(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.

(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

Description: Ship Service Diesel Generator

1 INTRODUCTION

This purchase specification and the enclosed Appendices A, B, and C (as applicable) define the requirements in their entirety. The system supplier shall provide all technical documentation as defined by these requirements. The system supplier shall identify any exceptions to the requirements.

2 DESCRIPTION

This specification is for the Ship Service Generator to replace the existing generator end of the current ship service diesel generator (SSDG) for the USS Whidbey Island (LSD-41 &

49) Class Ship. The Generator shall comply with the ABS NVR Part 3, Chapter 3, and Section 2 as pertaining to Mil-G-21296, MIL-DTL-16036L, as applicable, and the requirements of this specification. Where there may be a conflict, this specification shall take precedence. The new generator, in conjunction with the existing Diesel Engine, shall be able to provide at least 1600 kW (electrical) at 450 VAC, 60 Hz, 0.8 power factor, when operating continuously as defined in Section 4.

The typical Electric Plant operating modes will be:

(a) Parallel Operation – When generators will be operating in parallel and means will be provided to divide the reactive power equally between the generators.

(b) Split Bus Operation – When the forward pair of generators and the aft set of generators will be operated off isolated buses

(c) Single Mode Operation – When any one of the generators will provide power to its respective bus.

3 SCOPE OF SUPPLY

The following components shall be furnished by the Supplier:

(a) Generator - Continuous power, AC generator with rotating brushless exciter, Salt-

Water Cooled.

(b) Permanent Magnet Alternator, 3 phase alternator attached to the bearing end (non-drive end) of the generator for field flashing and to support generator excitation.

(c) Potential and Current Transformers providing signals from generator output.

(d) Included Flexible Coupling to suit the Prime-Mover Generator interface.

5 DESIGN STANDARDS AND CRITERIA

5.1 Generator Rating

Each generator shall be capable of the following continuous rating: 1600 kW (electrical) at 60 Hz, 3 phase ungrounded delta, 0.8 power factor and shall meet the overload ratings per section 5.3.2.

5.2 Conditions under which the Generator must operate

Design climatic conditions at which the Generator must operate are given in Appendix A.

It shall be assumed that the existing prime mover shall maintain lubrication and shall experience no loss of fluids under ship motion conditions as specified in Appendix A.

5.3 Detailed Requirements

5.3.1 Generator Requirements

The Generator shall be synchronous generator meeting the electrical requirements defined in Table. The generator shall meet the requirements of ANSI C50.10 and C50.13 or C50.14 (as applicable).

5.3.2 Load and Overload

The Generator shall be capable of delivering rated kW load at rated power factor continuously at the rating conditions specified.

The Generator shall be capable of delivering 110 percent of rated kW load at rated power factor for 8 hours of each 24 hour period without part failure or deterioration of the Generator life.

The Generator shall be capable of delivering 150 percent of rated kW load at 0.5 power factor for 5 minutes of each 8 hour period without part failure or deterioration of the Generator life

5.3.3 Short Circuit

Each Generator shall be capable of withstanding, without damage to the unit, a single phase or three phase short circuit fault at the generator terminals for a period of time determined by I2t=180, where I is the sustained value of line current on a per unit basis and t is time in seconds. The sustained value of current during a short circuit shall not be less than 3.2 times per unit.

5.3.4 Voltage Balance

Under any condition from no load to rated load, the variation in output voltage between phases shall not exceed 5 %.

5.3.5 Waveform

The deviation factor of the open-circuit terminal voltage on any phase shall not exceed 5%. The total harmonic distortion of the output voltage waveform shall not exceed 1% over the operating range from no load to rated load (assuming linear load condition only), nor shall any single component of the output voltage harmonic distortion exceed 0.3%.

5.3.6 Windings

The armature windings shall be secured by slot wedges. Field coils shall be secured so that they cannot become loose or damaged by vibration or produce vibration due to shifting of the coil position.

