Section SF 30 - BLOCK 14 CONTINUATION PAGE

THIS SOLICITAITION IS BEING RE-ADVERTISED AS UNRESTRICTED ON 2

SEPTEMBER 2021 VIA AMENDMENT 0003 AND HAS A NEW CLOSING DATE OF 16

SEPTEMBER 2021. THIS SOLICITATION IS A CONFORMED COPY TO INCLUDE

ALL AMENDMENTS ISSUED HERETO.

AMENDMENT

The purpose of this amendment is:

1. Revise sections 1.2, 3.1.12 and 3.1.13 of the Statement of Work.

2. Extend the closing date to 12 August 2021.

3. Sections 2.1 and 2.2 of the Statement of Work documents are listed as attachments in Section J. A website is included for the document listed in Section 2.3.

4. Address questions regarding the solicitation as follows:

Question (i) Does the actuator have to have 300 ft lbs of torque? The valves only require around 100 ft lbs. Why is it necessary to have 300 ft lbs?

Answer (i) Section 3.1.12 has been revised from 300 lb-ft to 250 lb-ft.

Question (ii) Are you willing to accept an actuator with a digital position indicator vs a physical analog position indicator? If we can do less than 300 ft lbs we can do an analog position indicator.

Answer (ii) No, the government is not willing to accept actuator with a digital position indicator.

AMENDMENT 2

1. Revise Section 3.1.9 of the Statement of Work (SOW).

2. Change the NAICS Code.

3. Address additional concerns and provide more clarity regarding the solicitation as follows:

Essential Information for actuator sizing:

(i) Valve information: valve type (gate, BFV or other), required torque to operate, valve shaft information.

Valves are Gate Valves sized 8-10”. Breakdown: 8ea of 8” valves and 13ea of 10” valves. Because these are Gate Valves, Government requires that actuator shall be multi-turn with a minimum torque requirement of 250 ft-lbs. Valve shaft info is not needed because actuator will be mounted to a rigid rod assembly. Rigid Rod details can be found in item 3.1.13 of the SOW.

(ii) Supply voltage to the actuator.

Supply voltage to the actuator shall be 440V.

(iii) Application: Open/Close or positioning (with analog signal).

This requirement is stated at Section 3.1.9 of the SOW “Actuator shall be able to be commanded with discrete signals (OPEN/STOP/CLOSE) 3.1.10 Actuator shall provide position feedback via 4-20 mA transmitter output.”

(iv) Required operating time.

N/A. No requirement for operating time.

(v) Environmental conditions: Weatherproof or classified areas (XP).

N/A, this is in Section 3.1.3 of the SOW, “Actuator fasteners shall be equipped with corrosion Resistant material (CRES).”

(vi) Specific approvals required (FM/CSA or others).

N/A. No other specific approvals.

(vii) Operating time required

N/A. No requirement for operating time.

AMENDMENT 3

1. Extend the closing date to 16 September 2021.

2. Update the RFQ from small business set-aside to unrestricted

3. Update the clauses accordingly

This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

1.0.4.4 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.

1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:

(i) Confirm the conduct is in violation and when necessary direct the mode of further performance,

(ii) Countermand any communication regarded as a violation,

(iii) Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or

(iv) In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.
