Statement of Work Fallon B20 Phase 2 Microwave Link
1. INTRODUCTION
A no longer functioning microwave link between Building 465 at Naval Air Station (NAS) Fallon to Bombing range 20 (B20) requires replacing in order to complete a redundant communication ring supporting the critical data infrastructure.
2. BACKGROUND
NAS Fallon operates bombing ranges for training combat air crews before deployment aboard Carrier Battle Groups. B20 is one of the bombing ranges operated by the Air Station. On the Range are scoring systems, instrumentation, communications, both tactical and safety, security video feeds and much more. All of the range systems are feed back to the operations center via microwave back bone. The original link between Building 465 to B20 via Dessert Peak was backed up with one last year from New Pass Peak via White Mountain. The replacement relieved the failing link via Desert peak that is now inoperable and unrepairable. Replacing the inoperable link via Desert Peak with a new microwave link will allow the range to configure the network into a ring topology, creating not only the critical communication necessary between range operations and B20 but all the other nodes connected will have redundant paths thus increasing range safety and network reliability. Installation shall be handled by range personnel.
3. SCOPE
The Government is procuring the equipment with spares, Integration service, and warranty.
4. APPLICABLE DOCUMENTS
NTIA Channel Plan Guide
5. REQUIREMENTS
5.0.1 Link requires an intermediate relay point, to be located at Desert Peak North. This site has shore power and can be accessed by road. A new 60 foot communications tower is available at B-20. An existing tower at Building 465 is available for the NAS Fallon endpoint.
5.0.2 A link with OC-3 capability is needed.
5.0.3 Reliability should result in average outage time of less than 15 minutes per year.
5.0.4 The playa surrounding B-20 is known to cause multipath fading, which should be mitigated in the design.
5.0.5 Frequencies are TBD and will be in the 7-8 GHz band.
5.0.6 Channels shall conform to the NTIA Channel Plan. 30MHz Channel bandwidth (OC-3/155Mbps, 128QAM)