Damper bars (amortisseur windings) shall be interconnected between poles. All winding connections which are not bolted together shall be silver brazed.

Details of the insulation system (slot liners, individual wire insulation, turn insulation, VPI insulation of formed coils or assembled windings, etc.) shall be provided.

5.3.7 Terminal Boxes

Terminal box(es) will be mounted on the generator frame/enclosure to facilitate shipboard installation of interconnecting cabling.

Main Power Terminal Box(es) The generator shall be provided with one main terminal box meeting the following requirements:

(a) The terminal box shall be accessed from the side and shall accommodate all main power cables and cable terminations.

(b) Phases shall be separated from ground and each other by barriers of insulating material. Identification of phase ends shall be provided.

(c) The terminal box shall be provided with a removable access cover having reusable gaskets and removable non-magnetic plates to accommodate cable transits or stuffing tubes.

(d) Current transformers, complete with protective devices, shall be mounted on the generator and located in main generator terminal box.

Auxiliary Terminal Boxes The generator shall be provided with one or more auxiliary terminal boxes that shall be used as a connection termination point for all incoming auxiliary cables associated with the generator. These incoming cables shall include but not be limited to circuits associated with the anti-condensation heaters, protective devices, and alarm and monitoring circuits.

The auxiliary terminal boxes shall be provided with a removable access cover having reusable gaskets and removable non-magnetic plates to accommodate cable transits or stuffing tubes.

5.3.8 Rotor Construction

A salient pole rotor shall be provided with keys in conjunction with a shrink fit to prevent movement of the spider on the shaft. A pin through the shaft or welding shall not be used to prevent axial displacement. Spiders constructed of individual flutes welded to the shaft may be used if pre-heat and stress-relieving procedures are employed in accordance with NAVSEA Publication S9074-AR-GIB-010/278.

Field poles and pole shoes of a salient pole rotor shall not be secured by dowels or in such a manner as to prevent removal and replacement. The stress resulting from the method of securing poles to the spider shall be less than half the elastic limit of the material at rated speed. The assembled rotor (with field windings, brushless exciter, and permanent magnet alternator installed) shall be dynamically balanced in accordance with the requirements of MIL-STD-167-1.

5.3.9 Bus Assemblies

Bus bars and bus connections shall be of copper, silver surfaced at the contact areas up to 1 inch past the joint area. The entire bus may be silver plated at the discretion of the contractor. Silver surfacing shall be accomplished by plating using 99.9 percent pure silver and shall confirm to the requirements of QQ-S-365 except that the silver plate shall be not less than 0.005 mm (0.0002-inch) thick. Threaded surfaces shall have silver thickness of at least 0.005 mm (0.0002 inch).

5.3.10 Generator Bearings

Generator bearings shall be force-fed, sleeve-type bearing, split through the horizontal with liners. The design shall permit removal and replacement of the bearing liners without removing the rotor from the frame or removing the coupling from the drive end.

Bearings shall be self-aligning.

The lubrication system shall prevent oil or oil-laden vapor from leaking or migrating from the oil seal, bearing housing, or split lines into the generator under normal conditions or the inclined operating conditions of appendix A. The use of the engine/prime mover lubricating oil system for generator bearing lubrication is required.

Bearing and/or bearing housings shall be insulated to prevent induced shaft currents from flowing through the bearings. The generator shaft at the drive end bearing shall be grounded to prevent conduction of any (capacitive and real) currents through the bearings. Shaft jacking device shall be provided to permit lifting of the shaft to allow for inspection and/or replacement of bearings. Generator shall have an inspection hole in bearing assembly to allow inspection for shaft drop without disassembly of housing.

5.3.11 Generator Bearing Lubrication

The generator bearing shall be lubricated by the prime mover forced feed lubrication system. An oil sight gage shall be provided at the bearing drain to permit the visual monitoring of oil flow. A generator bearing drain pump tank shall be provided to capture oil as it drains from the bearing that is then drawn back to the prime mover through an existing prime mover attached generator bearing drain pump. LO Flow characteristics from existing prim mover (900 RPM rated) shall be accounted for when sizing piping and orifice.

