AMENDMENT 2

The purpose of this amendment is:

1. Revise Section 3.1.9 of the Statement of Work (SOW).

2. Change the NAICS Code.

3. Address additional concerns and provide more clarity regarding the solicitation as follows:

Essential Information for actuator sizing:

(i) Valve information: valve type (gate, BFV or other), required torque to operate, valve shaft information.

Valves are Gate Valves sized 8-10”. Breakdown: 8ea of 8” valves and 13ea of 10” valves. Because these are

Gate Valves, Government requires that actuator shall be multi-turn with a minimum torque requirement of 250 ft-lbs. Valve shaft info is not needed because actuator will be mounted to a rigid rod assembly. Rigid Rod details can be found in item 3.1.13 of the SOW.

(ii) Supply voltage to the actuator.

Supply voltage to the actuator shall be 440V.

(iii) Application: Open/Close or positioning (with analog signal).

This requirement is stated at Section 3.1.9 of the SOW “Actuator shall be able to be commanded with discrete signals (OPEN/STOP/CLOSE) 3.1.10 Actuator shall provide position feedback via 4-20 mA transmitter output.”

(iv) Required operating time.

N/A. No requirement for operating time.

(v) Environmental conditions: Weatherproof or classified areas (XP).

N/A, this is in Section 3.1.3 of the SOW, “Actuator fasteners shall be equipped with corrosion

Resistant material (CRES).”

(vi) Specific approvals required (FM/CSA or others).

N/A. No other specific approvals.

(vii) Operating time required

N/A. No requirement for operating time.

SECTION A - SOLICITATION/CONTRACT FORM

The standard size code has changed from $16,500,000 to 750.

SECTION B - SUPPLIES OR SERVICES AND PRICES

CLIN 0001 -- CLIN 0004

The NAICS code has changed from 541990 to 332911.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation.

This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

1.0.4.4 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. The notice should include the date, nature, and circumstances of the conduct; the name, function, and activity of each Government employee or Contractor official or employee involved or knowledgeable about such conduct; identify any documents or substance of any oral communication involved in the conduct; and the Contractor's estimated date when, absent a response, cost, schedule or performance will be impacted.

Contractor.

1.1 BACKGROUND

The Auxiliary System Branch (Code 413) of the Naval Surface Warfare Center, Philadelphia

Division (NSWCPD) provides engineering support for the surface fleet Ballast/Deballasting

Systems. Current program under Branch 413’s responsibility is to provide engineering support for a Ballast Control System installation aboard Floating Drydock DYNAMIC (AFDL-6).

Branch 413 has been tasked with procurement of Valve Actuators and associated mounting assemblies which are to be installed as part of this Ship Alteration.

1.2 SCOPE OF WORK

The Contractor shall provide twenty-one (21) Valve Actuator Assemblies and associated twenty

(20) Spline Adapters. Upon delivery to Government, contractor shall provide applicable

Manufacturer’s Operation Manual and product assembly drawings. Technical manuals shall include operating and maintenance procedures, troubleshooting, and parts lists. Assembly drawings shall include Bill of Materials (BOM).

2.0 APPLICABLE DOCUMENTS

2.1 ISA-96.02.01-2007, Guidelines for the Specification of Electric Valve Actuators

2.2 Pub111-103-00_1117, General specification multi-turn electric actuators

2. 3 American Bureau of Shipping (ABS) Rules for Building and Classing Marine Vessels, https://ww2.eagle.org/en/rules-and-resources/rules-and-guides.html

The Contractor shall reference and utilize the latest version available when performing tasks within this SOW.

3.0. REQUIREMENTS

3.1 Actuator and Mounting Requirements

3.1.1 Reserved.

3.1.2 Actuators shall be intrusive which allows personal to access inside of actuator enclosure when necessary to provide maintenance and adjustments.

3.1.3 Actuator shall consist of the mechanical and electrical components in an enclosure.

Actuator fasteners shall be equipped with corrosion resistant material (CRES).

3.1.4 Actuator handwheel shall be non-rising. The valve shall close by a clockwise rotation of the handwheel.

3.1.5 Actuator shall be provided with a differential drive or with a positive engagement, non-slipping motor priority mechanism to automatically shift from the electric to manual and the manual to electric mode of operation. Electric operation shall not cause the handwheel to turn.

Failure of electrical components shall not prevent manual actuation of the valve.

3.1.6 Valve stem travel in both opening and shutting directions shall have the ability to be stopped by means of a limit switch activated by stem position and by and another adjustable switch activated by torque applied to the valve stem by the actuator. The position limit switch shall be capable of adjusting the valve stroke such that the valve stem will cycle between any two points within the allowable range of stem travel as determined by valve design.

3.1.7 Actuator shall be equipped with a local mechanical position indicator. The mechanism must indicate the open, shut, and intermediate positions using a linear or dial type indicator. Dial type indicators shall have maximum travel of 180 degrees and shall include stops at the extremes to preclude travel overlap.

3.1.8 Actuator shall be self-lubricated thus resulting in minimal maintenance. Maintenance requirements shall not require removal or complete disassembly of actuator.

3.1.9 Actuator shall be able to be commanded with discrete signals (OPEN/STOP/CLOSE).

Actuator shall be multi-turn capable of operating gate valves sized 8-10

3.1.10 Actuator shall provide position feedback via 4-20 mA transmitter output.

3.1.11 Actuator shall contain a thermal sensor that shall remove power from the motor if the motor winding temperature exceeds the thermal rating of the motor insulation system a.k.a. thermal overload.

3.1.12 Actuator shall be capable of exerting, at a minimum, 250 lb-ft of Torque.

3.1.13 Spline Adapters shall be suitable to mating actuator with a non-rising rigid rod assembly sized with 1-3/8” diameter.
