SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 29-Jun-2018 04:00 PM to 06-Jul-2018 04:00 PM.

The following have been added by full text:

QUESTIONS AND ANSWERS

Question 1: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Answer 1: This is a new requirement.

Question 2: As a SBSA [it is] understood that the Prime must provide at least 51% of the work/cost. However, if the Prime (small business) has multiple small businesses as subcontractors can their work be applied to the 51%?

Answer 2: The RFP contains contract clause 52.219-14 “Limitations on Subcontracting” by reference. This clause states in paragraph (c)(1) that “at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.”

Question 3: Is the Table of Contents part of the overall page count?

Answer 3: No, Table of Contents is not part of the overall page count.

Question 4: Page 12, Section 1.1 lists examples of the HM&E machinery and systems that are supported by the engineering and technical services described under the SOW of this solicitation. Please list specific systems referenced as Amphibious Assault Systems.

Answer 4: This section of the Statement of Work is background information. Specific systems will be identified in subsequent task orders, when requirements are well defined.

Question 5: On Page 104, 2nd Paragraph, last sentence you state: “the technical proposal shall be page numbered, contain a table of contents, be organized in the following three (3) sections.” What are the three (3) Sections that you are referring to, as there are six (6) sections/factors in the technical proposal?

Answer 5: This paragraph has been corrected via this amendment. Technical proposals shall be organizaed into six(6) section/factors.

Question 6: On page 26, Section 10.1.1 Key Personnel, the Labor Category Engineering Technician V (Electrical/Electronic) calls for target experience of eight (8) years of experience…“including the repair and maintenance of valves and associated equipment.” Is this requirement written in error?

Answer 6: This requirement has been modified via this amendment.

Question 7: On page 20, SOW Section 3.5.1.10 refers to the Vertical Launch System (VLS). Is this requirement written in error? If not, please clarify or expound on the requirement.

Answer 7: No, this requirement is not written in error. This requirement will be expounded upon, if necessary, at the task order level when requirements are more specifically defined.

Question 8: On page 20, SOW section 3.5.1.11 refers to 60 HZ and 400HZ electrical Power distro systems. Is this requirement written in error? If not, please clarify or expound on the requirement.

Answer 8: No, this requirement is not listed in error. This requirement will be expounded upon, if necessary, at the task order level when requirements are more specifically defined.

Question 9: Section 3.3.2 Alteration Installations/Repairs performed in accordance with Tech Spec TS9090-310 (latest rev) appears to be missing paragraphs 3.3.2.7 through 3.3.2.10. Are these missing or is there an error in the numbering sequence?

Answer 9: There is an error in the number sequence. The numbering sequence has been corrected via this amendment.

Question 10: As questions are due 15 days after issuance of the proposal, will the government grant an extension of time, in order to allow sufficient time for the government’s responses and incorporation of responses into our proposals?

Answer 10: The due date for proposals has been extended to 06 July 2018.

Question 11: Page 103, Section 2.1 references a Small Business Participation and Commitment Document (SBPCD) and page 84 references the DD form 254.

Page 84 reads: HQ J-2-0002 CONTRACT LANGUAGE FOR SECTION J

The following document(s), exhibit(s), and other attachment(s) form a part of this contract: Contract Data Requirements List, DD Form 1423 – Exhibit A, CDRLs A001-A011; page(s) 11; Contract Security Classification Specification, DD Form 254 – Attachment 1, page(s)1; Labor Rate Substantiation Table - Attachment 2, page(s) 1;

Cost Summary Format - Attachment 3, page(s)1;

There were only 3 attachments to the Solicitation: Cost Summary, Rate Substantiation Table and CDRLs. Was this a typographical error or do you plan to provide the SBPCD and DD form 254 in an amendment?

Answer 11: Any reference to the SBPCD was included in the RFP in error. All references have been removed via this amendment. The DD 254 was still in process and has been added as an attachment via this amendment.

Question 12: In reference to the subject RFP, can you confirm that the address provided 5001 S. Broad ST, Philadelphia, PA 19112, is a recognizable delivery address for both UPS and FEDEX?

Answer 12: Yes, the above stated address is a recognizable delivery address.

Question 13: On page 112 under Best Value (trade off) Factors Factor 6 is not listed in the order of importance, can the Government clarify where Factor 6 falls in under the order of importance?

Answer 13: This section has been corrected via this amendment to include Factor 6.

Question 14: Page 103 under Section 2.1 PROPOSAL the solicitation states that Small Business Participation and Commitment Document (SBPCD) and Small Business Individual Subcontracting Plan are excluded from the page count, but these sections are not mentioned again in Section L. Is this a typo and are these sections not relevant to this total small business set aside solicitation?

Answer 14: Any references to the SBPCD and Small Business Subcontracting Plan were included in the RFP in error. All references have been removed via this amendment.

Question 15: Page 103 under Section 2.1 PROPOSAL the Quality Assurance Plan is excluded from the page count, but the Quality Management System (QMS) Acceptance Letter and QMS Level 1 and Level 2 Procedures are not excluded. Will the Government also consider excluding the Quality Management System (QMS) Acceptance Letter and QMS Level 1 and Level 2 Procedures from the page count? These items will not fit within the 50 page limit.

Answer 15: This section has been modified via this amendment to exclude the QMS Acceptance Letter and QMS Procedures from the page limit.

Question 16: Page 22 under Section 4. DATA REQUIREMENTS lists 4.11 Small Business Participation Commitment (CDRL A011), but a Small Business Participation Commitment should not be required for this total small business set aside solicitation. Will the Government remove mention of this CDRL?

Answer 16: Any reference to the SBPCD was included in the RFP in error. All references have been removed via this amendment.

Question 17: Page 112 under Acceptable/Unacceptable factors states the following “Offeror must receive a rating of “acceptable” for all three of the above factors in order to receive an award.” but there are only two factors listed (Factor 1 and Factor 2). Can the Government please clarify what the third acceptable/unacceptable factor is?

Answer 17: Mention of a third factor was done in error. This section has been modified via this amendment.

Question 18: Page 26 under the labor category requirements for Engineering Technician V (Electrical/Electronic), the requirement states that the individual should have completed a mechanical oriented course of study including electronic theory of the operation and maintenance of electronics and test equipment. Would the Government confirm that a mechanical oriented course is correct here?

Answer 18: This labor category has been modified via this amendment.