5.3.12 Generator Cooling

The generator shall be cooled by double wall, air-to-water heat exchangers in accordance with MIL-C-19836. Coolers will be designed for seawater with a temperature range of 34 to 100 degrees Fahrenheit. Protective zincs shall used. Ship service coolant system design pressure range of 69 kPA (10 lbs/in2) to 758 kPA (110 lbs/in2) shall be assumed. The equipment cooling system shall be capable of withstanding a hydrostatic pressure test of 1137 kPA (165 psig). Operation of cooler at design flow shall be possible over the specified range of coolant inlet temperature.

Condensation from the cooler shall drain to outside of the machine without contacting the electrical windings.

5.3.13 Generator Cooler Connections

Water connections to cooler heads or water boxes shall be integral to the heads or welded. Brazed pipe connections are prohibited. Connecting flanges shall be edge drilled and tapped for threaded pressure tap connections. Flanges must be associated in a manner that places them, with respect to the prime mover, in the location that existing generator cooler connection flanges are currently located.

5.3.14 Generator Anti-Condensation Heaters

Electric heaters shall be installed in the generator enclosure in sufficient quantity and size to prevent condensation of moisture on the generator windings when the Generator is secured. The heaters shall be thermostatically protected to prevent damage to windings due to excessive heating. The heaters shall be replaceable without requiring the removal of more than access covers. The heaters must accept 450V, 3 Phase, 60Hz power.

5.3.15 Generator Frame and Enclosure

In accordance with Appendix C, the generator frame shall have feet large enough to accommodate holding-down bolts, dowel pins, and jackscrews (where used) for attachment to the sub-base. The Generator shall be constructed so that the frame of the generator shall not extend below the lower face of the sub base. Overall generator dimensions and construct, including the bolt hole size and pattern, shall be identical to that of the existing generator to allow for generator replacement on the existing SSDG sub-base. The size of the generator shall be designed to fit within the envelope of Appendix C.

Enclosure access shall be by removable sections, panels or hinged doors permitting access to both ends of the rotor and to the anti-condensation heaters. Access openings shall permit air cooling of the generators (at a reduced power level of 80%) in case of a failure in the water cooling system. All access openings shall be provided with drip shields at their upper edges and shall have re-usable watertight gaskets.

5.3.16 Lifting Means

Eyebolts, lugs, holes or equivalent means shall be provided to permit lifting of the generator and attached accessories as a unit. These lifting means shall be appropriate for the rigging of the generator through ship for installation.

5.3.17 Nameplate Data

Nameplate details shall conform to all aspects of ABS NVR 3-3-2/6.

5.3.18 Cooler Condensation Baffles

The generator frame shall be constructed or fitted with baffles so that condensation from the water-to-air heat exchanger will not drop on the generator windings. The condensation shall be drained to the outside of enclosures.

5.3.19 Temperature Gauges and Monitors

Platinum resistance temperature detectors (RTD’s) shall be provided for remote indication and monitoring of generator bearing, stator winding, and cooling air temperatures (100 ohms at 0 degrees C) and shall be suitable for interface with PMP.

Thermostatically controlled DP/DT switches shall be provided for remote indication of over temperature conditions of the generator bearing and cooling air temperature.

Local continuous reading dial-type thermometers shall be provided where specified. All thermometers shall conform to MIL-I-17244-E performance requirements including MIL-901C (shock) and MIL-STD 167(vibration). All thermometers shall have dual outputs, a 3” gauge for local readings and a 3 wire RTD for remote sensing. The electrical connector and mating plug shall conform to a 3 pin connector meeting MIL-C- 5015 requirements.

5.3.20 Journal and Thrust Bearings

All bearings shall be outfitted with Resistance Temperature elements as required by ABS 3-3-2/6.

