QUESTIONS AND ANSWERS – SITE VISIT 03 JUN 2020
MTF Crane Replacement Pre-Proposal Inquiries
1. Do we have to use the existing electrification system and is the hot rail rated at 35A or is that the disconnect rating?
Answer: Yes, the existing electrification system must be used for the new crane. There will be no changes to it. The hot rail is rated for 35A. It was noted that a statement in para 2.3.3.12 was confusing as it stated in parenthesis that the system is not a 4 conductor system. This is incorrect and should read that the electrification system IS a 4 conductor system.
2. What is the weights for the major crane components?
Answer: We will provide the crane drawings in the proposal to allow for proper lift planning.
3. Can the existing crane be used to lift items during the project?
Answer: No, due to SWFLANT licensing and operations policies.
4. Will the contractors be required to do any work with the installed IMES monitoring system currently installed as part of the crane removal?
Answer: No, IMES Inc. will remove all components prior to commencement of the removal.
5. Will security procedures be similar to what the site visit members experienced?
Answer: Yes, it will be the same except that they will be given longer duration badges so they don’t have to go through the badging office every day. They will get vehicle passes for company work vehicles that will allow them to drive into the controlled area where the work site is. There will be no personally owned vehicles allowed into the controlled area.
6. Confirm that we want the UFGS spec for paint as specified in the proposal SOW.
Answer: Confirmed. We will be using this paint spec as a standard on all SWFLANT cranes in the future to combat the extreme corrosion issues at our facility.
7. Are there any restrictions on where equipment can go in the overhead?
Answer: No restrictions, as long as there is no contact with any structures or facility equipment in the overhead.
8. Can we get copies of the facility drawings for planning purposes?
Answer: Yes, we will provide them for upload into the solicitation.
9. Does the crane require explosive placarding?
Answer: No, that is only required to be posted in the facility at entry points.
10. Can we get the current crane drawings?
Answer: Yes, we will have them uploaded into the solicitation.
11. Can any pieces of the old crane be used with the new crane?
Answer: No, this is a completely new build and no components from the old crane will be used.
12. Do we have a copy of the NAVCRANCEN 11450.2 available for them to reference?
Answer: The current revision is posted on the NCC website for anyone who needs it.
13. Who is responsible for hot work permits in the facility?
Answer: SPK24 Crane group will coordinate with SPK60 Safety each week to ensure the hot work permits are issued when needed.
14. Do we need to do the floor loading calculations or can they be provided?
Answer: SPK24 will acquire the floor loading drawings for upload into the solicitation.
15. Please confirm tapered tread for drive wheels in A4 configuration?
Answer: Confirmed, the spec specifically requires tapered tread for bridge drive wheels only.
