Responses to Questions – RFQ - N64498-16-T-0077
1) Question: "It states in NSWCPD Lubricating Oil Tank Technical Specification section 5 Performance Requirements, A.Design "The nominal overall height of each tank shall be 4'-4". The drawings show @ 57.125" OAH which would give a capacity of approximately 2967 gallons. Which is correct?"
NSWCPD Response: A volume of 2700 gal total capacity is required for each tank. Further clarification by NSWCPD is warranted for the tank dimensions listed in Appendix B required to achieve this capacity. NSWCPD has provided the following nominal tank dimensions in section 5.A of Appendix B: "Each tank shall have a nominal overall width of 5'-0". The nominal overall height of each tank shall be 4'-4". The overall length of each tank shall be as required to attain an overall volume of 2,700 gallons for each tank but shall not exceed 16'-8". NSWCPD has calculated a nominal overall length of 16'-8" to attain this required volume."
Appendix B, however, does not specify the following: These estimated dimensions include only the rectangular dimensions of each tank and do not include the height/width of the I-beam base or the dimensions of nozzles which protrude out from each tank plate. The term "overall" in section 5.A should not have been used as these dimensions only apply to the rectangular tank, not nozzles and base.
As shown on Figure 1 (Front Side Elev View) for the lube oil sump tank, the tank height (as measured from the top of the I-beam base to the top plate) is (7'-4 13/16") - (1'-0") - (1'- 7 9/16") - (5 1/4") = 4'-4". The 4'-4" dimension line shown on the right hand side of this same view was incorrectly positioned; it should be from the top of the I-beam base to the top plate of the tank.
As shown in Figure 3 (Front Side Elev View) for the overflow tank, the dimension "4'-4" (OVERALL TANK HEIGHT)" is shown on the right hand side and has been correctly positioned on the drawing.
Minor deviations from the tank dimensions 4'-4", 5'-0", and 16'-8" (increase only) included in Appendix B required to achieve a total capacity of 2700 gal are permissible only if these deviations are listed in the vendor's RFQ and approved by NSWCPD prior to contract award.
2) Question: "Is this opportunity for the install also or just providing the tanks?"
NSWCPD Response: This procurement is only to provide the qty (2) lubricating oil tanks. Please see section 4.4 of Appendix B. NSWCPD will off-load the tanks at Bldg 542 and install both tanks at Bldg 633 to support the test site. NSWCPD will prepare the site for placement of the furnished equipment at the test site location. NSWCPD will install the tanks per the drawing and install all interface connections. Rigging/lifting instructions from the vendor would be helpful.