5.3.21 Generator Stator Windings

Stator winding temperature indication shall be provided by means of two platinum embedded RTD’s per phase. The second RTD in each phase shall serve as a reserve in the event that the first RTD fails.

5.3.22 Generator Air Temperature

RTD’s and continuous reading dial type thermometers shall be located so as to measure the temperature of air into and out of the generator heat exchanger. There shall also be an installed RTD and dial type thermometers provided for local continuous readings of air-box temperature. Gauges of the dial type thermometers shall be mounted on the generator enclosure in a location that is easily read from a position adjacent to the generator sub-base.

5.3.23 Parallel Generator Operation

With buyer supplied controls and means of regulation; the Generator shall be capable of operating continuously in parallel with any combination of other Generator Sets as defined in this specification. The Generator Set shall be capable of operating in parallel with shore power for purposes of load transfer. When operated in parallel with other generators, the Generator shall be capable of maintaining its share of the total load within ±5% of a value that is proportional to the ratio of the Generator rating to the total of all paralleled generator ratings.

5.3.24 Permanent Magnet Alternator (PMA)

A provided permanent magnet alternator (PMA) shall be supplied. The PMA shall be mounted so it does not interfere with accessibility to the main generator windings for inspection and cleaning. The PMA assembly shall be mounted opposite the drive end of the generator, and shall be accessible for maintenance through removable covers in the end shield. The removable covers shall allow for 360º air gap measurements. PMA air gap shall be not less than allowable shaft drop. The PMA will have electrical characteristics to support a buyer provided excitation system. For design and modeling purposes A Basler, DECS 200N type, digital voltage regulator or unit of equivalent characteristics shall be used. Specific details of Basler, DECS 200N Digital Excitation Control System are located in Appendix B.

5.3.25 Voltage Regulation

Excitation/Voltage Regulation Requirements The Generator shall utilize a brushless excitation system compatible with or similar to the redundant automatic voltage regulator characteristics cited in Appendix B. The provided PMA shall provide the power for the exciter field and voltage regulators for all modes of operation.

A rotating rectifier assembly shall be used to provide direct current excitation to the generator field. The rectifier assembly shall be mounted on the end of the exciter opposite the drive end of the generator, and shall be accessible for maintenance through removable covers in the end shield. The output of the rotating rectifier assembly shall be directly connected to the main generator field by leads that run through the shaft.

5.3.26 Short Circuit Capability

The excitation and voltage regulation system shall provide sufficient excitation to the generator under both single phase and three phase short circuit conditions to meet the requirements specified herein. Normal voltage shall be restored upon removal of the short.

5.3.27 Design and Construction

The overall dimensions of the Generator shall be as compact as possible but overall length shall not exceed 9’-00”. Overall height shall not exceed 5’-08”. Footprint width of the Generator shall not exceed 6’-00”. Height from shaft center point to the top of the generator shall not exceed 3’-06” in areas where the existing Diesel Engine Blower would interfere.

5.3.28 Accessibility

The seller shall include in the reliability and maintainability program the procedures to be used to assure accessibility and adequate pull spaces for equipment maintenance after equipment installation.

5.3.29 Operating Life

The Generator shall have an operating life not less than 160,000 hours over a period of not less than 35 years. This life shall be predicated on the following: -

(a)Hours at rated load 20,000 (b)Hours at 80 percent load 95,000 (c)Hours at 60 percent load 45,000

The Generator shall withstand not less than 100,000 starts/stops during its operating life.

5.3.30 Weight Control Program

An aggressive weight control program shall be carried out to ensure that each unit, when ready for delivery, does not exceed the specified weight of 26,000 Pounds. All efforts to control and reduce weight are encouraged. Modification to this requisition that could result in weight reduction without affecting prior qualifications, if any, should be submitted for approval.

