1) Drawings are made available upon request. In order to receive the drawings, a contractor must provide a mailing address and provide a copy of their current valid JCP certification that verfies they are allowed to receive these drawings.

JCP certification:

Technical Documents applicable to this requirement, which include a Distribution Statement other than “A”, will not be released with the solicitation. Such documents will be provided separately to the contractors who specifically request them from the contract specialist designated in this solicitation and are registeres in the Joint Certification Program (JCP), which is managed by the Defense Logistics Information Services (DLIS).

The Joint Certification Program establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed by DoD Directive 5230.25. This Directive sets forth policies, procedures and responsibilities for the withholding of unclassified technical data from public disclosure. DoD Directive 5230.4, a companion directive, establishes the distribution marking system for the DoD controlled technical documents. To become certified to receive controlled technical document, contractors must submit a complete DD Form 2345 to the JCO. Refer to www.dlis.dla.mil/jcp/ for additional information on obtaining the required certification.

Section C - Descriptions and Specifications

STATEMENT OF WORK

STATEMENT OF WORK – FFG-7 Class HARVESTING 1 Scope: NSWCCD-SSES is responsible to maintain current configuration and provide state-of-the-art technology and machinery reliability upgrades to the fleet in a timely fashion for Propulsion, Power Transmission, ship support systems, and electrical generation equipment, extending from the bow to stern. NSWCCD-SSES is also responsible for maintaining the remaining FFG-7 Class ships for lifecycle sustainment and supporting USCG, FMS cases and other ship classes as applicable. NSWCCD-SSES requires the contractor towing and dry docking of at least three (up to five) Naval Frigates(s), FFG-7 Class ship(s), which are located at the Philadelphia Naval Business Center (PNBC) Reserve Basin and the removal of various systems, including but not limited to the main propulsion shafting, controllable pitch propeller (CPP), main propulsion engines, pumps, motors and valves in a manner that provides the necessary means for the NSWCCD-SSES Code 933 lead engineer to assess damage before and after removal, if any, and package assets as directed by NSWCCD-SSES Code 933 lead engineer. The contractor will then be required to seal any openings to ensure watertight integrity of the ship, perform a stability analysis and properly balance the weight of the ship for a long ocean tow, undock the ship and tow back to Philadelphia Naval Business Center (PNBC) Reserve Basin.

The effort performed hereunder will be evaluated in accordance with the performance standards/acceptable quality levels described below and the evaluation here within:

3 Requirements:

3.1 The contractor, upon exercise of option, will provide technical services to

NSWCCD to accomplish removal of various propulsion shafting components beginning up to but no later than 30 days after completion of previous ship.

Provide technical services to NSWCCD to accomplish removal of various propulsion components. The Contractor will perform the following tasks for the USS BOONE (FFG-28) with an estimated period of performance of 5 weeks:

3.1.1 Removal of all items in USS BOONE FFG-28 SOW Tab on Exhibit A that do not require dry-docking.

3.1.2 Schedule and coordinate removal of propulsion system components with NSWCCD Code 933.

3.1.3 Contractor shall clean and preserve parts

3.1.4 Contractor shall secure covers and loose interfaces for ship towing.

Contractor shall cover the covers removed or any openings with plexiglass or wood covers. Paper covering will not be sufficient.

3.1.5 Contractor shall leak test hull cut prior to leaving dry dock. Contractor shall make all required repairs to obtain no leakage.

3.1.6 If special tooling is required, the contractor shall provide and/or fabricate.

3.1.7 Contractor to make possible hull cut to remove pieces as necessary.

3.1.8 Contractor shall weld and test pad eyes as required during the removal process and abide by all NAVSEA published standards.

3.1.9 Coordinate on-site engineering investigations with NSWCCD Code 933.

3.1.10 Provide all aforementioned equipment covered in MIL-T-17286D and/or

MIL-DTL-2845E to be packaged and preserved in accordance with the MIL-T- 17286D and/or MIL-DTL-2845E.

3.1.11 Package and preserve all equipment not covered in MIL-T-17286D and/or MIL-DTL-2845E in accordance with best commercial practice.

3.1.12 Contractor shall notify NSWCCD-SSES Code 933 lead engineer of scheduled completion of packaging of removed assets so NSWCCD-SSES can make shipping arrangements accordingly.

3.1.13 Design and install provisionary pieces to maintain the watertight integrity of the ship (i.e. stern tube seal vacancy) over an extended period of time after ship is undocked in accordance with references including NAVSEA Standard Items 009-77 and 009-24 and NAVSEA S0600-AA-PRO-160 CH16 Cofferdams.

