About this file
This document is a justification for other than full and open competition for a federal contract opportunity issued by the Department of the Navy Strategic Systems Programs. The contract requires the removal and disposal of an existing 7.5-ton bridge crane and installation of a new 7.5-ton ordnance handling, double girder, pendant operated overhead electric traveling crane with a backup radio-controlled system in Building 3035 Motor Transfer Facility at Strategic Weapons Facility, Atlantic on board SUBASE Kings Bay, Georgia. The estimated value is $378,000. A brand name justification is being used to acquire the Magnetek XLTX/FLEX M wireless control system, as it is the only system approved for use at Strategic Weapons Facilities by the Strategic Systems Program due to its rigorous testing and certification process over 12 years to ensure safe operation around ordnance. Market research found no other mandatory sources that can supply the required crane. The requirement will be posted on FedBizOpps to allow interested parties to submit offers by the response date.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the Agency and Contracting Activity Department of the Navy Strategic Weapons Facility, Atlantic (SWFLANT) located at 1150 USS Los Angeles Road, Kings Bay, GA 31547-2634
2. Nature and/or Description of the Action Being Approved The acquisition of the supplies/services under a Brand Name Justification.
3. Description of Supplies/Services Required to Meet the Agency’s Needs
7.5 ton OET Crane Replacement in Motor Transfer Facility (MTF)
IGE $378,000.00
4. Statutory Authority Permitting Brand Name Justification This action is being executed in accordance with FAR 13.106(b)(1)(ii) as a particular brand-name item is required.
5. Rationale Supporting Use of the Authority
The Magnetek XLTX/FLEX M wireless control system is the only system that will be approved for use at the SWFs by SSP for ordnance handling facilities. It took 12 years of rigorous system evaluation and testing to ensure the system would not have an impact with the HERO unsafe ordnance that permeates the Trident D-5 mission. In addition, the system has also been vetted by the cybersecurity and information assurance divisions for compliance with all governing requirements. The Safety Assessment Report and risk assessment has been submitted to leadership and is in the final approval signature loop. If another system is procured and installed on the crane it will not be authorized for use and the cost of the system will be wasted funding. Initiating a study on a new system is extremely cost prohibitive in the range of $500K or more and will take years to accomplish.
6. Description of Market Research Conducted Surveyed the mandatory sources listed in FAR part 8 and they do not supply or manufacture OET cranes.
SWFLANT has contacted Navy Crane Center for information on crane procurement. They are the Navy authority for crane procurements. We have been given a procurement waiver to procure the crane but NCC still retains technical cognizance over specification and design, along with shop and final acceptance testing.
Also SWFLANT discussed the Weight Handling Equipment Manufacturers Approved Contractors list with NCC management at multiple meetings on which contractors have been added and which ones are being removed for performance.