5.3.31 Electrostatic Discharge (ESD) Control Program

This program is to be established in accordance with MIL-STD-1686 and DOD-HDBK

263. This program is applicable to ESD sensitive parts listed in MIL-STD-1686 and is applicable from contract award date.

The program includes all procured electrical/electronic equipment, parts and assemblies that were certified and qualified using the electrostatic discharge sensitivity (ESDS) classifications 1, 2 and 3 designators and testing requirements specified under MIL-M- 38510 and MIL-STD-883.

5.3.32 Direct Current Magnetic Field Environment

The equipment shall comply with the static magnetic field environment interface constraints in accordance with DOD-STD-1399.

5.3.33 Electromagnetic Qualification Status

The seller shall provide the electromagnetic qualification status of all electrical, electronic and electromechanical equipment. The status shall cover electromagnetic interference (EMI) per MIL-STD-461E, and electromagnetic pulse (EMP).

5.3.34 Shock

The equipment shall be designed to meet shock Grade A, hull mounted, Class II, heavy weight, type A requirements of MIL-S-901D. Generator supplier shall interface with NSWCPD and or designated design agent for overall shock qualifications, genset qualifications and shock test approval in pursuit of shock test certification. A Shock Test Plan shall be provided to NSWCPD for approval. When the supplier is creating the required test plan, considerations should be made to account for resilient mounts and snubbers between ships foundation and the existing sub-base on which the generator will be mounted for ship installation. See Appendix C.

5.3.35 Vibration-Externally Generated

The equipment shall be qualified to withstand the Type I vibration requirements of MIL- STD-167-1. Measurement of structure borne vibratory acceleration shall be in accordance with MIL-STD-740-2.

5.3.36 Vibration- Internally Generated

Each rotating equipment shall be balanced and tested for Type II vibration in accordance with MIL-STD-167-1.

5.3.37 Vibration

Unless previously qualified, the first unit shall be analyzed and tested for Type III vibration in accordance with MIL-STD-167-2.

5.3.38 Coupling

A flexible coupling shall be provided with the generator. The coupling shall provide the means of connecting the generator shaft to the existing prime mover shaft. Generator supplier shall interface with prime mover OEM design agent and provide information required for engine OEM conducted torsion analysis. The results of this torsion analysis, and any other necessary engineering, will then be used by the engine OEM and Generator supplier for the coupling selection and procurement process. The generator supplier shall receive and document engineering data from the engine OEM supporting coupling selection.

6 TESTING

All tests shall be performed as required by ABS NVR 3-3-2/8 for the generator and the following paragraphs also apply. If there are conflicts between these cited requirements, they shall be identified in writing to NSWCPD; however, the more stringent requirement shall prevail.

6.1 General Requirements

All tests or inspections shall be described in detailed test procedures to be prepared by the Supplier and approved by NSWCPD and shall be documented in reports to be prepared by the Supplier and approved by NSWCPD. The procedures and reports shall include provision for ABS participation/approval as required by ABS NVR 2-2-1 and for Government participation. The Supplier shall notify NSWCPD at least 25 days prior to the commencement of any test. NSWCPD may elect to witness any or all tests.

6.2 Responsibility for Inspection/Testing Requirements

The Supplier is responsible for the performance of all first article, or production unit, inspection and testing requirements of ABS NVR 2-2-1 as specified herein. Except as otherwise specified in the contract or order, the Supplier may use his or her own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by NSWCPD. NSWCPD reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

6.3 First Article Inspections and Tests

First article inspection shall be conducted on the first article unit Generator Set. Inspection shall consist of the examinations, inspections and tests specified in ABS NVR 3-3-2/8.

Where a Supplier has previously conducted first article inspection in accordance with the requirements of this specification on an identical Generator, the complete documentation covering the previous testing, shall be furnished to NSWCPD for review and certification.