3.1.14 Contractor shall ensure that removed assets are not damaged before, during or after removal.

3.1.15 Contractor shall ensure and perform the necessary work so that all insulation materials are in a sealed non-friable condition, including insulation whether it contains presumed asbestos containing material or not in accordance with NSTM-050, Table 9.

3.1.16 Contractor shall ensure and perform the necessary work so that all PACMs (presumed asbestos contain material) such as pipe installation, equipment installation, etc are in a sealed non-friable condition in accordance with NSTM-

050. Any compartments containing PACMs that are disturbed during inactivation work, equipment removals, or an existing condition must be certified by an asbestos qualified competent person as being safe for unrestricted entry and documentation sent to NSWCCD-SSES Code 933 Lead Engineer. Note- Asbestos contain material have been found to be in non-skid, especially in applications requiring additional fireproofing. Any non-skid to be removed, must be tested for the presents of PACMs. INACTSHIPMAINTO representatives may require additional testing of remaining non-skids.

3.1.17 Contractor must provide inventory of location, type and condition of all PACM installation to NSWCCD-SSES Code 933 lead engineer for approval.

3.1.18 Contractor shall tow ship from PNBC Reserve Basin to approved harvesting pier location (as determined in contract award) and harvest the ship for work to be performed. After work is performed, contractor shall then tow ship back to PNBC Reserve Basin and dock ship in location directed by NSWCCD-

SSES.

3.1.19 Contractor shall ballast the ship as required prior to all towings to approved harvesting pier location and back to PNBC Reserve Basin after work completion. Contractor shall provide documentation of stability analysis in accordance with SL740-AA-MAN-010 Rev 3, 1 July 2002,_US Navy Towing Manual and NSTM-050 to ensure a safe tow. Contractor shall ensure watertight integrity of the ship prior to towing in documentation in accordance with references including NAVSEA Standard Items 009-77 and Items 009-24 and NSTM-050 to ensure a safe tow. 3.1.20 Contractor shall abide by all OSHA standards concerning HAZMAT material found or discarded in accordance with NSTM-050, OSHA and local laws and regulations during all work performed and as applicable.

3.1.21 For any normally closed systems such as hydraulic, steam, electrical, water or otherwise that are opened as a result of removing equipment or removing sections of systems in way of equipment being removed, contractor shall ensure those systems are re-closed so that no release of media can occur, accumulate or be energized. If systems that are opened by contractor cannot be re-closed as a result of removing equipment or removing sections of systems in way of equipment being removed, contractor shall ensure those systems are completely drained, evacuated, gas-freed, prevented from accumulating other media, locked open and marked as open to prevent from being energized.

3.1.22 Contractor shall ensure and perform the necessary work so that all insulation materials are in a sealed non-friable condition, including insulation whether it contains presumed asbestos containing material or not in accordance with NSTM-050, Table 9.

Any compartments containing PACMs that are disturbed during inactivation work, equipment removals, or an existing condition must be certified by an asbestos qualified competent person as being safe for unrestricted entry and documentation sent to NSWCCD-SSES Code 933 Lead Engineer. Note- Asbestos contain material have been found to be in non-skid, especially in applications requiring additional fireproofing. Any non-skid to be removed, must be tested for the presents of PACMs. INACTSHIPMAINTO representatives may require additional testing of remaining non-skids.

After work is performed, contractor shall then tow ship back to PNBC Reserve Basin and dock ship in location directed by NSWCCD-

SSES.

3.2.19 Contractor shall ballast the ship as required prior to all towings to approved harvesting pier location and back to PNBC Reserve Basin after work completion. Contractor shall provide documentation of stability analysis in accordance with SL740-AA-MAN-010 Rev 3, 1 July 2002,_US Navy Towing Manual and NSTM-050 to ensure a safe tow. Contractor shall ensure watertight integrity of the ship prior to towing in documentation in accordance with references including NAVSEA Standard Items 009-77 and Items 009-24 and NSTM-050 to ensure a safe tow. If systems that are opened by contractor cannot be re-closed as a result of removing equipment or removing sections of systems in way of equipment being removed, contractor shall ensure those systems are completely drained, evacuated, gas-freed, prevented from accumulating other media, locked open and marked as open to prevent from being energized.

3.3.8 Contractor shall weld and test pad eyes as required during the removal process and abide by all NAVSEA published standards.

3.3.9 Coordinate on-site engineering investigations with NSWCCD Code 933.

3.6.4 Contractor shall provide staging for welding pad eyes.

3.6.5 Contractor shall Weld pad eyes and test.

3.6.6 Contractor shall provide gear element cradles and fabricate boxes for each removed MRG component.

3.6.7 Contractor shall establish enclosed, temperature controlled, staging area for removed parts.

3.6.8 Contractor shall clean and preserve parts as directed by NSWCCD Code
