SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SUMMARY OF CHANGES

Questions and answers regarding 17-R-0012

1. Question: For section 3.2.16. Conduct Electromagnetic Interference (EMI) surveys as required. Which military standards are required for the EMI surveys? Which sections within the military standards are required for approval?

Answer: MIL STD-461 and MIL STD 464 are standards related to and required for EMI surveys.

2. Question: For section 3.2.22 Prepare technical reports on commercial land base and test site fluid, mechanical, electrical and structural systems as required. What technical reports are required for system’s approval?

Answer: There are not any other specifics related to the technical reports other than they are required for the systems mentioned above. The details needed for the reports will be outlined as they are needed for those systems.

3. Question: For section 3.2.25 Conduct Finite Element Analysis (FEA) as required. What type of analysis is allowed? i.e. Hand calculations or computer simulated.

Answer: FEA can be quite involved mathematically so computer simulated calculations is preferred.

4. Question: Are there any requirements for sea trails support or any underway periods that would be required? There may be requirements for underway periods.

Answer: NSTM spec 090 and the JFMM contain requirements pertaining to sea trials.

5. Question: Will the Government specify requirements related to proposal formatting?

Answer: The Government does specify requirements related to proposal formatting under (1) Solicitation, Offer and Award Documents, which require that a fully executed solicitation be returned as a separate document from the tech and cost proposals; and under (2) Technical Proposal which indicates the page limitations for both the introduction and the actual Technical Proposal. The technical proposal details will be based on the technical evaluation factors which follow.

6. Question: The instructions for the technical proposal indicate, “The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures to be followed.”

a. Considering the numerous requirements presented in the SOW, the detail called for by the RFP and the page restrictions are not compatible. Please clarify the requirement for “…a full explanation of the techniques, disciplines, and procedures to be followed.”

If this requirement remains as stated, the Factor and Subfactor sections do not indicate a place for this information. Please clarify where this information should be presented.

Answer: The requirement remains as stated. The place for this information will be in the technical proposal that you submit under each technical evaluation factor, which specifically states what information is to be provided.

7. Question: On Standard Form 33, the Government did not specify the number of calendar days that offerors' proposal should be good for. The norm is 180 days. Does the Government have a preferred number of days that offerors should include to accommodate the acceptance of offers?

Answer: The SF 33 indicates in block 12 that the proposal is valid for 60 days. "In compliance with the above, the undersigned agrees, if this offer is accepted within ________calendar days (60 calendar days unless a different, etc.....).

8. Question: In the instructions for Section 2: Factor 2 - Past Performance, the Government did not include the number of past performance contract examples that can be provided in offerors' proposals. Please clarify.

Answer: While there is no specific number of past performance contracts listed, the Government indicates that "offerors should provide relevant past performance information for similar or related work under contracts completed during the last 3 years." The number of contracts submitted under the proposal is at the discretion of the contractor, but it must be the same or similar relevancy and within the last 3 years.

9. Question: The labor hours’ table on page 5 and 6 of the RFP lists the junior engineer hours (excluding overtime) as 1,930 per year. Page 83 of 93 lists an FTE at 1,920 labor hours per year. Is 1,930 the correct number of labor hours for the junior engineer correct?

Answer: Yes, 1930 is the correct number of labor hours for the junior engineer.

10. Question: The labor hours table on page 5 of the RFP lists a Marine Specialist. Page 21 lists a Marine Machinist. Is this the same labor category? If so, which labor category title should be submitted in proposals?

Answer: The Marine Specialist and Marine Machinist are the same labor category. You can use either title when submitting your proposal since there are no other labor categories using the word "Marine" in the title.

11. Question: The labor hours’ table on page 6 of the RFP lists a Support Asst. Page 22 lists a Support Person. Is this the same labor category? If so, which labor category title should be submitted in proposals?

Answer: The Support Person and Support Asst. are the same labor category. You can use either title when submitting your proposal. The Support Person/Asst. is not to be confused with the Program Support Asst., which is a different category.

12. Question: RFP page 17 (paragraph 8.0) states, “No classified data will be generated or stored by the Contractor.” This seems to contradict the DD254 and the Facility Security Clearance clause on page 80. Is a facility security clearance required to this effort?

Answer: A security clearance is required.

13. Question: Is this contract covered by the Service Contract Labor Standards? Is so, please provide the appropriate wage determinations.

Answer: No, this contract is not cover by the Service Contract Labor Standards.

14. Question: RFP page 77 of 93 references FAR clause 252.215-7009, Proposal Adequacy Checklist. Are we required to submit the checklist with our proposal? If so, where should it be included?

Answer: With regards to the Proposal Adequacy Checklist, yes, you are required to submit the checklist. The checklist may address requirements which are not in the solicitation, therefore you only need to address what is required in the solicitation. There is no specific place to include the checklist, so you can include it where you would like to include it.

15. Question: For the Jr Engineer, should we move 10 of the hours to the OT column? Or does the gov't want us to bid two people for that position to cover the extra 10 hours that are above one FTE? Please note that the base labor hours for every other labor category equals an even number of FTEs. It doesn't seem correct to have bid another person just to cover 10 hours over an entire year. I recommend an amendment changing those extra 10 to OT so that offerors do not have to bid two personnel for this position.

Answer: The Junior Engineer will remain at 1930 hours. The hours are estimated only. The Government cannot guide you as to how you should bid.
