Question # 1 - How close is the first row of desks/seating to the LED wall so we can assign the correct pixel pitch?
Answer # 1 – First row of viewers is 23ft away.
Question # 2 - Pages 1-2 of 54 are missing from the solicitation document.
Answer # 2 – The first two pages are not required for this requirement.
Question # 3 - Is this a new requirement?
Answer # 3 – Yes
Question # 4 - It states under 4.0 Additional Information: This requirement is only for the LED
Display(s), there is no installation service attributed to this. I just want to confirm 100% you will not need installation service onsite?
Answer # 4 – Section C, 4.0 Additional Information states “This requirement is only for the LED
Display(s), there is no installation service attributed to this.”
Question # 5 - Do you have a list of current equipment that will connect to the displays?
Answer # 5 – The existing equipment will be removed to install new equipment to support digital video. Currently this procurement is under solicitation therefore the brand that will replace the video management system is not known.
Question # 6 - Is there a preferred OEM of the displays or do you have a model in mind?
Answer # 6 – No
Question # 7 - You will provide all new/existing equipment to connect to the displays?
Answer # 7 – Yes, government will provide the video management system. The video management system provided by the government does not include sending units (equipment required to map video to individual tiles), data/power cables required for LED panel-to-panel connections, and data/power cables that provide power to the initial LED tiles and the sending unit. These items shall be included under this solicitation.
Question # 8 - Does this solicitation include all of the front end system in Diagram 1 or just the
LED display in Diagram 2?
Answer # 8 – This solicitation includes the LED tiles and supporting equipment to power and display an image being fed from a government- provided video processor. This solicitation includes digitizer/sending units (equipment required to map video to individual tiles), data/power cables required for panel-to-panel connections, and data/power cables that connect the room’s power source to the initial LED tiles and the sending unit. The solicitation does not include laptop, video matrix, video processor, IP video converter, video extenders, control processor, controller or touch interface as shown in Diagram 1.
Question # 9 - Will the display be mounted to a wall or fixed structure? If so do you have details/specs on the wall construction?
Answer # 9 – It will be mounted to a fixed structure. Refer to JWAL LED Video Infrastructure

Question # 10 - Can you provide clarification to the items (below) in the spec:

-Overall Tile Canvas Width: the video display shall not exceed 60 FT, shall not occupy less than
59 FT
Answer # 10 – The requirement is to replace the existing video wall with a solution of the same dimensions. Therefore, the assembly of the video LED tile system (video wall) shall not exceed
60 FT in length - this is limited by the current structure and cavity of the wall. In addition, the video wall shall exceed a length of 59 FT since a video wall smaller than the existing display system is unacceptable.
Question # 11 - Is there flexibility to provide a display which is a foot taller & and 1’ wider than the max dimension listed, providing you receive the specified resolution?
-Overall Tile Canvas Height: the video display shall not exceed 14 FT 10 in, shall not occupy less than 14 FT
-Overall Tile Canvas Weight: the total weight of the LED Tile system shall not exceed 5000 lbs
-Tile Stacking Height capacity: minimum 15 FT. Individual LED tiles shall be able to interlock with adjacent tiles using cam locks or magnets
-The lowest existing tile is at approximately 4 FT from the ground, the highest is at approximately 64 FT from the ground.
Answer # 11 – No. The dimensions are limited by the existing structure and cavity of the wall.
An LED tile system larger or smaller than the specified dimensions is not acceptable. The material in this solicitation is replacing a rear-projection system mounted on a structure located in a projection room, separated from the viewing room by a concrete wall. This wall has a perforation the size of the video LED tile system. The wall preformation will not be expanded.
Question # 12 - is there a specified pixel pitch or range required?
Answer # 12 – A minimum of 3.9mm pixel pitch is required.
Question # 13 - Is there a delivery and installation timeline?
Answer # 13 – See section F of the solicitation.
Question # 14 - Will there be benefit or recognition given to manufacturers based in the U.S.?
Answer # 14 – No.

Question # 16 - Are there any specific details regarding the control system we need to know?
Answer # 16 – Engineering design specifies using 6 video feeds (HDMI, HDCP) outputs to 6 sending units for the entire LED tile canvas.
Question # 17 – The manufactures will be providing equipment only and Navy will be installing, correct?

Question # 18 - What is the deciding factors for this project to be awarded? Is this solely a low bid win?