If the Generator for which extension of first article inspection is proposed is identical to the Generator previously tested except for if the generator has been modified and is not identical to the previously tested generator, the Supplier shall furnish a complete description of the changes, reports of testing conducted by the Supplier, and any other evidence to substantiate functional identical. The supplier is encouraged to examine this approach for cost saving to Navy and provide a competitive advantage to reduce NRE.

NSWCPD reserves the right to require complete retesting after review of the changes, final report of previous testing, or service experience. All testing shall be monitored by

NSWCPD.

6.4 Test Conditions

Test conditions shall conform at the minimum and maximum operating conditions listed in 5.2.

6.5 Shop Tests and Inspections

Production Generator, duplicates of one that has passed the first article tests, shall be inspected and tested in accordance with the requirements of ABS NVR 2-2-1Appendix 3/7 prior to shipment of the unit to NSWCPD.

6.6 Test Documentation

“Test” includes any test identified here as “factory”, “first article”, “qualification”, “quality conformance”, “quality assurance”, or similar including shock and vibration tests. A detailed test procedure, test report, and test notification shall be prepared for each factory test specified herein. Where the equipment is subject to several different factory tests, a test plan shall be prepared. Supplier shall provide the test plan and procedures to NSWCPD for approval, NSWCPD will provide test comments/approval within 20 days of receipt of documents, and upon approval, supplier shall be submit test notification to NSWCPD not less than 21 days prior to the start of each test. Each test notification shall identify the equipment to be tested, the test to be performed, date(s) of the test, and a point of contact associated with the test. All test procedures will be approved by NSWCPD.

6.7 Specific Tests

6.7.1 Shock Test

Shock qualification testing or shock extension requests shall be in accordance with MIL- S-901D, Grade A. Qualification by extension or testing is to be determined and accomplished by the Supplier.

7 TECHNICAL DELIVERABLES

The following items shall be provided to NSWCPD by the Generator supplier, in addition to those required in the Appendices.

7.1 Engineering Design Documents

a) Engineering Drawings and Associated Lists, drawings to include Preliminary, Final, Loose Parts, and Release for Manufacture.

b) Generator Characteristic Data including winding resistance and reactance, time constant, and short circuit decrement curves

c) Reports of interfacing with prime mover OEM

7.2 Logistic Documents

a) Technical Manual – to include (but not limited to) General and Functional Description, Operation, Troubleshooting, Repair and Replacement procedures, Outline, Layout, Construction and Installation Drawings, Wiring Schematics/Diagrams

8 DESIGN REVIEWS

The supplier shall participate in a technical design reviews with NSWCPD. This design review will be conducted at NSWCPD Philadelphia facility, as required. These technical design review will be used to exchange information.

The manual may be supplemented with existing supplemental data. Basic manual shall be in contractor’s format. MIL-HDBK-1221 may be used as guidance. The manual and supplemental data shall be clearly legible and on paper of sufficient quality for long term use. Manual shall be delivered in electronic format, if available.

10.3 Failure Summary and Analysis Report (CDRL A003)

The contractor shall provide a report detailing any concerns with respect to the assembly, installation, operation and maintenance of the equipment. The report and supplemental data shall be clearly legible and on paper of sufficient quality for long term use. The report shall be delivered in electronic format, if available.

(a) NAVSEA may use a file room management support contractor, hereinafter referred to as "the support contractor", to manage its file room, in which all official contract files, including the official file supporting this procurement, are retained. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File room management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.

(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file room management services are acquired will contain a requirement that:

The support contractor not disclose any information;

(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;

(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,

(4) In addition to any other rights the contractor may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed protected information, for the unauthorized duplication, release, or disclosure of such protected information.

(c) Execution of this contract by the contractor is considered consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file room management support contractor for the limited purpose of executing its file room support contract responsibilities.

(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Contractors are free to enter into separate non-disclosure agreements with the file room contractor. (Please contact Director, E Business Division for contractor specifics.) However, any such agreement will not be considered a prerequisite before information submitted is stored in the file room or otherwise encumber the government.
