Naval Surface Warfare Center, Philadelphia Division (NSWCPD’s response to questions)
Item 1 - The RFQ states:
1.9 EXECUTION OF WORK: The Contractor’s and subcontractor(’s) work must be performed during normal duty hours from 0700 to 1900, Monday through Friday. Any work requiring shutdown or temporary disruption of electrical, mechanical, security and fire-protection systems may be performed off normal duty hours subject to approval from the NSWCPD TPOC. Off-hour work must be coordinated with the NSWCPD TPOC. NOTE: Bldg. 4 is occupied by approximately 1,000 personnel working within the hours of 0500 to 1900, Monday through Friday. During the work, building entrances must continue to provide full and normal ingress and egress and emergency-exit egress.
Q1: Question: Does the building have any entrances on either Kitty Hawk Ave. or Flagship Ave. that would restrict crane activities to load and off-load materials during normal work hours? We would need one lane for materials and no foot traffic below the swing radius. If this is not acceptable, will crane activities be limited to off-hours or weekends?
A1: Access by crane would not be a problem as entrances and walkways can be secured or the parking lot area can be used for crane set up, but entrances must remain open and usable for emergency exit.
Item 2: - The RFQ states:
1.11 QUALITY CONTROL (QC) AND DAILY PRODUCTION REPORTS: The Contractor must submit a “Contractor Production Report” on the form of Attachment 2 as approved by the NSWCPD TPOC. Reports are required for each day work is performed. Account for each calendar day throughout the life of the Contract. The reporting of work must be identified by terminology consistent with the construction schedule. Enter pertinent information including directions received, problems encountered during construction, work progress and delays, conflicts or errors in the drawings or specifications, field changes, safety hazards encountered, instructions given and corrective actions taken, delays encountered and a record of visitors to the work site, quality control problem areas, deviations from the QC Plan, construction deficiencies encountered, meetings held. The completed reports are to be submitted to the NSWCPD TPOC by 1000 the following day.
Q2: Question: Section 1.11 mentions a QC Plan. Please confirm that this is required.
A2: No QC Plan will be required. Section 1.11 included in this Amendment has been revised.
Q3: Question: Will any other plans (Fall Protection, APP, EPP…) be necessary outside of those provided with the solicitation?
A3: No additional plans (Fall Protection, APP, EPP…) will be required at time of quotation submission.
Any job specific plans will be addressed per Attachment 6, Activity Hazard Analysis (AHA).
Item 3 – The RFQ states:
1.12 CLEAN-UP OF SITE: Maintain a clean and safe worksite. Remove all scrap materials, waste, and debris from work site on a daily basis. Contractors are not permitted to use Government dumpsters or other Contractor dumpsters for disposal of debris. Do not use building restrooms occupied by NSWCPD personnel for cleaning of equipment.
Q4: Question: Photo 8 shows a proposed dumpster laydown area, is there ready access to this location to drop a dumpster?
A4: Photo 8 was included with the initial RFQ as an administrative error. This photo is hereby deleted.
The eventual successful offeror will be required to advise the TPOC of a recommended site for dumpster laydown for government approval.
Q5: Question: Are there any below-grade utilities that require protection?
A5: No.
Q6: Question: Will the contractor be responsible for site restoration costs for any damage to the area?
A6: Yes.
Item 4 – The RFQ states:
1.15 DUST AND ODOR CONTROL: Dust, air-borne particles, and odor resulting from prosecution of any definable feature of the work must be controlled to prevent the spread of dust and odors to occupied portions of the site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution. Note: The prevention and control of odors is especially important when roof work is performed adjacent to building HVAC-outside-air intakes, return ductwork, vents, or other building penetrations.
Q7: Question: With an adhered system (assumed and recommended) for the trough gutter locations, there is a possibility of odors reaching the interior of the building. Will this work be required to be performed off-hours or require an interior barrier system with negative pressure?
A7: This will only be an issue around air intakes on the Bldg 4 roof. Contractor shall coordinate with the TPOC to secure the outside air intakes when working in proximity. MSDS Sheets will need to be provided for any VOC used as well as any other compound with an odor that has potential to migrate inside our air system.
Q8: Question: If interior protection is required, please provide pictures, elevation and access details for the interior of the trough gutter system and overall requirements.
A8: See question 7.
Item 5 – The RFQ states:
1.16 SUPERVISION AND CONTRACTOR PERSONNEL: The Contractor must have at least one qualified supervisor, i.e., Project Superintendent, capable of reading, writing, and conversing fluently in the English language on the work site full-time during all working hours. The Contractor must provide personnel and subcontractors meeting the minimum requirements or qualifications stated in Section 2, Detailed Description of Work, below. A minimum of two Contractor personnel are required to perform the functions of Project Superintendent, Site Safety and Health Officer (SSHO), and Contractor Quality Control System Manager (CQCSM); the latter two personnel responsibilities are described in Subsections 1.16.1 and 1.16.2 below:
Q9: Question: Please confirm that personnel acting as SSHO per section 1.16.1 Site Safety and Health Officer
(SSHO) will require OSHA 30-Hour Certification.
A9: Yes.
Q10: Question: Please confirm that personnel acting as QCM per section 1.16.2 Contractor Quality Control
System Manager (CQCSM) will require USACE CQM certifications to qualify for the position.
A10: No, it is not required.
Item 6 – The RFQ states:
1.23 INSTALLATION SECURITY REQUIREMENTS: No employee or representative of the Contractor will be admitted to the work site unless the employee has satisfactorily completed an installation-pass application form (business/Contractor-employee) and has furnished satisfactory proof that the employee is a citizen of the United States.
The Government Security Office must approve each installation-pass application before the employee or representative will be authorized admittance to the work site by NSWCPD. Read SOW Sections 1.24 and 3.7 below for additional access-and-security-related details and requirements.
Q11: Question: With the on-going Coronavirus/COVID-19 pandemic, are there any changes and/or delays to the badging process as listed in the solicitation?
A11: Yes, there are additional requirements for both badging and site access. The Government will work jointly with the Contractor to facilitate the process. TPOC will work with the Contractor in these matters.
Item 7 – The RFQ states:
2.2 TROUGH GUTTER REPAIRS: (See photographs 1 to 4 in Attachment 5)
2.2.2 The contractor shall remove and dispose of the existing Ethylene Propylene Diene Monomer (EPDM) liner and any remaining caulk around skylights, approximately 1500 square feet (SF) of EPDM and 1500 linear feet (LF) of caulking.

A19: Caulking is around the glass panels and frames. Refer to existing pictures 1 thru 6. Drawings are not available.
Q20: Question: Is the existing metal grating fully removable and were can it be stored on-site?
A20: Yes, it shall be marked and stored as close to the area it was removed from.
Q21: Question: Please confirm protection of the surrounding skylight system is required?
A21: Yes.
2.2.3 The Contractor shall provide and secure EPDM liner on the inside of the trough gutters such that it completely lines the gutter up to the standing seam roof. The contractor shall also install caulking along all seams marrying and sealing the liner with the skylight sealant. The grading of the trough gutters must be properly constructed and set so that rainwater can flow to the proper downspout.
Q22: Question: How should the new EPDM liner be attached?
